Craig, PE, Director, Utilities Department Date: November 1, 2022 Re: Utilities Department Monthly Report The Utilities Department monthly report for October is found below: Stormwater & Water Distribution • An extreme wet weather event - was experienced on October 12t" with approximately 7 inches of rain over the span of a few hours. Several areas were flooded. Standing water cleared within a day with some remaining ponding and "bird baths." Stormwater related work accomplished over the last three years including pipe lining, Swale restoration, and bioswale installation, has helped in areas, and we will continue working moving forward with planned restorations. There are several areas which are in critical need of stormwater pipe lining, which we are accelerating. David Tinoco, Distribution & Stormwater Superintendent, has solicited bids. The estimated cost is more than what we had originally budgeted for FY23's stormwater budget because of cost increases so we are working hard to prioritize and find the best piggyback and contractor. • Cypress Drive Exfiltration Trench Weir Modification — on 10/25 our contractor lowered a weir in the stormwater structure by about 18" to enhance drainage in the Tequesta Dr. area near Willow Rd and along S Cypress Dr., as permitted by the SFWMD • El Portal Stormwater & Sidewalk Improvements — 90% walkthrough was held with the contractor, engineer, and staff; some additional improvements were determined necessary and the engineer is revising plans and is scheduling borings for the project Water • EDEP State Revolving Loan (SRF) Fund loan —fully executed agreement was received back from FDEP o Bid solicitation draft received from consultant for approved first tranche projects: Water Main (WM) Project 1- Tequesta Drive and WM Project 4 —Country Club Dr. (South) —estimated cost $2.63M o Bid anticipated to be advertised this month Vice -Mayor Kyle Stone Mayor Molly Young Council Member Frank D'Ambra III Council Member Laurie Brandon Council Member Aaron Johnson Village Manager Jeremy Allen Page 170 of 475 Agenda Awa#rN,19M (Copt d) RE. Utilities Department Monthly Report Page 2 of 2 To: The Honorable Mayor and Village Council From: Jeremy Allen, Village Manager, Through: Marjorie Craig, PE, Director, Utilities Department Date: November 1, 2022 • County Line Road Bridge Replacement project — Martin County has agreed to include VOT in their project for our potable water main and untreated well water main. We are coordinating on the consultant work and an agreement. This change was made from coordinating with LRD on a directional bore under the bridge to coordinating with Martin County, since they will allow pipes back on the bridge after construction, allowing us better access o Water Utility Financial Feasibility Update — updating the financial forecast of the water utility due to substantial increases in materials/ constructions and supply chain issues to forge a path forward for project phasing and financial sustainability. The AC pipe replacement phasing and the water treatment plant projects, among others, have a current projected price increase of about 40% more than originally projected. The SRF loan allows us to borrow more money under the agreement, but we need to ensure we can cover the debt service o Wellfield access safety - tree trimming has been completed around Tequesta Park for well access o Jupiter Island interconnect — providing about 100,000 gallons of Tequesta water per day (down from closer to 200,000 in August) Grants • Met with HE on 10/18 — the bipartisan infrastructure money is being funneled through low interest loans such as SRF and WIFIA funding; in terms of available grant funding, there is not much available out there but we continue to monitor the situation; best approach is to continue to work on providing and prioritizing projects on the LMS task force to be ranked within the County projects Village of Tequesta oof Page 475
