The Utilities Department monthly report for November is found below:
Stormwater
• El Portal Stormwater & Sidewalk Improvements —soil borings have been conducted and the
data received back week of November 20t"; 100% plans expected mid -December with the
design modifications and soil boring info
• FDEP Vulnerability Assessment Grant/Project
o Kick-off meeting held Nov 22nd: Jones Edmunds shared the web -based GIS map
they've created of existing geo-coded Village related assets and data gathered from
the Village, County, and other available resources;
o Map conceptually reviewed, FDEP inundation model guidance document provided,
and steps moving forward discussed including gathering more geo-coded data/
filling data gaps
o Grant document received from FDEP for execution — on agenda for approval
Water
• FDEP State Revolving Loan (SRF) Fund loan —
o Bid solicitation issued on DemandStar on November 15t" for approved first tranche
projects: Water Main (WM) Project 1- Tequesta Drive and WM Project 4 —Country
Club Dr. (South) —estimated cost $2.63M
o Pre -bid December 6th with FDEP SRF staff invited
o Bid opening December 15tn
• EDOT Bascule Bridge (US 1 Jupiter) Project — temporary relocation of our water treatment
plant concentrate pipe initiated by contractor; expected to be completed Tuesday,
November 29t"; contractor experienced unanticipated problems with their pipe fusing
equipment

Date: November 28, 2022
County Line Road Bridge Replacement project — Martin County has agreed to include VOT in
their project for our potable water main and untreated well water main. A kick-off meeting
was held with Martin County and their engineering consultant, DRMP. Still working on an
interlocal agreement. This change was made from coordinating with LRD on a directional
bore under the bridge to coordinating with Martin County, since they will allow pipes back
on the bridge after construction, allowing us better access.
• Water Utility Financial Feasibility Update — meeting held to review updated model
expanded to 20 years and data gaps; goal of study is to update financial forecast of the
water utility due to substantial increases in materials/ constructions and supply chain issues
to forge a path forward for project phasing and financial sustainability
• Jupiter Island interconnect — providing about 100,000 gallons of Tequesta water per day
(down from closer to 200,000 in August)

Gulfstream Dr. & Riverside Dr. Bioswale 319 Grant - grant report provided to FDEP for
contracted services; preparing pay request and final report for FDEP submittal
