Bradford, Village Manager -7,--�� DATE: March 1, 1990 SUBJECT: Request to Purchase a Three-Quarter (3/4) Ton 4-Wheel Drive Pick-up Trucks; Agenda Item IX, B The Village Council allocated $12,000 this fiscal year for the purchase of one (1) pick-up truck within the Water Department. We would like to modify the specifications of this pick-up truck and receive your authorization for the extra funds to accomplish the same. The desired vehicle specification changes are as follows: o We would like to secure a three-quarter (3/4) ton vehicle equipped with a V-8 engine. This upgrade will enable this vehicle to be designated for transporting the recently purchased emergency generator to remote well sites. It was the original intent to utilize a Public Works vehicle capable of transporting the generator. This Public Works vehicle, however, will likely need to be used by Public Works during the same potential emergency situations. The desired vehicle will also be equipped with heavy duty towing package. o 4-wheel drive: By upgrading the vehicle to 4-wheel drive, the Village personnel will be able, for the first time, to ` collect field data for the remotely located salt water intrusion monitoring wells dispersed about the central peninsula upon which our wells are located. Currently the Village allocates $11, 500 annually for the SWIM Program which is required by our current water allocation permit from the South Florida Water Management District. Currently, this entire program is provided by Gee & Jenson personnel. We could reduce these costs if our personnel collected the field samples. Mr. Hall continues to research the feasibility and cost of the Village acquiring the necessary computer and programs to generate the necessary data and reports from the collected field samples. It is requested that the Village Council authorize the purchase of one (1) 1990 Ford F-250 4-wheel drive pick-up truck with heavy duty towing package at the State Contract purchase price of $13, 842, requesting staff to include the additional allocation of funds in the amount of $1, 842 within the upcoming Budget Amendment for FY 90. Hall, Water System Manager di, 11 DATE: February 28 , 1990 SUBJECT: Water Department New Truck Purchase As you are aware, we have budgeted this year for purchasing a new vehicle for the Water Department. We had previously planned for a regular line vehicle. However, due to the increased job responsibilities (i .e. , mobilization of the portable generator, access to remote well sites and future data collection for the S .W. I.M.M. Program) we need a little larger vehicle than originally planned. We wish to purchase under State contract from Duval Ford in Jacksonville, Florida, one (1) 1990 Ford F-250 pickup. This is a 3/4 ton vehicle equipped with a V-8 engine, 4 wheel drive and heavy duty towing package. The purchase price delivered is $13, 842.00. It should be noted that upon commencement of Water Department personnel collecting field data for our S .W.I.M.M. program, the Village will pay for this vehicle in three years with monies saved in engineering fees. I would sincerely appreciate it if this item could be placed on Council Agenda for their review and approval on Marchi% 1990. Program Please be advised as of this date I have not had sufficient time to adequately ascertain the full financial impact relative to the Water Department taking over the entire S.W. I.M.M. program. I have however determined it is feasible to perform the field data collection thereby saving approximately $7 , 000 a year in engineering fees. We would need to invest approximately $4, 000 to get the program rolling. This cost would be for equipment to perform the necessary field work i .e. , measuring conductivity, draw downs and water sample collection. I have not yet been able to obtain sufficient data relative to purchasing the required hardware and software for this program, but I will keep you posted as information becomes available. TCH:gk
