Consideration of Proposed Use for Lighthouse Plaza,
Old K-Mart Facility; Agenda Item

The proposed use for the Old K-Mart facility, as defined in the
attached, contemplates dividing this 53,000 square foot
structure into 150 to 200 retail spaces. In my estimation, this
appears to be a glorified flea market and, in fact, differs from
the Village definition of the same only by virtue of the fact
that this would be permanent in nature as opposed to a temporary
activity. I do not believe that it was the Village Council's
intent to allow this type of use to occur within the Master Plan
area. However, "zoning in progress" is in effect while staff
works on the ordinance implementing the Master Plan. Your
decision on this request is necessary to give direction to
Merola Enterprises and Village staff in its efforts in drafting
a Master Plan Zoning Ordinance.

SUBJECT: Council Review of Proposed Use for Lighthouse Plaza, Old
K—Mart Facility.
Tom, the Village has received a request for
consideration and approval of a proposed retail sales use of
approximately 53,000 sq. ft. of the Liqhthouse Plaza Shopping
Center, more specifically, the old K—Mart store area. The
applicants would like to come before the Village Council with the
proposal. After consulting with Skip, it appears that due to the
zoning in progress status in effect within the 90 acre master
plan area which includes Liqhthouse Plaza, that it would be
appropriate for this application for use to come before the
Council for review.
Please place this item under Development Matters for the
Dec. 13, 1990 Council meeting. Thanks.

As you requested on 12/5/90, the following is a brief outline of
our intended use of the K-Mart store located at the Lighthouse
Plaza.
We intend to name the store "SHOPPER'S WORLD - A DISCOUNT OUTLET"
for name brand merchandise. We intend to carry china and giftware
by Lenox, designer clothing and footware from Bali and Reebok.
Our business plan is to take theexisting retail floor space and
subdivide it into lOxl0 and 1Ox40 areas.
We will then rent this space to at least 150 to-200 qualified
retailers on an annual lease. Each retailer will be responsible
in obtaining their own occupational license.
We would also like to reopen the snack bar.
All parking for our retailers will be in the rear of the existing
building with no exceptions. We will also make all the necessary
repairs.
All of the above will be done to meet building codes/fire safety
standards.
As part of our program we will donate a fair amount of permanent
space which will be utilized by any charity/church/or non-profit
organization for fund raising. We will also set up Youth Workshops
in order to teach them the art of retailing.
It is our intention to clean up and help put Lighthouse Plaza back
on the map. We strongly believe we could do this with the above
mentioned project.

Council for the purpose of discussing the reopening of the
Lighthouse Plaza K-Mart building at your December 13th
meeting.
My associates and I would like to discuss and propose
our intended use of the aforementioned building.
