SUBJECT: Amnesty Day Program for Collection of
Household Hazardous Waste
Per your recent request, concerning the above referenced,
please be advised of my conversation on November 30, 1990 with Mr.
David Gregory, Assistant Director, Solid Waste Authority (SWA).
Mr. Gregory informed me that the SWA will be available to co-
sponsor this one day event during the month of March or April. The
actual date would be selected by the Solid Waste Authority
depending on the availability of personnel.
The anticipated cost for collecting this hazardous waste from
all customers on Village Water System, would be between $3,740 and
$7,000. The SWA contracts with GSX Services of Clearwater to
provide sufficient personnel at these events. GSX Services
requires one (1) project manager, three (3) chemist and necessary
equipment at each collection for a total cost of $3,090. The SWA
provides at Village cost three (3) handlers plus one-half (1/2)
packaging cost.
I have included with this Memorandum the previous
correspondence you have received concerning this subject.
Please consider including this matter on the December 13, 1990
Village Council Agenda.

In response to your letter, the Solid Waste Authority would be interested
in co -sponsoring a Household Hazardous Waste Collection event. Budget
constraints would necessitate cost sharing between the Authority and the Co-
sponsor.
Collection events at remote locations require that all waste that is
received will be packaged, removed from the site and the site secured the same
day. The Authority does not have sufficient technical staff to assure this can
be done at collection events. For this reason our contract with GSX Services,
Inc., our hazardous waste contractor, provides for GSX to provide additional
staff for collection events. GSX also provides sufficient materials to package
the waste received.
The Authority has budgeted to pay disposal costs. Our budget is not
sufficient to cover the additional costs for manpower and materials needed to run
remote collection events.
The Authority is in a position to co-sponsor remote collection events,
provided the co-sponsor can provide the funds for the additional manpower
required and the packaging materials needed. The co-sponsor would also need to
assign an individual as on -site coordinator. The Authority will pay the cost of
disposal for all materials collected, and provide a minimum of 2 technical staff
for additional support.
Based on our contract, and our experience with collection events, the
manpower costs range from $3,090.00 to over $5,000.00 per day. Packaging costs
range from $1,300.00 to $4,000.00, and disposal costs from $7,500.00 to
$20,000.00 or more, depending on turnout.

If the collection event is open to all individuals, attendance, and costs,
would be higher. If participation is restricted to Village residents, costs may
be lower. The Village on -site coordinator would be responsible for verifying
residency if participation was restricted.

Subject: Household Hazardous Waste
Collection Programs
Dear Mr. Bradford:
Pursuant to our telephone conversation, I have enclosed copies of several
pieces of promotional and informational material that the Solid Waste Authority
has used in the past for household hazardous waste collection events. This
information has been disseminated to the public during the process of promoting
our hazardous waste collection events and our permanent collection center. It
may be of particular interest for you to note that we utilized a stuffer for
utility bills in our 1987 collection event.
Solid Waste Authority is ready to work with you to set up and conduct a
household hazardous waste collection event in Tequesta, based on the criteria
outlined in my earlier letter.
Our public information and hazardous waste management staff are available
to provide additional technical information and support concerning the collection
event and the promotion of the event.
In our telephone conversation you raised the question of curbside
collection of this material. As we discussed at that time, I believe that this
type of collection by hazardous waste management staff could prove to be unwieldy
based on the number of people involved, the need to package the material as soon
as it is received, and the risks and problems of unknown materials. I believe
that a collection event could be organized in such a way to allow a community
service group, such as the Boy Scouts, to assist in bringing materials to the
collection center from those individuals who are physically incapable of bringing

the material in . This type of effort cou1s1 be done in conjunction with
a training and educational program from our hazardous waste management staff on
how to safely handle these common household products. In this way the collection
event could be both a public service and public education event.
