Regular Council STAFF MEMO -D Meeting: Regular Council -Nov 10 2022 Staff Contact: James Trube, Fire Chief Department: Fire Approve the Purchase of Traffic Pre-emption Devices Safely responding to incidents are a high priority for all Fire Rescue Agencies. Furthermore, the amount of time it takes the apparatus to navigate through traffic to the emergency and the amount of time it takes to transport someone to the hospital can significantly impact the outcome of the emergency incident. One way to mitigate safety issues and delays in response is by the use of traffic pre-emption devices. These devices communicate with the traffic signal via radio, cellular and GPS. As the unit responds towards a traffic signal, the light is changed to green and allows for the flow of traffic to continue ahead of the responding emergency vehicle. All other intersection lights are turned red allowing for a smooth and safe response. When you factor in the upcoming traffic issues associated with the US 1 Bridge construction (spring 2023) it can be assumed that our apparatus may face delays when responding east of the railroad tracks and that our rescues will be delayed as they navigate through heavy traffic when transporting to Jupiter Medical Center. To help alleviate this issue; FDOT has agreed to purchase the Glance Priority and Preemption Suite and install at intersections along the Al A Corridor between Tequesta and Jupiter. The Fire Rescue staff requests that Village Council approve the purchase of five (5) vehicle transmitters and four (4) additional traffic control receivers for the Tequesta Drive Corridor. The acquisition of vehicle transmitters and traffic control receivers for additional intersections can certainly serve as a mitigating factor during the upcoming bridge construction, improve our response time during normal operations and add to the safety of our residents and responders. The equipment requested was included in our budget as part of our Capital Improvement Plan and our Fire Rescue staff recommends approval of this request to purchase the Glance Priority and Preemption Suite as described from Temple, Inc.. This equipment is a matched component proprietary system and is what the FDOT will be installing. Temple, Inc. is the sole provider of the Glance Traffic Pre-emption Device equipment. Thank you.
