Craig, PE, Director, Utilities Department Date: February 28, 2023 Re: Utilities Department Monthly Report The Utilities Department monthly report for February is found below: Stormwater 561-768-0700 www.tequesta.org • Gulfstream Dr. & Riverside Dr. Bioswale SWAG Grant — required grant reports received and approved by FDEP; pay request for the grant submitted and money was received by the Village (remaining $14,385 out of a total $30,000 "Surface Water Assessment Grant" or SWAG grant) Water • FDEP State State Revolving (SRF) Fund loan Fund loan — o Water Main (WM) Project 1 - Tequesta Drive and WM Project 4 — Country Club Dr. (South) — lowest responsible and responsive bidder was B&B Underground Construction, Inc at $3,560,590 o Recommending moving forward with the Country Club South portion at this time and deferring the Tequesta Dr portion at this time Water Utility Financial Feasibility Update — Council workshop help February 27, 2023 o Due to inflation over the last few years, price increases, and 60% higher bid than expected for the AC pipe project, the current list and phasing of CIP projects could not be supported by the existing water utility rates o Raftelis was hired to provide an updated financial forecast and expanded the existing model from 10 years to 20 years o Requested updated cost estimates of capital projects in design or with completed designs from consultants o In the model, CIP project costs were increased by 30% (typically seen across the state) and projects were re-evaluated by Village staff and consultants for prioritization based on risk of failure, safety, regulatory requirements, criticality of operations, and projects/ phasing were re -tooled o Recommendations were presented at the February 27, 2023 Council workshop and staff were directed at the workshop to bring back the recommendations with some options AC Pipe Breaks o A pipe break on an 8-inch AC water main occurred on February 26, 2023, on Country Club Dr. South, just south of Leeward o This brings the total of AC pipe breaks, not related to contractors or replacing a fire hydrant since 2020 to 26 breaks within the four (4) square mile service area Vice -Mayor Kyle Stone Mayor Molly Young Council Member Frank D'Ambra III Council Member Laurie Brandon Seat 5 - Vacant Village Manager Jeremy Allen Page 163 of 221 Agenda Item #9.
