MINUTES
WORKSHOP MEETING
VILLAGE OF TEQUESTA, FL
JANUARY 30, 2023 6:00 PM VILLAGE HALL
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Mayor Molly Young at 6:00 p.m. A roll call was taken by
Deputy Clerk Mary Ann Grieser.
Present were:
Mayor Molly Young, Vice Mayor Kyle Stone, Council Member Frank D'Ambra III, and Council
Member Laurie Brandon.
AGENDA ITEMS
1. Legislative Update By Public Affairs Consultants -Jack Cory
Mr. Jack Cory, of Public Affairs Consultants presented a PowerPoint for Council. Some of
the areas focused upon included: an overview of the 2023 legislative session, dates of
session, super majorities, two-thirds vote, 2023 bills, President Passidomo, financial
disclosures, amendments, and Senate and House bills.
Council had comments regarding homeowner insurance rates/relief, home rule, enclaves,
Bills 120 and 122, percentage reduction data, and Loxahatchee River initiative support.
2. Discussion and Direction from Council Regarding the Environmental Advisory
Committee Recommendations.
Mr. Tom Bradford, Environmental Advisory Committee Chair, addressed Council regarding
recommendations the group had been working on over the past several months.
The recommendations included requesting exemptions from pre-emptive laws controlling
the application of pesticides. Council agreed to move forward with a Resolution on the
topic and it would proceed onto a Council agenda.

The topic of existing and future streetscapes throughout the Village, incorporated
recommendations to replace dead trees, install root barriers and plant native species. New
locations included Old Dixie Highway, Bridge Road, and Countyline Road. Council agreed
to add the Streetscapes topic to a Workshop Meeting after staff had met with the
Community Development Department and Village Landscape Architect Steve Parker.
Other recommendations were ICLEI (Local Governments for Sustainability) related and
would need the involvement of staff before going to a Workshop meeting. Mayor Young
asked staff to come up with recommendations before the topic moved on to a Workshop
Meeting.
Chair Bradford informed Council of the recent state ban regarding smoking in public parks
and beaches. Council agreed to table the topic and bring it forward to a future Workshop
Meeting.
Artificial Turf was a topic that would be discussed further at a Workshop Meeting after the
Community Development Department, the Village Landscape Architect and the Building
Department were involved.
The passive park on Cypress Drive would need to be reviewed by the Village Landscape
Architect, Steve Parker and Community Development Director Nilsa Zacarias. There were
concerns regarding the C-2 and C-3 zoning district requirements.
3. Discussion on Veterinary Offices in C-2 Zoning District
Council heard from Community Development Director Nilsa Zacarias regarding the C-2
Zoning district and the proposed permitted use of a veterinary office.
Dr. Myles Rowley addressed Council and asked for permission to open a veterinary
practice on Cypress Drive within the C-2 district.
Mr. Bruce Prince, current owner of the property that was interested in selling to the
veterinary practice, asked Council for approval to allow the practice within the C-2 district.
If Council decided to move forward with allowing a veterinary practice within the C-2 district,
it would be the recommendation of staff to move forward as a Special Exception Use.
4. Review Draft Parkland Purchase Policy
Manager Allen presented a draft policy for Council's review and feedback.
Council discussed partnerships, public outreach, public record exemptions, types of
properties, and believed the initial draft was a good starting point.
Mr. Tom Bradford of 44 Chestnut Trail spoke to Council regarding proposals and to warn
of direct and indirect profiting from sales.
