I . CALL TO ORDER AND ROLL CALL
The Finance & Administration Committee of the Village Council held
a Committee Meeting on Monday, April 16 , 1990, in the Village Hall ,
357 Tequesta Drive , Tequesta, Florida. The meeting was called to
order at 9 : 30 A.M. by Chairman Earl L. Collings . Finance &
Administration Committee members present were: Mayor Joseph N.
Capretta. Staff members present were : Thomas G. Bradford, Village
Manager; Wendy K. Harrison, Administrative Assistant to Village
Manager; Scott Ladd , Building Official ; and Steve Kennedy, Deputy
Building Official .
II . APPROVAL OF AGENDA
Chairman Collings asked that Item V be discussed before Item III.
Co-Chairman Capretta stated that definition needed to be given to
the goals and policy of annexation and whether to pursue them
passively or aggressively.
The Agenda was approved as amended.
V. REVIEW OF TEQUESTA ANNEXATION HISTORY FOR PAST FIVE ( 5 ) YEARS.
Village Manager Bradford gave an overview of an annexation report
dated April 10, 1990, prepared by Deputy Building Official, Steve
Kennedy, at the request of Mr. Bradford. This Report shows parcel
breakdowns for annexation.

In the past five years , Tequesta has incorporated approximately 36
acres , which represents approximately a 3-4% area increase . Most
of the lands have come into the north-northwest section of the
Village, primarily along U.S. Highway One :
o Keywest Village ;
o Noyes grant parcel off Tequesta Drive ;
o Tunic parcel , to form County Line Plaza;
o Constitution Park ;
o Chevron service station on U.S . Highway One ;
o Coachman' s Inn parcel near County Line Plaza; and
o Tequesta Motor Cars parcel .
This Report does not take into account boundaries added which are
west of the River. Included in the Report is everything that can
be annexed that is within Palm Beach County, within Tequesta' s
natural boundaries , but not west of the River.
III . REVIEW OF AVAILABLE RESIDENTIAL AND COMMERCIAL LAND USAGE PARCELS
WITHIN TEQUESTA.
Chairman Collings asked how much more residential and how much more
commercial land, within Tequesta' s natural borders, is annexable .
Mr. Bradford stated that in terms of commercial , there are 22
parcels available, 680 residential parcels available , and 6
governmental parks parcels , which make up the addition to Coral
Cove Park . These governmental parks parcels would not bring
revenue to the Village , but a service to the community only. On an
acreage basis , commercial generates more revenue for the Village .
In terms of total revenue, residential will generate more .
However, in terms of cost , residential would probably tend to cost
more to service. The costs , in general , would be garbage and trash
collection, services (police , etc. ) , and the possibility of parks
and recreation. Existing residents and new residents would benefit
from revenues generated by a decreased tax rate. Areas like
Bermuda Terrace would find it more appealing to be annexed into the
Village if the tax rate was reduced.

IV. REVIEW OF AVAILABLE RESIDENTIAL AND COMMERCIAL LAND USE PARCELS
WITHIN PALM BEACH COUNTY FOR ANNEXATION INTO TEQUESTA.
If Tequesta annexed west of the River , it would be necessary to
look at the real possibility of having to create another police
zone . If that should be done , three patrolmen and one sargeant
would have to be added to the Department. Residents in Jupiter,
on the east side of the River, would have to petition the Town
Council of Jupiter for de-annexation , then petition Tequesta
Village Council to join their boundaries , if they wanted to be
annexed into Tequesta. The same is essentially true of Jupiter
Inlet Colony. Jupiter Inlet Colony would probably save
significants amounts of money, as well as increase their levels of
service , if they annexed into Tequesta.
Co-Chairman Capretta stated that all the condominiums north of
Coral Cove Park , ( Passages , Seawatch , and Landfall ) to the Martin
County line , have expressed interest in being annexed into
Tequesta. Revenue generated from these three would cover costs ,
and it' s a relatively small area to service .
VI . DISCUSSION OF TEQUESTA ANNEXATION GOALS , OBJECTIVES AND POLICY.
Chairman Collings stated there has been loose discussion in the
past regarding annexing south Martin County areas into Tequesta.
Mr . Bradford stated those residents have expressed a desire not to
be annexed into Tequesta. Mr . Collings ' suggestion then was :
1 ) annex in everything within Tequesta' s natural boundaries ,
excluding Jupiter; and
2 ) rule out anything west of the River.
Co-Chairman Capretta stated he could support that idea, and
reminded staff that there is a potential revolution going on in the
Hobe Sound area, and in five years that area will require much
service.
Mr. Bradford reminded the Committee that the suit against Jupiter
regarding annexation is still pending and asked what they desired
to do about that . Chairman Collings answered he could be persuaded
to drop it, but agreed to the suit along with Palm Beach County in
that the method of the annexation appeared to be in contravention
with State law annexation requirements . Co-Chairman Capretta
concurred.

Mr. Bradford stated there are three ways to go about annexation:
o Voluntary: 100% of the owners of the land petition the
Village Council , Council approves via Ordinance;
o Involuntary: The Village holds a referendum in the area to
be annexed. If 50%, plus one, of Tequesta residents approve
and 50% plus one of the residents proposed to be annexed
approve, then the area is annexed; or
o If both of the above fail , the Village can petition State
Legislature, through local legislators, to create a state law
that will , through some mechanism, bring those areas in.
Chairman Collings asked Mr. Bradford to make up a map showing those
areas to be aggressively pursued for annexation, ommiting those
areas west of the River and in Martin County, but welcoming Jupiter
Inlet Colony as potential and everything on Jupiter Island, and
include in this Draft Annexation Policy the Annexation Report dated
April 10 , 1990 used in today' s meeting. After this is presented to
Council , referendums will then be discussed. Also to be included
on the map are those areas served by Tequesta Water Department and
those not served.
Mr. Bradford stated that Palm Beach County Fire/Rescue may be
preparing to take steps to protect themselves from the impact of
annexation . It is necessary to make citizens aware of the cost
savings in services , taxes , etc . should they be annexed into
Tequesta. Mr. Capretta asked that Mr . Bradford calculate revenue
and tax rate , on a formula basis , for citizens for information
purposes so they might be more aware of the benefits of being
annexed into Tequesta.
