SUBJECT: Cost Proposal for the Tequesta Drive Pathway
As you are aware, the new Tequesta Drive Pathway from U.S.
Highway One to the entrance of the Country Club has been placed
in the Capital Improvement Program for completion in FY 90.
Part of this pathway was completed during the Tequesta Drive
Improvement Project and a total of three (3) sections remain for
completion: Willow Road to Seabrook Road, Seabrook Road to
Riverside Drive and Riverside Drive to Country Club Drive.
As of this date, a total of $112,372 remains in the Park
Land Contribution Fund for this project. I have received a cost
estimate from the Palm Beach County contractor, R.W.S. Concrete
Service, Inc., listing the cost for removal of the existing
eighteen (18) year old asphalt pathway and the placement of a
five (5) foot concrete pathway to be $104,100. Anticipated
expenses for palm tree relocation, sod, property owner landscape
relocation, and other miscellaneous cost will be an additional
$26,000, bringing the total to $130,000. These additional
expenses are necessary as the Village has always required the
construction of all concrete pathways to be located on the
property line.
The expected cost and scenario for each section is as
follows:
Willow Road to Seabrook Road - The majority of this section
of new pathway will be located on the north side of
Tequesta Drive. A small portion of this pathway will be
located on the south side of Tequesta Drive in front of
Gallery Square South. The residents of Willow Road, Blair
House East and West, have requested this pathway for
several years end are pleased that the construction is
forthcoming. Approximate cost for this section is $25,000.

Seabrook Road to Riverside Drive - Completion of this section on
the south side would require the removal of the existing asphalt
pathway, which is presently in a deteriorated condition and lies
in the swale area. Placing this section of pathway on the
property line will prevent water and sand from accumulating and
will allow a greater degree of safety for the users. I have
talked to sixteen (16) of the twenty (20) homeowners along this
section and the majority are disappointed that the pathway will
be moved closer to their homes. Many of those who are against
this change are fearful that the Village will soon widen
Tequesta Drive to four lanes once the pathway is located on the
property line. Some residents will attend the Council Meeting
to express their concerns. A total of twenty (20) Royal Palms
will need to be relocated approximately three (3) feet to allow
room for the new pathway. Approximate cost for this section is
$52,000.
Riverside Drive to Country Club Drive - The majority of this
section of pathway on the south side is in fair condition and
was originally located on or near the property line and out of
the swale area. A great deal of the expense in this section
goes toward crossing the Tequesta Drive bridge. Approximate
cost for this section is $53,000.
The Village Council may wish to consider completing only
the sections from Willow Road to Seabrook Road and Seabrook Road
to Riverside Drive at a proposed cost of $77,000. This would
leave $35,000 in the Park Land Contribution Fund to begin
providing facilities at Constitution Park. Completion of the
Riverside Drive - Country Club Drive pathway could be included
in the Capital Improvement Program for FY 94 or FY 95.

Re: Tequesta Drive Relocation of Bike Path
Dear Gary:
This letter is sent to you to confirm my concurrence with your
decision to relocate the existing asphalt bicycle path along
Tequesta Drive out of the roadway drainage swale area by locating
the new concrete bikeway adjacent to the existing right-of-way
line.
My opinion is, that the primary benefits of this relocation is
safety of the users of the bicycle path by relocating it away from
traffic; an additional benefit of this decision will be to
decrease future maintenance costs associated with maintaining a
flexible pavement bike path near a drainage swale. Maintenance
costs for a concrete path located on the right-of-way out of the
drainage way will be significantly less in the long term.
Hcwever, the primary benefit cf relocation of this bicycle path
is to remove it a significant distance away from vehicular
traffic on Tequesta Drive. We have also reviewed the bid price
for this work and concur that the prices bid are reasonable.

SYNOPSIS OF PROPOSED
TEQUESTA DRIVE PATHWAY PROJECT
o Project entails provision of a five (5) foot concrete pathway
to be located at the edge of the right-of-way.
o Placement at the edge of the right-of-way is for the purpose
of enhancing pedestrian safety and swale drainage.
o Concrete is recommended over asphalt due to the three (3) to
four (4) times greater life expectancy.
o The proposed pathway location will be on the north side of
Tequesta Drive from Willow Road to Gallery Square North and
on the south side of Tequesta Drive from Gallery Square South
to Country Club Drive.

The estimated cost for pathway removal, construction, palm
tree relocation, sod and miscellaneous
expenses are:

Concrete pathways are presently located on the edge of the
right-of-way in
Shady Lane, Shay Place, Ridgewood Circle,
Bayview Terrace, Tequesta Pines, Chapel Court,
Key West
Village and on Tequesta Drive.
I am Muriel Panning and I have lived at 438 Tequesta Drive for ninteen years.
I am speaking for the citizens of the Village of Tequesta to bring our problem to
the attention of the 'Tillage Council (subject: Pathway on Tequesta Drive).
This problem came to lightsome two weeks ago when we found stakes in our front yards
(red ribbons attached). When the Village Hall was contacted, we discovered that a
new 5 ft. concrete "pathway", not "sidewalk", not "bicycle" was to be installed not
on the old path, but on the village property line.
Most of us have spent thousands of dollars over the years watering and maintaining
these properties.
We were also told that 29 palms would be moved, light poles moved, water meters moved,
sprinklers taken up and relocated, trees moved, the old path torn up and re -sodded,
all at the expense of the Village.
It is our understanding that the expense will be covered from the Recreation Dept.
Budget (impact fees) and according to a Village spokesman "will not cost the residents
a cent". 'We wonder how much money from impact fees does the Recreation Dept. actually
have for this project.
'de, the residents feel this is an absolute waste of public money since the old path
can be repaired etc. at a fraction of the cost of putting in a new path.
According to figures in our possession the total cost is $130,00.00. No mention
is made of removing and relocating light poles or removing and relocating water meters
or other incidentals. A major charge not listed is the cost of Gee and Jensen plans.
We feel the Village has acted in rather an under -hand way in not telling any of us
what was happening until the stakes appeared.
We are also rather mystified as to what has suddenly prompted the moving of the path.
Attached to this statement is a Petition from the residents involved.

RE: Summary of Village of Tequesta, Pathway/Sidewalk 5' both sides of Tequesta Drive
80' Right of Way. See: Gee & Jensen Engineers Site Plan, 5' wide, 4" deep except
at crossing, 6".
On Thursday 6 SEP I met with Director of Public Works and Village Manager on the
impending 5' Pathway for Tequesta Drive (TD), and Agenda item for 13 SEP Council Meeting.
Summary is in gist and not quotes.
MANAGER THOMAS G. BRADFORD (575-6200): By Village Standards, the pathway is at
the R/W's end and against the Owner's Lot: Jupiter in Pines Sec. "B" PB 26, pg 18.
Village changed from use of sidewalk to a broader definition--pathway--defined by Ordinance.
Pathways were relocated from 19 year old bike path by Village Engineer Gee & Jensen,
BECAUSE:
1. Proper Civil Engineering Standards
2. For safety of multiple users/pedestrians -- to further separate them from motor
vehicles.
3. Increased Percolation in swale area.
4. Conformity with existing sidewalks on South Side of Tequesta Drive -- Saturn
& Mars area.
5. Uniform 5' concrete Pathway on both sides of Tequesta Drive East, starting
at Country Club gates to Willow Road.
This TD improvement has been in capital plans for 3 years and 1990 is the year
to implement it by approval of the Council this next Thursday 7PM, after the 1991 Budget
Public Hearing. There is no available narrative on this proposal for distribution to
residents. The file is iri Public Works and it is to be presented to Council by PW Director.
Funds are from impact fees contributed by Developers.
Above standards/criteria are in the Village Comprehensive Plan, consistent with
the Code of Ordinances and Community Objectives.
No Plans exist for four (4) laning TD. The Traffic Court and other Road
performance standards as well as State concurrency law, must first be met before the 80'
R/W may be 4 laned. In fact next year TD will be resurfaced as is. Projected life of
Village's 2 lane bridge is about 15 years with inspections being carried out by DOT.

ENCON, FPL and other Utilities have been alerted and they will individually move
their own equipment/poles/lines, etc. in the 80' R/W to accomodate the new 5' Concrete
pathways.
Individual trees/shrubs/planters of affected Property Owners will be relocated
by Village. Damaged grass will be replaced by the Village. Existing concrete drives are
not to be cut --match up from each side. Village representative will be out on the job
to coordinate. By far, most of Owners he spoke with door to door were pleased with the
proposal, and Mr. Preston hopes the support will be overwhelmingly favorable. E.G.
Blair House Condo urged the installation of a Village Sidewalk.
Reasons for the new location and justification of Pathways is:
1. Present blacktop bike path is deteriorated, some 18 years old.
2. In heavy rains, water brings sand onto the bike path, making it difficult to
maintain a clean surface.
3. Old bike path is near edge of road; farther back is safer.
4. Swale area from Seabrook to Riverside on South side is a problem area and will
be improved.
Mr. Preston is unaware of any plan to widen TD.
Assuming Council approves the plan, the pathways should be completed by
Thanksgiving. Estimate for 29 Royal Palm to be moved is $330. each.
RECOMMENDATIONS:
1. Obtain copy of Ordinance defining Pathway, and restrictions on use thereof.
2. Fzpert written Opinion from a Civil Engineer to determine the true total costs
of this project; deliver to Manager.
3. Designate Spokesperson for the Village Meeting.

the sidewalk relocation project pendinw, do hereby petition the Tequesta
Town Council to take immediate action to halt all spending and cancel this
project. We feel this activity is detrimental to our property values,
an unnecessary expenditure of funds and a devious step toward the four_
lane widening of Tequesta Lrive.
What we have now is adeouate, edf-ir.� and minor renovation is a reas)nable
step to auement the existin.T ,,Talkway but not a major alteration of our
Palm lined road which may lose all of its Palm trees in this project.
