SUBJECT: Agenda Item VIII-B; Proposed Tequesta Library
and Tequesta Town Center Master Plan
Mr. Jerry Brownlee, Executive Director of the Palm Beach County
Library System wishes to address you relative to the County's
Library plans for Tequesta and the status of the same as they
relate to the Master Plan. I met with Mr. Brownlee and members of
his staff on April 5th to discuss the, proposed library and the
Master Plan. In general, the Library staff consider the Master
Plan and the proposed location of the library to be acceptable for
their needs. They do have some concern relative to extra costs
that the library may incur by virtue of its proposed location but
these possible concerns do not appear to be insurmountable. '
The Library staff is concerned with the uncertainty that is
posed by the flexibility that the Village intends to build into the
Master Plan within the forthcoming zoning implementation
ordinance. In other words, the Master Plan is workable but the
intended flexibility means that contemplated roadways and land uses
are subject to change based upon future plans and submittals of
landowners/developers which injects a degree of . uncertainty
relative to the Master Plan. This is especially true for the
proposed library, in that it could well be the first development
constructed pursuant to the Master Plan.
Another concern of the Library staff is that if they sit back
and wait for the Master Plan to ultimately "work itself out" then
the Library staff is potentially subjected to criticism for not
proceeding with the Tequesta Library.
These and other concerns are those to which Mr. Brownlee wishes
to address you.
