SUBJECT: Well Abandonment Project; Agenda Item
As you may know the Village has a number of abandoned wells
that are no longer utilized and must be appropriately capped.
Accordingly, the Village Council allocated $20,000 in this fiscal
year to undertake this necessary work. Attached hereto, please
find information relating to the project providing the mailing
list, advertisement, bid documents and bid tab sheet.
Sealed bids were opened on May 15th and the low bidder was All
Webb's Enterprises, Inc. of Jupiter in the amount of $19,850.
It is recommended that the Village Council award this project
to All Webb's Enterprises, Inc. of Jupiter, Florida in the amount
of $19,850.

Sealed bids were opened at 2:00 pm, May 15, 1990. I
recommend the bid award go to the low bidder, All Webb's
Enterprises, Inc. of Jupiter. As you are aware $20,000 has
been budgeted for this project and the low bid falls within
our budgetary allocation.
It would be appreciated if this would be placed on the
Council Agenda for June 14, 1990, for their approval.

INVITATION TO BID
FOR THE VILLAGE OF TEQUESTA, FLORIDA
WATER DEPARTMENT
WATER WELL ABANDONMENT PROJECT
Sealed bids will be received by the Village of
Tequesta, at the Office of the Village Manager, 357 Tequesta
Drive, Tequesta, FL, until 2:00 pm., Tuesday, May 15, 1990,
at which time they will be opened publicly and read. Bids
received after the designated time will not be considered.
Such bids are to provide for abandonment of nine (9)
potable water wells.
All equipment and services provided shall be in
accordance with the specification document pertaining
thereto, which may be obtained at the Tequesta Water
Department, Village of Tequesta, 357 Tequesta Drive,
Tequesta, FL, (mailing address, P.O. Box 3474, Tequesta, FL
33469-0474) free of charge. All bidders must complete form
PUR 7068 which will be provided.
Bids shall be made out on blank proposal forms provided
and enclosed in a sealed envelope bearing the name and
address of the bidder and'marked sealed bid for the Village
of Tequesta, to be opened 2:00 pm, May 15, 1990. Bids shall
be accompanied by form PUR 7068.
As soon as possible and within twenty (20) days after
opening bids, the owner shall advise as to the successful
bidder.
The Village of Tequesta reserves the right to reject
any or all bids, with our without cause, or to accept the
bid which in its judgement best serves the Village of
Tequesta.

BID SPECIFICATIONS

WELL ABANDONMENT
PART 1 - GENERAL
1.01 DESCRIPTION
A. Provide all materials, equipment, tools, labor,
South Florida Water Management District permits
and all other services necessary for the plugging
and abandonment of all wells.
PART 2 - EXECUTION
1.01 WELL CONSTRUCTION
A. The Contractor shall obtain a well construction
permit from SFWMD for the abandonment of Wells 5,6,
7,9,10,11,12,14 and 15.
B. While confirmed and exact dimensions are not avail-
able, the following basic well data has been
reported and will be used as a basis for calculating
cement volumes.

2.02 PROCEDURE
A. The procedure and sequence of operations to be used
in the abandonment of each well are outlined below.
Any departure from these methods must be approved by
the Village in writing.
B. Remove electrical service, discharge head, pump, and
motor from well. Electrical service to the well has
been deactivated by the Owner.
Pump column and shafting can be torch cut to facili-
tate removal. Pump bowl assembly must be moved as a
single unit.
Column, shafting, motor, and pump bowl assemblies
removed from the wells will become the property of
the Contractor. After inspection of pump and motor
these materials will be removed by Contractor and
disposed of properly.
C. Confirm dimensions of casing and total depth of
well. Any obstructions found in the well shall be
reported to the Village immediately. It is the
intent of this operation to provide a clear opening
to the approximate reported bottom of the well to
allow installation of a tremie line.
D. Install 2 in. diameter tremie line to within 5 ft of
bottom well or top of sediment whichever occurs
first.
E. Prepare cement grout in accordance with standard
specifications. Water for preparing cement grout is
not available at the site and must be provided by
Contractor.
F. Pump cement grout into well, raising tremie line as
filling progresses until the well is completely
cemented from the bottom of the well to the top of
casing. It is the intent of these specifications to
complete the tremied cement placement in a single
operation.
Wells are located in a clear open area. Well sites
are considered to be accessible to standard truck
mounted well drilling equipment. There are no over-
head obstructions. This information is not guaran-
teed by the Owner. The Contractor is required to
assure himself as to actual site conditions. Condi-
tions other than those described above will in no
way relieve the Contractor from the responsibility
of determining actual site conditions to his satis-
faction.
During the progress of work on the well, the Contractor
shall maintain clear and detailed records of work done.
Particular attention is directed toward the quantities of
water, bentonite and cement used in the plugging of well.
2.03 REMOVAL OF PUMP BASE
A. The discharge heads rest upon a concrete pump base whole
dimension are approximately 3 ft x 3 ft x 3 ft high. The
contractor shall remove this base.
B. Break up and otherwise dismantle and remove the pump
base pedestal.
C. Cut off well casing approximately 2 ft below existing
grade.
D. Bring tremied cement grout up to top of cutoff casing.
E. Back fill hole and restore well site to a neat and
orderly condition. Grade and sod to existing finished
elevation (if applicable).
2.04 CLEAN UP OF SITE
A. Contractor shall remove and properly dispose of all
fencing, pump bases and any debris created by this work at
each site. Upon completion of all work, well sites shall be
restored to original condition, including but not limited to
sod replacement.
