Member Hackett questioned why the applicant did not consider an alternative location on the property for the dumpster. Mr. Gugliotta explained that other locations were considered and since the property exceeds the number of required parking spaces and that Waste Management approved the location for waste pick up collection this location was finally selected. Member Hackett believed the dumpster should be relocated elsewhere on the site due to the additional noise and smell associated to a dumpster. Member Hackett voiced his concerns for the current special exception and site plan modification process. Mr. Gugliotta explained that letters were sent to the neighbors within a 300-foot radius of the property. Director Zacarias continued that there was the Village Council heard a Special Exception Use for the modification of the shopping center, and there were no objections from the residents that received the letter. Also, the Village Council approved the Special Exception Use application. Vice Chair Eagen agreed with Member Hackett that he believed the dumpster should be relocated elsewhere on the property and that it may be too close to the adjacent neighbor. Jeanne McEldowney, 275 Beach Road, stated she saw the images of the current trash situation in the staff report and questioned whether the neighbors of the property may think the dumpsters are an improvement.
