SUBJECT: Old Dixie Water Main - Relocations
Please review the attached engineer.inq proposal from PTIA relative
to the above. Because of the dollar amounts indicated it is necessary
to have Council approval for this work. I would appreciate it if you
would place this on the Council Agenda for their review and approval
on August 9, 1990.
Although this project is scheduled for FY91, engineering plans
and specifications must be completed and submitted to Palm Beach
County in September to allow inclusion of this work in the County
bid. If a satisfactory agreement cannot be reached with the County we
must proceed with this work as planned to be on schedule allowing for
our own bids to hit the streets in time for proper coordination with
the Old Dixie Highway work.
Funds for the indicated engineering are available in the
department budget under General Engineering Services. A brief
description of the proposed work is attached in APPENDIX A of the RMA
proposal.

Re: Professional Engineering Services
Gentlemen:
We are pleased to submit this proposal for engineering
services in connection with water main relocations associated
with the Old Dixie Highway roadway improvements. REESE, MACON
and ASSOCIATES, INC., hereinafter referred to as the
Engineer, shall perform the services as documented below for
the Village of Tequesta, hereinafter referred to as the
Client.
SCOPE
The following specific tasks will be performed by the
Engineer:
1. Using base sheets supplied by the Client showing existing
utilities and proposed roadway improvements, design water
main modifications required to accommodate the road
construction. The modifications will be as set forth in
Appendix A to this agreement.
2. Prepare technical specifications for the required work.
3. Prepare and submit DER and Health Department permitting
documents and act as the Client's liasion with the
regulatory agencies.
4. If separately authorized, prepare bidding documents,
assist the Client in bidding and make a recommendation of
award. Unless it is cost prohibitive, the Engineer
recommends bidding the work through the County roadway
improvements project rather than separately, in the
interest of construction coordination.
5. Prepare an estimate of the construction cost.
6. Provide engineering services during construction leading

to certification of completion to the Health Department.
Routine inspection services will be provided by the
Client.
7. Provide other related services as may be separately
authorized.
The above scope is predicated on the assumption that the
Client shall furnish., at no cost to the Engineer, all
available pertinent information including previous reports,
plans, specifications, permits and other data relevant to the
performance of the above services for the project.
The following specific information and/or items shall be
furnished at no cost to the Engineer:
1. surveys: topographic, property, boundary, right -of way,
permanent reference monuments, permanent control points.
The Engineer will assist in the coordination of any
required survey work.
2. appropriate professional interpretations.
3. data prepared by or services rendered by others such as
subsurface explorations laboratory tests and inspections
of samples.
4. all permit application and government inspection fees.
5. title search and abstract of property.
6. reproducible mylar base sheets showing the proposed
roadway improvements and existing utilities.
7. an on -site inspector to report to the Engineer on day-to-
day construction,activities. The Engineer will visit the
site routinely for overall awareness and coordination.
TIME OF PERFORMANCE
Items 1-3 of the Scope of Services will be completed within
thirty (30) calendar days after receipt of an executed
authorization except for delays beyond the control of the
Engineer.

FEES
For Scope Items 1,2,3,5 and 6 the Engineer shall be paid a
lump sum fee of five thousand seven hundred dollars ($5,700)
plus any applicable sales tax and reimbursement for non -
salary expenses including, but not limited to, automobile
travel at $.25/mile, reproduction and long distance
telephone. If separately authorized, Scope Item 4 can be
completed for the lump sum amount of two hundred and fifty
dollars ($250).
If .services are required in the performance of the above
scope, beyond those normally provided by the Engineer, which
must be sublet, the Engineer shall order the work after
obtaining the written authorization of the Client. The
subcontractor shall bill the work directly to the Client. If
the Engineer is requested to subcontract the work directly, a
10% handling charge will be added to the subcontractors
invoice.

Construction cost estimates are developed from knowledge of
market conditions and based on the experience of the
Engineer. However, the Engineer exercises no control over the
competitive bidding process and, therefore, makes no
guarantee of the accuracy of the estimate when compared to
previous estimates or actual bids.
TERMINATION
This agreement may be terminated by either party by giving
thirty (30) days written notice. The Engineer shall be paid
for all services rendered prior to the termination date.

ACCEPTANCE
Acceptance of this proposal may be indicated by executing
this document in the space provided below. This contract
shall be considered void if not executed within sixty (60)
days from the above date.

APPENDIX A
The project shall include the following items. Referenced
stationing is taken from the proposed County roadway
improvement plans for Old Dixie Highway.
1. New 12-inch water main from 42+43 to 65+18. Main will be
run on east side just west of 30-inch RCP and 6 ft. x 4
ft. trench.
2. New 8-inch raw water at station 35+90 shall continue to
east side of road and turn north. Reuse existing 8-inch
RSV at 35+90. Main shall run from 35+90 to 63+80. At
63+80 extend 10 inch raw water main to east. Relocate
8 x 10 reducer, 10-inch tee and RSV to east. Run 10-inch
line from 63+80 to 64+90.
3. Relocate existing fire hydrant 35 feet to east at 17+90.
4. Remove and replace 10-inch AC line at Bridge Road.
Station 23+00 to 23+80.
5. Remove and replace 10-inch AC line from Station 73+20 to
73+50.
