PLANNING AND ZONING BOARD MEETING
VILLAGE OF TEQUESTA, FL
APRIL 21, 2022 5:30 PM COUNCIL CHAMBERS
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Board Chair, Janet Strand at 5.30 p.m. A roll call was taken
by Community Development Planner, Lance Lilly. Present were: Board Chair, Janet Strand, Vice
Chair Steven Eagen, Board Members Elizabeth Schauer, Leslee Dasher, James Hackett,
Theresa Maggio, and Jeanne McEldowney. Board Member Sherry Ambrose was absent. Also
present were Village Attorney, Matthew Pritchett and Community Development Director, Nilsa
Zacarias.
APPROVAL OF AGENDA
1. MOTION: Member Dasher made a motion to approve the agenda. Vice Chair Eagen
seconded the motion. Carried unanimously 5-0.
APPROVAL OF MINUTES
2. MOTION: Vice Chair Eagen made a motion to approve the previous meeting minutes of
February 17, 2022. Member Dasher seconded the motion. Carried unanimously 5-0.
AGENDA ITEMS
3. SPM 2-22: Application from TEQUESTA PROPCO LLC for a site plan modification to
modify the exterior building wall colors to Benjamin Moore OC-146 Linen White and
Benjamin Moore OC-65 Chantilly Lace. The subject property is located at 400 N US
Highway 1, Tequesta, Florida 33469.
Village Attorney, Matthew Pritchett announced the quasi-judicial nature of the item and
swore in the applicant, Sean O'Malley and Tammy Dalton. The Board Members disclosed
that there was no ex-parte communication.
Tammy Dalton explained that proposed modification was to repaint the entire exterior of
the building and the monument sign. Ms. Dalton emphasized the packet included the
colored samples of the proposed repainting, which is a light creamy yellow and a white.
Member Schauer complimented the color update.
MOTION: Member Schauer made a motion to approve SPM 2-22. Member Dasher
seconded the motion. Carried unanimously 5-0.
4. Parks Master Plan Presentation
Community Development Planner Lilly presented a PowerPoint to provide the Board with
an update of the Parks Master Plan. Mr. Lilly explained that the Parks Master Plan started
in October 2021 and it was a six-month process. Throughout the process, there were
various kiosks at Village operated events, presentations to Village Boards/Committees,
various workshops, and design open houses.
Through all the various public involvement, the design elements were conceived and
preliminary sketches were drafted. Mr. Lilly explained to the Board that during the process,
physical and online surveys were provided to the community to obtain their feedback.
Afterward, he provided the Board with the results and findings from the Parks Master Plan
survey such as the amenities most favored and the parks/open spaces the community liked
the most.
After receiving the feedback from the surveys, three conceptual plans were drafted for both
Tequesta Park and Remembrance Park. The conceptual plans were printed and placed on
boards, which were placed in the Village Hall lobby for residents to provide their opinions.
The boards and a survey box were left in the lobby for two weeks to receive as much
feedback as possible. In addition, a separate open house was held for residents adjacent
to the proposed Remembrance Park to receive their input.
Mr. Lilly provided the Board with the conceptual plans for Tequesta Park and the findings
received from the surveys. Board Chair Strand asked a question regarding Tequesta Park,
whether there was any feedback from the tennis community. Mr. Lilly explained that there
was numerous feedback from the pickle ball community; however, tennis courts would
remain for those residents that do participate in tennis.
The Board complimented the work conducted on the Parks Master Plan project. Member
Dasher voiced her concerns for sidewalks or crosswalks at Riverside Drive and whether
that idea was contemplated. Director Zacarias indicated that Riverside Drive is a county
road and Staff would reach out to Palm Beach County at the time of final design for the
park.

Member Schauer complimented the Community Development team on their work on the Village
of Tequesta's Design Charrette.

MOTION: Member Schauer made a motion to adjourn at 6:09 pm. Member Dasher seconded the
motion. Carried unanimously 5-0.
