TASK FORCE MEETING MINUTES
DECEMBER 1 5 , 1989
•
I'. The Tequesta Downtown Task Force held a regularly scheduled meeting
at the ' Village Hall , 357 Tequesta Drive , Tequesta, Florida , on
Friday, December 15 , 1989 . The meeting was called to order at 9 : 40
A.M. by Carlton Stoddard, Chairman . Other ' Task Force members
present were : Dr. Stanley Jacobs , Jim ' Pi1.z and Edwin Nelson.
Village Officials in attendance ' were Village Manager, Thomas G.
Bradford . Also in attendance was the Village Planning Consul"tant , '
Jack Horniman and Sir John Van Kesteren.

II . APPROVAL OF AGENDA •
Under "Any 'Other Matters" , Chairman Stoddard suggested including
the reprint of the article on urban planning from Urban Land
magazine and the memorandum written to Chairman Stoddard from
Village Manager Bradford, with a proposal from the American
Institute of ' Architects for model urban planning projects in Palm
Beach County. With the above-referenced addition, the Agenda was
approved as submitted.

III . APPROVAL OF -MINUTES
. A) Task Force Meeting of November- 17 , 1989 : The . above-
refere.nced Minutes were approved as submitted.

IV. REVIEW OF MARKETING PACKAGE AND STRATEGY PURSUANT TO VILLAGE'
COUNCIL DIRECTION.
Chairman Stoddard announced that at the December 14 Village Council
Meeting, a positive direction was given by the Village Council on
the Master Plan in concept , authorizing the Task Force to proceed
with the test marketing program.

Village Manager Bradford referred to his memorandum sent to the
Village Council ( of which the Task Force members received copies )
explaining the cost estimate for preparing 50 of the packages for •
test marketing the downtown Master Plan. Based on that outline and
the Councils ' approval , monies are now available to proceed with
the marketing package . Today details of the package should be •
discussed. Points to be covered are : ( 1 ) the cover letter of the
.package ; ( 2 ) Plans for advertising if the article does not appear
in Urban Land magazine ; and ( 3) the price of the properties being
marketed .
Dr. Jacobs suggested the assessed values on the properties should
be a good place to start with prices . Mr... Nelson concurred that
• assessed values should be adequate . Jack Horniman suggested
including a fact sheet on each of the properties of the Plan in the
package, or perhaps even one fact sheet with all .four properties
might be appropriate , since potential developers would be looking
for a "ball-park" idea.
Though there has been some discussion about' a potential magnet , or
gifted ' school located at the Lighthouse Plaza area, the Task Force
decided that mention of schools ' would not be • included in the
marketing package at this time , but that the Plan is flexible
enough to include it later . Developers . may have different ideas .
Mr . Bradford commented that he met with Bill Huckill , Assistant
'Dirctor of' Growth Management for the Palm Beach County School
Board. Mr. Huckill was pleased to learn about the possibility of
the Coast Guard land availability, since that would be an ideal
location for a school .
Mr. Bradford stated that, though the marketing package is good, the
Task Force should work on making a better quality label for the
front. He agreed there should be a fact sheet as part of the
insert and there should be ample laser photos . Mr. Pilz suggested
the 3-dimensional view photo be inserted. Mr. Bradford stated the
marketing package distribution was . not yet complete. The Task
Force made several suggestions for additions . Mr. Stoddard
exhibited a design for the two-pocket marketing folder, with a
.center insert with transparent packets for the Master Plan and
color photos of Tequesta, including the 3-D computer photo . A
typeset cover label for the' folder was included.

' . Mr . Pilz stated he had done some research and discovered it was
possible to place an ad in Palm Beach Life magazine, ( one half page
ad in three issues for under $3000 ) , stating that exposure would
reach high income bracket people , and that Palm Beach Life ' s accent
is on North County. Mr . Bradford stated that cost was not included
in ' the monies the Village Council approved for advertising and
Council would have to be re-approached. Dr . Jacobs suggested the
Monday business section of the Palm Beach Post might be a good
• advertising target . Mr . Bradford informed the Task Force that
Betsy Aoki of the . Palm Beach Post had been specially assigned to
follow the Master Plan of Tequesta, and that might be a good avenue
to follow-up for . further publicity regarding the marketing plan .
Sir John Van Kesteren pointed out that when placing an ad , he has
noticed that those ads which are "framed" are the ones which get
immediate attention.' '
• Jim Pilz moved that the Task Force seek Village Council approval
for two 1/2 pages ( $2890 ) of advertising in the March and April
1990 issues of Palm Beach Life magazine , to be mailed February 20
and March . 20 , as well as a small advertisement in the Monday
business section of the Palm Beach Post . Dr. Jacobs' seconded that
motion . The .vote was :

the motion was therefore passed and adopted.

Jack Horniman suggested it be emphasized that this is a
"redevelopment area" as opposed to a "new" development. Chairman
Stoddard and Mr. Pilz felt just "development" was better .
V. ANY OTHER MATTERS . . •
A) Jim Pilz informed the Task Force that the approval from Palm
Beach County was received yesterday for the CR-707
beautification project and bid packages were being prepared.
Mr. Bradford stated the bid package should be before Council
on January 25 , 1990 .

B) - Chairman Stoddard mentioned a letter he had received from t ,e
American Institute of Architects regarding a program on urban
designs utilizing a Regional Urban Design Assistance Team
(RUDAT) with specific reference to Palm Beach County. They
are interested in establishing one or. more test projects and
have suggested that one of their representat.ives •meet with
the Task Force, pursuant to their , participation with them .
Tom Bradford suggested that Chairman Stoddard be the one to
• be Tequesta' s • representative for that team, since Tequesta ' s
Master Plan would be an example of what they are talking
• about. Chairman Stoddard agreed he would do that.
C) Chairman Stoddard stated that he, Dr . Jacobs , Jack Horniman
and Mr . Bradford made a presentation of the Master Plan to
the Tequesta Country Club Association Meeting Monday to a
packed house and the response was positive , with not one
hostile question . There were close to 100 in attendance .
Mr . Nelson pointed out that such constructive public
• relations is 'important . Mr . Bradford pointed out that
. Chairman Stoddard did an excellent job with the presentation,
' without burying' the audience with details , but• nonetheless
answering all their questions before they had a chance to ask
them .
VI . ADJOURNMENT
There being no further business before the Task Force, the meeting
was adjourned at .11 : 00 A.M. .
