El Portal — Final paperwork from Palm Beach County (PBC or County) is still pending for the
recently approved contractor the Village plans on using through a piggyback contract. We
anticipated bringing agenda item to Village April meeting but will be brought to the May
meeting, however we are diligently moving forward all preparations for the project as much
as possible such as MOT plans, logistics, coordination with customers and the water main
project, etc.
Water
• FDEP State State Revolving (SRF) Fund loan Fund loan —
o Water Main (WM) Project — Contractor has agreed to proceed with Country Club
Drive South and side streets; working with contractor and engineer to modify
contract accordingly and coordinate as much as possible with the El Portal project to
minimize disruption where possible
• Water Utility Financial Feasibility Update — Council workshop held February 27, 2023 with
Raftelis, the Village's long time financial rate consultant, who extended the financial model
to 20 years and updated data including new cost estimates by consultants
o Inflation, equipment prices driven up by resources and supply chain issues especially
when compared to original estimates have made the current phasing of CIP projects
unsupportable by existing water utility rates
o Although the WM project was 60% higher when bid, CIP project costs were
increased by 30%, typical increases experienced across the state, and project
prioritizations were re-evaluated by Village staff and consultants based on risk of
failure, safety, regulatory requirements, criticality of operations, and projects/
phasing were re -tooled
o Staff anticipates bringing the rate recommendations back to the May agenda

• Water Treatment Plant Projects - projects are in ongoing stages for the water treatment
plant
o Lab and staff evaluated/ audited for NELAC recertification to perform bacteriological
samples
o SCADA modifications for critical ongoing communication issues are being contracted
o Water tank inspections — routine diving inspections conducted by divers
o Preparing water tank repair contract - procurement
o Preparing water tank painting contract — procurement
o Modified scope developed for addressing hydraulic issues at the plant including
pump number 7 and agenda item in preparation — once design is complete, we can
move forward with the water treatment plant improvements
Environmental
• Loxahatchee River Management Coordinating Council
o LRMCC plan update is underway with review and comments on chapters, a 44
question survey, and other related meetings
Other
• Budget
o FY24 budget preparations are underway
• Summer Intern —the utilities department is advertising for a summer intern
