HomeMy WebLinkAboutAgreement_General_3/9/2023_Kimley-HornVILLAGE OF TEQUESTA ENGINEERING SERVICES WORK AUTHORIZATION COUNTRY CLUB AREA ROADWAY AND DRAINAGE IMPROVEMENTS — PHASE 9 This Work Authorization authorizes Kimley-Horn and Associates, Inc. to perform work set forth herein and is issued pursuant to The Professional Engineering Services Agreement, between the Village of Tequesta ("Client" or "Village") and Kimley-Horn and Associates, Inc. ("Kimley- Horn" or "Consultant"), dated May 12, 2016 ("Agreement"). All terms and conditions of said Agreement are hereby incorporated and made part of this Work Authorization. PROJECT UNDERSTANDING The Village has been experiencing major and minor road condition issues over the past several years within the residential roads of the Country Club area that falls west of Country Club Drive. Refer to the attached aerial of the affected areas. The roadway condition issues are asphalt cracking and varying levels of road settlement that have been causing ponding and drainage issues. This entire residential area had major construction that consisted of a new wastewater collection system, replacement of the existing water distribution systems, some drainage and swale improvements and complete road re -construction. This construction commenced in two phases starting in late 1999 and ending in late 2001, approximately 22 years ago. The Consultant recently performed a geotechnical analysis in May 2022 of the roadways noted below, performing coring's of the roadway to determine subsurface conditions, and making recommendations for subgrade, base and asphalt rehabilitation. This analysis determined that the existing subgrade and base material exhibited a relative high level of stability and strength. Due to this, the roadway improvements lend itself to a mill and resurface, with a 2-inch asphalt overlay. In areas where roadway depressions exist, a leveling course (or asphalt overbuild) will be placed after milling to meet the new pavement grade prior to resurfacing. This work authorization will be for the development of design plans to address those recommendations made in the May 2022 geotechnical analysis as it relates to the required overbuild areas and mill and resurface areas, which will set the new roadway grades and road crown to meet existing driveway approaches. This project will not address any modifications to existing drainage structures/piping/swales. It is also the intent that existing sod along the roadway edge will remain as is. The proposed roadways that were addressed in the May 2022 geotechnical analysis were as follows; • Yacht Club (North of El Portal) • Fairview East and West • Fair Place • Palmetto Way • Golfview Drive (North of El Portal) • Golf Place • Bunker Place • View Place • Club Place • River Drive (North of El Portal) • Point Circle • Fairway North • Fairway East and West • North Place (up to Country Club Drive) The Village has decided to make these roadway improvements in a phased approach over the next three (3) years. This Work Authorization will be for Phase 1 only for the following roadways. • Yacht Club (North of El Portal) • Fairview East and West • Fair Place • Palmetto Way • Golfview Drive (El Portal to Fairway North) SCOPE Kimley-Horn will perform the following services: 1. Prepare a site survey of the corridor (edge of pavement to edge of pavement) within the roadway corridors noted above within Phase 1 to include the following; • Establish horizontal and vertical control to support the survey data collection. • Establish NAVD 1988 benchmarks on -site. • Perform a topographic survey of the roadway surface and driveway locations. Total length of survey is 11,500LF. • Obtain elevations of each sanitary sewer manhole rim and the edge of each driveway approach, along with bottom elevations of existing roadway depressions. 2. Prepare 90% design plans for the roadway improvements within the areas noted above that will establish the new roadway centerline profile grade line, roadway longitudinal slopes along the corridor, and overbuild areas needed to address the existing roadway depressions. 3. Meet with Village staff to review the 90% plans and "walk the project" in the field with Village staff to collect their comments on the plans. 4. Prepare 100% design plans based upon Client comments. 5. Generate an existing and proposed surface for purposes of establishing asphalt quantities. 6. The following is a list of plan sheets that will be developed as a part of this design; • Title Sheet (1-sheet) • General Notes (1-sheet) • Key Map (1-sheet) • Double Plan — Roadway Improvements (12-sheets @ 1" = 20' scale) • Roadway Cross Sections (4-sheets) 7. Prepare a Schedule of Bid Items. 2 ADDITIONAL SERVICES Any services not specifically provided for in the above scope, as well as any changes in the scope requested by the Village; will be considered additional services to this Work Authorization and will be performed based on subsequent Work Authorizations approved prior to performance of the additional services. INFORMATION AND SERVICES PROVIDED BY THE VILLAGE Kimley-Horn assumes that all information provided by the Village can be retied upon in the performance of professional services. The following information shall be provided to Kimley- Horn and/or the following services will be performed by the Village. • Construction Contractor scope of services and costs • Country Club Drive record drawing information SCHEDULE Kimley-Horn will complete the work set forth herein within 180 days after receipt of an executed Work Authorization and Purchase Order, exclusive of delays beyond the control of the Consultant. COMPENSATION Kimley-Horn will perform the services described in the Scope of Services (Items 1 thru 7 above) for a lump sum fee amount of One hundred and thirty-six thousand and six hundred dollars ($136,600.00).
