Bradford, Village Manager DATE: February 15, 1990 SUBJECT: Expanding Distribution of Newsletter; Agenda Item VIII-A In order to expand the distribution of the Newsletter to residences and businesses located outside of the boundaries of Tequesta, we will need your authorization to expend these extra monies and include the same within an upcoming FY 1990 budget amendment. Please see the attached for details concerning the cost specifics. To distribute the Newsletter throughout the water service area for the remainder of this fiscal year, would require your authorization to expend an extra $2,337. I wish to point out that it is unorthodox to provide the Newsletter of one city to the residents of another city. I am referring to the residents of Jupiter Inlet Colony and the Town of Jupiter which are on Tequesta' s water system. • I agree with the concept of providing information to water service customers who may someday be Tequesta residents and only point to a potential problem of sending our Newsletter to people who are already residents of a city. Should you wish to distribute the Newsletter to only those unincorporated residents of Palm Beach and Martin Counties, would require your authorization to expend an extra $1, 740 this fiscal year. Harrison,G�Alg istrative Assistant DATE: February 9 1990 `I `` SUBJECT: Estimated Cost to Produce and Distribute Village Newsletter to entire Water Service Area Per your request, please find below an estimate of the cost to distribute the Village Newsletter to areas outside of the Village and within our water service area. There would be minimal one-time costs of approximately $300 to $400 for programming work to create the extract file from the water billing records to produce the mailing list. The only other start-up cost of which I can conceive would be staff time (probably about 20 hours maximum of clerical time) to update the list for mailing purposes. This updating consists of adding unit numbers for multi- family residential records and deleting inconsistent records (irrigation meters, for example). Ongoing costs are estimated as follows: Additional Quantity (estimates) JIC 228 PB County 1165 Martin County 1316 Jupiter 878 Total est. quantity 3587 Current costs are approximately $710 per issue of 2670 copies or about $.27 per copy per issue including printing, folding and mailing. Therefore, cost per issue for the • quantity above is estimated at: 3587 copies X $.27/copy = $968.49 Est. annual costs at 4 issues per year = $3874.
