Re: Draft Recommendations to the EAC on the Future Land Use Element of the VOT
Comprehensive Plan for Consideration of -the Village Council and Staff
VOT Resolution No. 24-1 , which created the EAC, requires the EAC "...to within the
bounds of the Village's Comprehensive Development Plan, develop recommendations for
goals, objectives and policies relative to sustaining and improving the environment ofthe
Village of Teq,uesta_" To this end, the EAC is now re -visiting the Future Land Use Element
of the VOT Comrrehensive Plan to provide our comments in the same format used with
success after we ortuinally reviewed this element early on in the review process. In order
to keep the review process manageable only one of the previously approved versions will
be reviewed at each EAC meeting unless the Element requires multiple reviews in order to
reach completion.
"TGB comments" are my thoughts on the item. EAC proposed Options are my suggestions
of what we should tell the Village about the item. Your changes, if any, modify what the
EAC provides to the Village.
You are encouraged to review the Element or sub -element and propose where, you see
environmental issues requiring EAC review potentially overlooked in this memorandum
or make suggestions on how to modify or add to the comments and options provided herein
to consider for recommendation to the Village Council and staff. The link to the VOT

exception use in certain locations.

Ifelectrical substations are not mandated as a use by right under F1t)rida Law, do not allow
electrical substations at all in the VOT. If Florida laver rewires such a land use to be
somehow allowed, make the use be a special exception use in C-2 and C-3 zoning districts
and do not allow them at all in the Conservation, RlOP, R-1, -2, R-3, C-1 or in the Mixed -
Use zoning districts.
Policy: 1.5.10 - The 'Village shall implement land development regulations to accommodate and
protect existing and fixture energy efficient electric power generation and transmission systems,
including right-of-way protection, allowing substations and transmission lines in Future Land Use
and zoning districts, and other mechanisms,
TGB Comment to EAC: This needs a major re -write. Define efficient power generation and
transmission systems. Do not allow substations nor any additional transmission lines in the
jurisdiction of the VOT. Define right-of-way protection in this context. Modify the last sentence
of this policy to read "The Village prefers and shall require the provision of underground utility
lines for every development project pursuant to ec.66-343 and ec.78-302 of the VOT Code of
Ordinances.
