HomeMy WebLinkAboutAgreement_General_10/13/2022_Kimley Horn - Underground Feasibility VILLAGE OF TEQUESTA ENGINEERING SERVICES WORK AUTHORIZATION VILLAGE-WIDE UNDERGROUNDING FEASIBILITY ASSESSMENT This Work Authorization authorizes Kimley-Hom and Associates, Inc. to perform work set forth herein and is issued pursuant to The Professional Engineering Services Agreement, between the Village of Tequesta ("Client"or"Village")and Kimley-Horn and Associates, Inc. ("Kimley-Hom"or "Consultant"), dated September 10, 2020 ("Agreement"). All terms and conditions of said Agreement are hereby incorporated and made part of this Work Authorization. PROJECT UNDERSTANDING The Village of Tequesta wishes to begin investigating the feasibility of relocating existing overhead utilities (electric, telephone, and cable) to an underground location to enhance the safety, reliability and aesthetics of these facilities within the Village's boundaries, an approximately 2.26 square mile area in northeastern Palm Beach County. In order to evaluate the feasibility of this large-scale project, the development of a Feasibility Assessment is needed to evaluate anticipated program elements and costs prior to moving forward with subsequent steps such as master planning, detailed design, or construction. The objectives of the Feasibility Assessment process are: • Description of the Conversion Process • Data collection of existing overhead utility infrastructure • Review of general right of way conditions to assess potential easement acquisition needs • Development of an order of magnitude opinion of cost for the program • Provide pertinent information on next steps. Our detailed scope of services is based upon this understanding. SCOPE OF SERVICES Kimley-Horn will request records of the existing power and communications facilities within the Village from the respective utility owners. We will conduct one meeting with these providers to describe the intent of the feasibility assessment and request ballpark cost estimates for conversion of their facilities. Kimley-Hom will perform a visual review of existing overhead lines within the project limits and document the approximate number of miles of overhead facilities that exist. Kimley-Horn will compile the data collected to create a GIS base map showing the approximate locations of existing overhead infrastructure throughout the project area. 1 Using publicly available information from the Village and Property Appraiser, we will evaluate existing right of way widths and the need for above and below grade equipment necessary for the conversion to determine if sufficient right of way exists for equipment placement or if easements will be needed to support the conversion. Kimley-Horn will develop a conceptual 'order of magnitude' opinion of probable construction cost for the overhead to underground conversion. Costs will be provided in current dollars and based upon historical information for similar projects available to Kimley-Horn. The conceptual opinion of probable construction cost for the project will most closely resemble an AACE International Class 5 (Screening or feasibility) cost estimate. Kimley-Horn will research funding opportunities and prepare a matrix of potential third-party funding pursuits that could assist in offsetting the costs of the program. The matrix will provide information such as the name of the funding source, a description of the possible use of the funds, whether the source is a grant or a loan, specific terms/conditions of the source, and the deadline for submitting an application. Preparation of applications is not included in this task but can be provided in future authorizations. Kimley-Horn will prepare a brief summary report of the feasibility assessment. We anticipate that the document will contain the GIS base map developed during the assessment approximating the locations of existing overhead utilities, the opinion of probable costs developed, and a brief summary of the next steps should the Village decide to proceed further with a conversion project. We will attend one meeting with Village staff to discuss the findings. We will respond to one round of comments received from Village staff to finalize the report. We will prepare a brief PowerPoint presentation and attend one Village Council meeting to present our findings and answer questions. The presentation and summary will contain a description of the overall process required to implement an overhead to underground conversion project. ADDITIONAL SERVICES Any services not specifically provided for in the above scope, as well as any changes in the scope requested by the Village, will be considered additional services to this Work Authorization and will be performed based on subsequent Work Authorizations approved prior to performance of the additional services. INFORMATION AND SERVICES PROVIDED BY THE VILLAGE Kimley-Horn assumes that all information provided by the Village can be relied upon in the performance of professional services. The following information shall be provided to Kimley-Horn and/or the following services will be performed by the Village. • Record Information for Village-owned utilities 2 SCHEDULE For items described in the above Scope of Services, Kimley-Horn will complete the work set forth herein in accordance with a mutually agreed upon schedule after receipt of an executed Work Authorization and Purchase Order, exclusive of delays beyond the control of the Consultant. COMPENSATION Kimley-Horn will perform the services described in the Scope of Services on a lump sum basis for the amount of Forty-Eight Thousand Nine Hundred Fifty Dollars ($48,950.00) in accordance with the hourly rates established in the Professional Engineering Services Agreement between the Village and Kimley-Hom.
