Bradford, Village Manager DATE: April 5, 1990 SUBJECT: Agenda Item IX A; Tequesta Drive Streetscape Project As you recall, on December 14, 1989, the Village Council approved the final design for the Tequesta Drive Streetscape Plan. Thereafter, bid packages were prepared and advertisements placed for soliciting bids for this project. On March 14, 1990, sealed bids were opened with Rood Landscape Company, Inc. being the low bidder for the project. The project consists of the following: o All landscaping, as approved by you on December 14, 1990, to be provided within the parkways and medians of Tequesta Drive from U.S. One to, approximately, Willow Road. o Irrigation for all areas. o Necessary electrical work. o Lighting package for the main median at U.S. One and the sign areas at the intersection of U.S. One and Tequesta Drive. o Construction of the approved signs at the intersection of U.S. One and Tequesta Drive. Attached, you will find a letter from Gee & Jenson providing recommendation of award to Rood Landscape Company, Inc. , a bid tabulation sheet and a memorandum explaining the source of funds for this entire project. It is recommended that the Village Council award this project to Rood Landscape Company, Inc. by virtue of their lowest and best alternate bid in the amount of $148, 150. In order to provide the additional funds necessary to accomplish the work, it is requested that the Village Council direct the Village Manager to: o Postpone the Country Club Drive Paving Project to another appropriate fiscal year within the Capital Improvement Fund utilizing the $60,000 allocated for this purpose for the Tequesta Drive Streetscape Project. o Authorize the utilization of $60,200 from undesignated General Fund balance with an appropriate budgetary amendment to follow within this current fiscal year. Please find attached the Recommendation of Award received from Gee & Jenson for the above referenced project. Two bid amounts were sought: the base bid which included the Royal Palms, the signs, lighting and median landscaping at U.S. One, and twelve (12 ) of the fifty ( 50) total Live Oaks, and the alternate bid which included the entire project. Rood Landscape Company bid $97, 756 for the base project and $148, 150 for the alternate, or entire project, both of which were the lowest bids received. The time of completion stated by Rood Landscape is 120 days. Per your direction, Bill Kascavelis and I have analyzed the funding of the entire project in FY90. The original allocation for this project in FY90 was $46,800. The bid amount plus a ten percent ( 10%) contingency, plus an engineering construction observation maximum of $3, 800 gives a total of $166,765. Rounding this to $167,000, an additional appropriation of $120,200 would be required to complete the entire project in Fiscal Year '90. Suggested sources of this funds are as follows: o $60,000 transferred from the Country Club Drive Paving Project to the Tequesta Drive Sign and Landscape Project. o $60,200 from Undesignated General Fund balance. Per financial analysis as reported by the Finance Director on 3/8/90, the net unanticipated increase to Fund Balance in Fiscal Year '90 is calculated at this time to be $140, 514.
