Re: Water System, Capital Improvement Charge
Dear Mr. Bradford:
Pursuant to our agreement, dated May 3, 1990, we are pleased to
present herein our findings and recommendation as to the level of
Capital Improvement Charge. The existing Capital Improvement
Charge was determined by allocating the improvement costs,
including an allowance for interest during construction and
related financing costs, to the projected number of Equivalent
Residential Connections (ERC) represented by the expansion
capacity. The recommended Capital Improvement Charge update
provided in this letter utilizes the same method and approach to
determining the Charge.
Our review of the Village's Capital Improvement Program (CIP)
indicated that water capacity expansion related items would
amount to approximately $5,526,000, as itemized below in Table 1.
These improvements are associated with approximate capacity
expansion of 2.0 million gallons per day (MGD) to the existing
water supply and treatment facilities. Improvements contained in
the CIP which were not related to this specific expansion
activity are not included. Costs associated with some of the
expansion program improvements were prorated based on engineering
estimates of their involvement/requirement to achieve a complete
expansion as shown on Schedule 1.

In addition to the $5,526,000 construction costs it is
anticipated that a reasonable allowance for interest during
construction and related financing costs would be $828,900,
approximately 15 percent. This allowance is intended to
represent approximately 12 percent for interest during
construction and 3 percent for related finance and issuance cost.
The 2.0 MGD expansion is projected to provide service to
approximated 3,247 ERC's. Current data on user flow activities,
together with governmental trends on encouraging reduced water
demands, indicates that maximum daily demand for a typical system
wide ERC is 616 gallons per day (GPD). This maximum daily demand
reflects the average daily demand of 385 GPD increased by a
maximum day factor of 1.5 plus an additional 10 percent allowance
(38.5 GPD) for line loss.
It is our recommendation, based on the information concerning the
projected expansion capacity and costs provided in this letter,
that the Village consider a Capital Connection Charge of $1,960.
($5,526,000 + $828,900 = $6,354,900 / 3,247 ERC's = $1,957 per
ERC; say $1,960 per ERC)

ORDINANCE NO.
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
AMENDING CHAPTER 18 OF THE CODE OF ORDINANCES:
"WATER" ARTICLE I AT SECTION 18-3 (f) RELATING TO
CAPITAL IMPROVEMENT CHARGES, SO AS TO INCREASE
THE CAPITAL IMPROVEMENT CHARGE FOR NEW
CONNECTIONS TO $1,960.00; PROVIDING FOR
SEVERABILITY; PROVIDING FOR CODIFICATION; AND
PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, AS FOLLOWS:

(f) to
1. Chapter 18 of the Code of Ordinances of the
relating to "Water" is hereby amended at Section 18-3
read as follows:
"(f) Capital Improvement Charge. Each new connection to the
water system after the effective date of this sub -section
shall pay a Capital Improvement Charge of One Thousand Nine
Hundred Sixty Dollars ($1,960.00) for each 5/8-inch by 3/4
inch meter or equivalent thereof at the time of the
application for a new connection. Such payments shall go into
a Capital Improvement Fund which shall be a separate fund to
be used for Capital Improvements to the Water System or for
payment of debt service on the Water Revenue Certificates,
Series 1976 or subsequent issues.
In addition to the Capital Improvement Charge setforth herein,
each new connection to the Water System located on that
geographic area within the system known as Jupiter Island,
shall pay a Capital Improvement charge of Two Thousand Three
Hundred Ten Dollars ($2,310.00) for each dwelling unit, at the
time of the application for a new connection. Such payments
shall go into a Capital Improvement Fund, which shall be a
separate fund to be used for Capital Improvements to the Water
System related to the improvements for the uses on Jupiter
Island."
Section 2. If any provision of this Ordinance or the
application thereof is held invalid, such invalidity shall not
affect the other provisions or applications of this Ordinance
which can be given effect without the invalid provisions or
applications and to this end, the provisions of this Ordinance
are hereby declared severable.
Section 3. This Ordinance shall be codified and made a part
of the Official Code of Ordinances of the Village of Tequesta.
Section 4.
1990.
This Ordinance shall take effect
on September 1,
