Regular Council STAFF MEMO Meeting: Regular Council - Jul 14 2022 Staff Contact: Nate Litteral Department: Utilities 11 To Approve Amendment No. 1 to Work Authorization CM U22.01 - WTP Process & Energy Efficiency Improvements - Chen Moore & Associates In October 2021 the Village Council approved Work Authorization CM U22.01 with Chen Moore & Associates for the design and permitting of the WTP Process &Energy Efficiency Improvements project. The WTP Process & Energy Efficiency Improvements project will upgrade outdated Instrumentation and Controls (I&C) and Supervisory, Control and Data Acquisition (SCADA) system hardware, add additional analyzers and ammonia feed point to improve process and disinfection system control, add Variable Frequency Drives (VFDs), interstage booster pumps and pressure exchange devices (PXDs) to the RO system trains for energy savings and improved process control and add High -Service Pump VFDs for energy savings and improved pressure control. During design it was identified that the heating, ventilation and air conditioning (HVAC) system serving the original plant building is insufficient to control the heat load from the additional VFDs. Amendment No. 1 to Work Authorization CM U22.01, in the amount of $14,600, is for the design services to upgrade the existing HVAC system for the additional heat loads. CM UTL22.01 FOR CONSULTING SERVICES PROJECT No. G/L CODE: 401-411-663.632 CHEN-MOORE PROJECT NO.: 492.005 PROJECT TITLE: Water Treatment Plant Process and Control Improvements Amendment # 1 This Work Authorization, when executed, shall be incorporated in and shall become an integral part of the Agreement for Professional Services dated September 10, 2021, between the Village of Tequesta ("VILLAGE"), Chen -Moore & Associates ("CONSULTANT"), and Wright -Pierce (SUB CONSULTANTS) hereafter referred to as the Agreement. I. PROJECT DESCRIPTION The Village of Tequesta (Village) requested the Chen Moore and Associates, Inc. (CMA) team perform professional services required to implement improvements to the WTP, with an agreement dated, November 12, 2021. Wright -Pierce, Inc. (W-P) is providing services to assist CMA with this project. During the design of the improvements, it has been determined that additional professional services are required for the work. The Village has requested an amendment for services that generally include mechanical and electrical engineering required to provide air conditioning to the existing Maintenance Building to account for the addition of VFDs to the existing High Service Pumps Nos. 1-4. The scope of services shall be comprised of the following tasks: TASK 1 — Project Management and Meetings TASK 2 — Support Services TASK 3 — Final Design Services TASK 4 — Permitting Services TASK 5 — Bidding Services WORK AUTHORIZATION NO. CM UTL22.01 Amendment No. 1 1 of 4 Page 509 of 524 Agenda Item #18. II. SCOPE OF SERVICES TASK 1— Project Management and Meetings A. Project Management The CONSULTANT will perform project management activities for the project. The activities include contract administration, budget management, invoicing, monthly status reports, scheduling, and coordination with the Village. B. Meetings No additional meetings are included. TASK 2 — Support Services No additional services are included. TASK 3 — Final Design Services The additional final design efforts will be for the HVAC and electrical requirements for the existing Maintenance Building for the addition of VFDs for High Service Pumps Nos. 1-4. A. 60% Design No additional services area included. B. 90% Design The CONSULTANT shall provide additional designs services to modify the 90% design submittal from the original Agreement. CONSULTANT shall provide coordination, quality management, and technical review and provide the 90% design documents, consisting of the following: 1. Mechanical (HVAC only) design for a new air conditioning unit for the existing Maintenance Building due to the increased loads from the new VFDs being designed for high Service Pumps Nos. 1-4. 2. The additional technical specifications for the HVAC improvements consisting of one electronic copy in PDF format. The additional design drawings will be incorporated into the 90% design submission. C. 100% Design The CONSULTANT shall progress the additional design documents to the 100% design completion level. CONSULTANT shall provide coordination, quality management, and technical review and provide the additional 100% design documents, consisting of the following: WORK AUTHORIZATION NO. Task Assumption(s): The Scope of Services associated with this task assumes the following: No additional assumptions. Task Deliverable(s): CONSULTANT will submit the following to the Village: Electronic copies of each submittal in PDF format. TASK 4 — Permitting Services No additional services are included. TASK 5 — Bidding Services No additional services are included. III. SCHEDULE The Project will begin immediately after CONSULTANT receives a written Notice -to -Proceed (NTP) and an executed AGREEMENT from the Village. CONSULTANT will coordinate the Project schedule with the Village but assumes the 90% design submittal will be submitted within 40 calendar days of receiving the written NTP. The 100% design submittal will follow per the original schedule, adjusted for when we receive comments from the Village. IV. COMPENSATION AND PAYMENT CONSULTANT and SUBCONSULTANT proposes to complete the Scope of Service described herein on a lump -sum basis for a not -to -exceed fee of $14,600. Table 1 summarizes CONSULTANT's and SUBCONSULTANT's total not -to -exceed fee and breakdown of fees by task. AGREEMENT REFERENCE The work authorized under this Work Authorization shall be performed under the terms and conditions described within the Professional Services Agreement dated September 10, 2021, by and between the Village of Tequesta ("VILLAGE") and Chen -Moore & Associates ("CONSULTANT").
