Village of Tequesta Environmental Advisory Committee To: Environmental Advisory Committee Members From: Thomas G. Bradford, Chair, EAC rR Cc: NA Date: August 31, 2022 Re: Draft Recommendations to the EAC on the Recreation & Open Space Element, v2 of the VOT Comprehensive Plan for Consideration of the Village Council and Staff VOT Resolution No. 24-191, which created the EAC, requires the EAC "...to within the bounds of the Village's Comprehensive Development Plan, develop recommendations for goals, objectives and policies relative to sustaining and improving the environment of the Village of Tequesta." To this end, the EAC is now reviewing the Recreation & Open Space Element of the VOT Comprehensive Plan in two phases, v I, v2. In order to keep the review process manageable only one of the versions will be reviewed at each EAC meeting. This memo addresses v1. Items usually highlighted in yellow are noted places where an environmental matter is stated in the Element. However, in this case every Goal,. Objective, and Policy in the Recreation & Open Space Element is potentially an environmental matter making highlighting unnecessary. There are 36 combined Goals, Objectives and Policies to be commented on in this Conservation Element. I will try to break this down into 2 separate parts over 2 months or more of EAC meetings to keep it manageable. This equates to approximately 18 items to comment on per month. TGB comments are my thoughts on the item. EAC proposed Options are my suggestions of what we should tell the Village about the item. You are encouraged to review the Element or sub -element and propose where you see environmental issues requiring EAC review potentially overlooked in this memorandum 1 Page 11 of 36 Agenda Item #2. or make suggestions on how to modify or add to the comments and options provided herein to consider for recommendation to the Village Council and staff. The link to the VOT Comprehensive Plan is as follows: hqp://tequesta.org/84/ I Communijy-Develo Pertinent sections pertaining to environmental issues within the Recreation & Open Space Element, v2, of the VOT Comprehensive Plan and my comments are as follows: RECREATION & OPEN SPACE ELEMENT Objective.- 1.5.0 - Consider utilizing methods of obtaining additional land to inertia the community and neighborhood recreational facilities within the corporate limits of Tequesta when necessary. TGB Comment to EAC: Fine, except that increasing additional recreational land should not be limited to community and neighborhood recreational facilities. Re -write to read as suggested below. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are, Re -write to read-. "'Consider utilizing all avenues of obtaining additional land to increase all types of park facilities including, but not limited to, town squares, pleasure grounds or cultural parks, pocket parks, community parks and neighborhood park facilities within the corporate limits of Tequesta.31 Po licv.- 1...1 - Estab 1.1sh methods for the us e of and/or purchase of privately owned lands suitab le for recreation in order to increase the existing inventory of recreation areas and open space facilities. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: a Fine as written Policy: 1.5.2.- The Village shall consider seeking land donations from property owners and financial contributions from the private sector for the development of recreational opportunities. TGB Comment to EAC: Re -write to read as shown below to take us beyond the consideration of a donation concept and into the realm of considering offers of land and money for recreation lands. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: Re -write to read.- "The Vills shall consider acceptance of an land donations from prope-rty owners and financial contributions development of recreational opportunities Tequesta. ?' from citizens and the private sector for the within the jurisdictional boundaries of Policy: 1.5.3 - The Village shall coordinate ways and means for private developers to provide public recreation facilities within their developments. TGB Comment to EAC, Re -write to read as shown below. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Re -write to read: "The Village shall coordinate ways and means for private developers to provide public and/or private recreation facilities within their developments. This may include the option of donating lands to Tequesta within a development for public recreational land and facilities in return for reduced on -site open space requirements. Enhancement of private recreational facilities on -site can also be considered on the grounds that on -site private recreational facilities reduce demand for public rccreational facilities." Policy.- 1.5.4. - The Village shall encourage co-sponsorship of recreational and cultural events, such as races, greenmarkets, festivals and athletic events', using Village facilities as a location for these events, TGB Comment to EAC: Fine as written. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written. 0�iective.- 1. 6. 0 - Continue to receive and consider citizen input in determining rccreational needs of the community. LAC-' Proposed Options.9 Options to consider for recommendation to the Village Council and staff al,c: Re -write to read-. "Continue to receive and consider citizen input in determining recreational and open space needs of the community." Policy: 1.61 - Encourage citizen participation in determining recreation facility needs for the various existing and future neighborhood recreation developments by adhering to the public Participation procedures established by this Plan. TGB Comment to EAC: I have not seen any reference to a specific participation procedure established by this Comprehensive Plan. Regardless, we should specify what is needed. Re -write as shown below. EAC Proposed options. Options to consider for recommendation to the Village Council and staff are: o Re -write as follows: "Encourage citizen participation in determining recreation facility needs for the various existing and future recreation developments by adhering to the public Participation procedures used in the creation of the 2022 overall Tequesta Park Master Plan." Policy: 1.6.2 - Maintain citizen input in the planning of additional recreational facilities within the Village by adhering to the public participation procedures established by this Plan. TGB Comment to EAC: Also re -write to read as shown below. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: c Re - write as follows: "'Maintain citizen input in the planning of additional recreational facilities within the Village by adhering to the public participation procedures established for the 2022 Tequesta Park Master Plan." Objective: 1. 7. 0 - Encourage the protection and supplementation of the existing tree canopy, a vital community and environmental asset, in order to sustain the resource and maintain the environmental benefits provided by mature tree canopies. TGIF Comment to EAC: Not bad, but it could be better as shown in the proposed re -write below. Re -write to read: Require the protection,, supplementation and expansion to other areas of the Village, tree canopies, a vital community and environmental asset, in order to sustain. and expand the resource and maintain and enhance the environmental benefits provided by inature tree canopies. Polic,w 1. 7. 1 - Consider acquiring and preserving open space lands for purposes of recreation,. I habitat protection and enhancement. TGB Comment to EAC: Re -write as shown below, EAC Proposed Options. Options to consider for recommendation to the Village Council and staff are.: c Re - write to read: "'Whenever and wherever possible within the corporate limits of Tequesta acquire and preserve open space lands for purposes of recreation, habitat protection, water table viability and enbancement.." Policy: 1. 7.2 - Consider the community's street trees as infrastructure and strive to preserve and protect these trees as a community and private property asset. TGB Comment to EEC: Re -write as shown below. E Proposed Options: Options to consider for recommendation to the Village Council and staff are., c Re -write to read: "Consider the cornmunity"s street trees as infrastructure and preserve and protect these trees as a community asset and enhancement to near and adjacent private properties in the Village."' Policy: 1. 7.3 - The Village shall encourage Tree and Landscape Ordinances to support sustainable development prin6ples of tree preservation as a key element in retention and provision of plant materials and minimize impact to the existing site resources. TGB Comment to EAC: Another proposed re -write. EAC Proposed options: Options to consider for recommendation to the Village Council and staff are., o Re -write toread.- "Tbe Village shall continue to provide and update its Tree and Landscape Ordinances to support sustainable development principles of tree preservation as a key 5 Page 15 of 36 Agenda Item #2. element in retention and provision of plant materials and minimize impact to the existing site resources.�l Policy: 1. 7.4 - The Village shall support Public/Private beautification efforts on public property and encourage private maintenance agreements. TGB Comment to EAC: Fine as written. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written Objective: 1. 8, 0 - Coordinate with the Southeast Florida Regional Greenways and Trails Plan, the Village"s greenway and trail initiatives throughout its geographical boundary and along its waterfront areas. TGB Comment to EAC: What greenways and trails do we have that will get you from point A to point B? Another re -write! EEC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Re -write to read: "Coordinate with the Southeast Florida Regional Greenways and Trails Plan,, any Village greenway and trail initiatives developed in its geographical boundary or along its waterfront areas.~' Policy: 1.8.1 - Consider adopting Southeast Florida Regional Greenways and Trails Plan to coordinate the development of a future greenrays and trails network within the Village that connects to County trails and facilities. TGB Comment to EAC: Maybe when the time comes. Therefore, leave as is. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written.
