Bradford, Chair, EAC Cc: NA April 5, 2023 Draft Recommendations on the Transportation Element of the VOT Comprehensive Plan for Consideration of the Planning and Zoning Board, Village Council and Staff VOT Resolution No. 24-19, which created the EAC, requires the EAC "...to within the bounds of the Village's Comprehensive Development Plan, develop recommendations for goals, objectives and policies relative to sustaining and improving the environment of the Village of Tequesta." To this end, the EAC is now re -visiting the Transportation Element of the VOT Comprehensive Plan to provide our comments in the same format used with success after we originally reviewed this element early on in the review process. In order to keep the review process manageable only one of the previously approved versions will be reviewed at each EAC meeting unless the Element requires multiple reviews in order to reach completion. "TGB comments" are my thoughts on the item. EAC proposed Options are my suggestions of what we should tell the Village about the item. Your changes, if any, modify what the EAC provides to the Village. You are encouraged to review the Element or sub -element and propose where you see environmental issues requiring EAC review potentially overlooked in this memorandum or make suggestions on how to modify or add to the comments and options provided herein to consider for recommendation to the Planning and Zoning Board, Village Council, and staff. The link to the VOT Comprehensive Plan is as follows: Page 12 of 56 Agenda Item #2. * * * * * * *tequesta.org/84/Community-Development The Transportation Element of the VOT Comprehensive Plan and my comments are as follows: TRANSPORTATION ELEMENT Goal: 1.0.0 - Provide a sustainable, safe, convenient, accessible and efficient multimodal transportation system (a system that provides for pedestrianism, bicycles, automobiles, watercraft, and transit) for the citizens of Tequesta. TGB Comment to EAC: Fine as written. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written. Objective: 1.1.0 - Continue to provide an energy efficient multi -modal transportation system that is efficiently managed, circulates traffic safely and conveniently within the Village, reduces greenhouse gas emissions through strategies to reduce the number of vehicle miles travelled, and provides for the safe separation of vehicular and nonvehicular traffic. TGB Comment to EAC: It is debatable that we have an efficient multi -modal transportation system. I would tweak this a bit. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: c Rewrite to read:" Objective: 1.1.0 - Continue to strive to provide an energy efficient multi - modal transportation system that is efficiently managed, circulates traffic safely and conveniently within the Village, reduces greenhouse gas emissions through strategies to reduce the number of vehicle miles travelled, and provides for the safe separation of vehicular and nonvehicular traffic while expanding the sidewalk and pedestrian pathway system and the use of streetscape tree canopies to provide shade and help reduce GHG." Policy: 1.1.1 - Provide safe and convenient on -site traffic flow through the implementation of the parking regulations in the land development regulations. 4 Page 13 of 56 Agenda Item #2. TGB Comment to EAC: Parking configurations don't necessarily have much to do with internal traffic flow. I'll give them the benefit of the doubt. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o No comment. Not an environmental matter. Policy: 1.1.2 - Construct or encourage the provision of multi -modal transportation facilities as feasible and appropriate in the implementation of transportation improvements, and require sidewalks in areas of new development. TGB Comment to EAC: US 1 is now multi -modal and it didn't go over peacefully, but it's the new FDOT standard and a good thing to do. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written. Policy: 1.1.3 - Promote traffic safety through the use of proper traffic control devices and street design improvements. TGB Comment to EAC: Who would do otherwise? EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written. Policy: 1.1.4 - Restrict fast through traffic to major or minor arterial roads. o TGB Comment to EAC: "Fast" is subjective, plus the lowest speed limit allowed in Florida is 25 mph. Country Club Drive is a collector road posted at 25 mph. Shall we increase the speed limit of that street since we want our collector roads to be faster? I would Rewrite to read: "Policy: 1. 1.4 - Restrict or encourage through traffic to major or minor arterial roads to maintain neighborhood integrity and safety." 3 Page 14 of 56 Agenda Item #2. Policy: 1.1.5 - The Village shall ensure the provision of multi -modal transportation alternatives by requiring that facilities for bicycles and pedestrians are provided for in future development and redevelopment proposals and incorporating these requirements into the site plan review process. TGB Comment to EAC: Good. VOT staff should add this to the DRC checklist. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written, but staff should add this to the DRC checklist if not already on the checklist. Policy: 1.1.6 - The Village shall coordinate with the Palm Beach Transportation Planning Agency (TPA) in the implementation of strategies to reduce per capita Vehicle miles traveled (VMT) and discourage single occupant vehicle trips, recognizing that these programs assist in reducing emissions, traffic congestion, and the consumption of fuel. This can be accomplished through municipal representation on the MPO and providing for Tri- Rail, alternative fuels, ride sharing, alternative work hour programs, public transit, parking management and other transportation control measures that are being continually developed as part of a Countywide effort. TGB Comment to EAC: We have tried to do some of this at the EAC. Fine as written. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written. Policy: 1.1.7 - The Village shall consider intermodal terminals and access to intermodal facilities, where applicable, in its assessment of future transportation needs. TGB Comment to EAC: Wise to do for alternative forms of transportation. Policy: 1.1.8 - Support Transportation Systems Management (TSM) strategies that include optimization of traffic signal systems, turning lanes, ride sharing and other innovative transportation system management activities that are implemented by the appropriate agencies within Palm Beach County. TGB Comment to EAC: These transportation systems reduce fuel consumption. Fine as written. EAC Proposed Options: Options to consider for recommendation to the Village Council and staff are: o Fine as written. Policy: 1.1.9 - The Village shall seek to limit greenhouse gas emissions through the implementation of strategies to reduce the number of vehicle miles travelled. These strategies may include but not be the promotion of mixed -use development that provides for a mixture of residential and non-residential land uses in a pedestrian friendly environment with multi -modal transportation connectivity to other areas; promoting the use of alternate transportation modes as specified herein, including mass transit, bicycles, and pedestrianism, and; requiring Transportation Demand Management Programs as a condition for development approvals. Objective:1.2.0 - The transportation system shall be consistent with the future land uses shown on the Future Land Use Map, population and densities, employment patterns, and the transportation modes and services provided for in the 5-year Schedule of Improvements. Policy: 1.5.1 - The Village shall continue to work with the County and support Palm Beach Transportation Planning Agency (TPA) efforts to increase the presence and use of mass transit services in the County through modification of the existing route system, increasing services in key areas and other strategies as appropriate. Policy: 1.5.2 - The Village shall support Palm Beach Transportation Planning Agency (TPA) efforts to investigate the use of transit services to promote more efficient urban development patterns.
