SUBJECT: Community Appearance Board Project Review •
PROJECT: NCNB Bank, County Line Plaza
722 U. S. One North ( Land Lease *3)
Construction of a one—story. 3200 sq. ft. branch bank
building.
Tom. the Community Appearance Board reviewed the above referenced
project on August 16, 1989.
The following concerns were expressed by the Board regarding this
proposed project:
a. Several Board members requested that additional landscape
buffering be provided along the east side of the proposed by—
pass lane.
b. The Board objected to the proposed location of the dumpster.
c. The Board felt that the large red free—standing monument sign
was a bit garish.
d. Member Gettig stated that she would like to see a little more
creativity with regard to the grouping of the trees and
landscaping.
e. There was Board concern over the lack of suitable landscaping at
the north end of the proposed project and the south side of the
north entrance into the Plaza.
f. Member Gettig voiced concern that any previously approved
parking areas that are removed should be replaced with
landscaping.
Motion to approve the proposed project subject to the following
changes:

1. Landscaping changes: Some of the species will be changed:
Juniper conferta will be replaced with Juniper parsonii; Dwarf
Day Lily will be replaced with plantings left to the discretion
of the landscape architect; Blue Daze will be replaced with
something more flower-like with suggestions for landscape plans
taken from the South Florida Xeriscape manual. In lieu of the
nine mahogany submitted on the site plan, five carrotwoods would
replace five mahogany, leaving four mahogany on the site plan.
The planted area in front of the swale area will have a
serpentine line at the east side of the land lease. The curb
along the eastern swale area will be 6 inches in height adjacent
to parking paved area - 1 foot in height adjacent to swale area,
in a double staggered row.
Due to the fact that parking has been eliminated between the
NCNB parcel and the south side of the north entrance area
( because of the decrease in the building square footage) , that
parking area on the approved site plan will be replaced with
landscaping by Pantlin Associates. This would be tantamount to
the approval of all other conditions - landscaping to be
coordinated with NCNB' s landscaping.
2. Eliminate the dumpster. ( Note: A similar request to eliminate
the dumpster at Bank Atlantic was approved by both C. A. B. and
Council. ) The premise for this request is due to the sensitive
nature of waste material generated by financial institutions
indicates that exposed discarding of solid waste is discouraged.
3. Changes to the free-standing monument sign: Instead of a back-
lit sign with red background, as submitted, have NCNB sign
consistent with red lettering on the building; background to be
the same color as the building and, at NCNB' s option, backlit
letters as on the face of the building or with ground lighting.
The monument being a CBS stucco-type, not to exceed the height
of the existing Perkins sign. The location of the free-standing
sign would be moved into the dumpster area as per revised plans.
4. The above subject conditions must be incorporated as changes
into the appropriate project drawings.
Vote on the motion: 3-0 to approve.
Additional Board comments: None
Building Official comments: Recommend approval of this proposed
project subject to additional trees and landscaping being provided
in the area between the north line of Land Lease *3 and the south
side of the north entrance into County Line Plaza.

Dear Mr. Canterbury: •
Subject: Community Appearance Board review of NCNB application.
This letter is to confirm the action of the Village of
Tequesta Community Appearance Board at the August 16, 1989 meeting
approving, with the below listed changes, your application for the
construction of a one-story, 3200 square foot NCNB branch bank
building to be located. at 722 U. S. Hwy. One, North, Tequesta ( County
Line Plaza Land Lease #3) .
1. Lighting approved as submitted;
2. Building exterior approved as submitted;

Some of the species will be changed: Juniper conferta will

replaced with plantings left to the discretion of the

The above listed conditions need to be incorporated as •
changes into the appropriate project drawings. An additional concern
by Mr. Mark Pantlin, as owner of the Plaza, regarding the proposed
deletion of eight ( 8) parking spaces located just north of and outside
the Bank' s land lease area has been brought to my attention. A
resolution of this parking space concern must be made prior to the
Bank proceeding to Site Plan Review before the Village Council. Once
the parking space issue is resolved, we will need twelve ( 12) sets of
the revised drawings incorporating all requested changes.

MEETING MINUTES
AUGUST 1 6 , 1 9 8 9
I . The Tequesta Community Appearance Board held a meeting at the
Village Hall , 357 Tequesta Drive , Tequesta, Florida, on Wednesday,
August 16 , 1989 . The meeting was called to order by Paul Coben at
9 : 45 A.M. Community Appearance Board members present were: . Paul
Coben , Vice Chairman, Janet Gettig and James Coble. Village
Officials present were : Scott Ladd, Building Official . Others
present. were : Joseph Legan , Curtis O'Rourke, Seena Hardie , Robert
Canterbury, and Tom Vageline for NCNB Bank ; Mark Pantlin of
Pantlin/Tequesta Associates .
II . APPROVAL OF AGENDA
The Agenda was approved as' submitted .
III . APPROVAL OF PREVIOUS MEETING MINUTES
A) C.A.B. Meeting Minutes of July 19, 1989.
The above-referenced Minutes were approved as submitted.

IV. NEW BUSINESS
A) Application from NCNB Bank, Robert Canterbury of Post,
Buckley, Schuh & Jernigan as Agent for the Construction of a
One-Story, 3200 Square Foot Branch Bank Building to be Located
at 722 U.S. Highway One, North, Tequesta, (County Line Plaza
Land Lease #3) . .
Mr. Canterbury explained the plans for the Branch Bank
included a drive-through facility, and the bank would he
painted to match the rest of the shopping center, with S-tile
concrete tile roof. Mrs . Gettig expressed concerns regarding
the landscaping and traffic flow. Mr. Canterbury explained

the drive-through is 200 feet to the south and does not impede
traffic flow. The Board also expressed concern regarding the
location on the site plan of the dumpster. After much
discussion , it was decided a dumpster was not really necessary
for the Bank , and the Board and the NCNB representatives
agreed to remove it from the plans . With the removal of the
dumpster, it was felt the landscaping could be improved upon.
Mr. Coben asked how NCNB would revise the landscaping . Mr.
Canterbury responded: Overall they have decreased the amount
of impervious land with the deletion of the dumpster. Within
that area that is pervious they have heavily landscaped with
ground cover, shrubs , etc. , with the exception of a small sod
area. With the deletion of the dumpster, they would re-locate
the free-standing sign to that area which would actually be
deleting additional landscaping outside their property line,
but adding additional landscaping approximately (pointed to
pencil line on the site plan ) .
NCNB presented to the Board two choices of signs : red
background with white lettering, and one with white background
with red lettering. The Board felt the proposed large red,
NCNB free-standing sign was a bi.t garish and suggested the
white sign with red letters might be more appropriate . Mr.
Coben stated he would like to see the free-standing sign the
same color as the building, with ] ow plantings, and ground-
lighted. Scott Ladd interjected that, when the Board does not
unanimously agree on some subject, matter concerning a site
plan, a memorandum must be presented to Council for their
review of the entire project and reminded the Board that in
order for an issue to be unanimous, there would have to be a 3-
0 vote. Mr. Canterbury stated NCNB feels very strongly about
their signs, and he would like to see the sign remain as
submitted on the site plan to keep it consistent with all
other NCNB Banks .
Mrs. Gettig stated she would like to see a little more
creative grouping with the trees and landscaping, stating she
felt lines of landscaping seemed uncreative. She stated she
would like to see some crepe myrtle, or carrotwood, or
mahogany planted.
Mr. Coben asked why the site plan did not show landscaping all
the way to the roadway on the north end of the property line .
Scott Ladd answered that was not part of the lease area - that
belonged to the Developer. Mrs . Gettig stated any parking
area that was not going to be used for parking should be

replaced with landscaping and should be reflected as such on
the site plan . Scott Ladd suggested a note be put on the site
plan on the north end of the property that goes beyond the
Bank ' s boundary stating the area between the roadway,
outparcel limits and entry way will be addressed by the
landlord.
Janet Gettig moved to approve the site plan as submitted, with
the following changes :
a) Lighting approved as submitted ;
b) Building exterior approved as submitted;
c) Landscaping changes : •

UNITY OF TITLE AGREEMENT
AGREEMENT made this I7 day of June, 1988, between TEQUESTA ASSOCIATES, a
Florida general partnership, hereinafter referred to as 'OWNER" and VILLAGE OF
TEQUESTA, a municipal corporation, organized and existing under the laws of the
State of Florida, hereinafter referred to as 'VILLAGE'.
WHEREAS, the OWNER is the owner of the following parcels of real property
located within the Village of Tequesta more fully described and set forth in
Exhibit "A" attached hereto. The foregoing real property is hereinafter
collectively referred to as the "PARCELS"; and
WHEREAS, said PARCELS are owned by the OWNER and are adjacent pieces . of
property; and
WHEREAS, the OWNER desires that a shopping center be constructed on a
portion of the above described Parcels and to utilize other portions of the
above described Parcels for parking, landscaping and access for said shopping
center; and
WHEREAS, the VILLAGE requires that all the above described PARCELS be
considered as one parcel of land; and
WHEREAS, the parties agree that said requirement of the VILLAGE is in the
best interests of all the parties and serves to promote the general welfare,
safety, and convenience of the public. •
NOW, THEREFORE, in consideration of the mutual covenants contained herein,
the parties agree as follows:
1. In order to construct and utilize certain buildings and improvements as
a shopping center on a portion the PARCELS, together with certain parking areas,
accessways and landscaped areas on other portions of the PARCELS under and
pursuant to the zoning ordinances of Village of Tequesta, Florida in compliance
with the parking and landscaping and other requirements of said ordinance, all
of the PARCELS shall be considered as one plot and parcel of land. Accordingly,
no portion of the PARCELS shall be sold, transferred, devised, or assigned
separately, except in its entirety as one plot or parcel of land, or as
undivided interests in the common elements of the shopping center to be
constructed thereon.

ITEM A
2. It is expressly understood and agreed that the terms. covenants and

conditions of this Agreement shall be and constitute covenants running with the
land, binding upon subsequent purchasers of the PARCELS and shall constitute an
obligation upon the PARCELS, regardless of transfer of title or ownership.
3. It is the intention of the parties that this Agreement shall be recorded
in the Public Records of Palm Beach County, Florida. The recording fee shall be
paid by OWNER.

We are in receipt of the current site plan for County Line
Plaza dated Revised 6/1/88. This latest site plan, which is
presently being reviewed by the Village, shows a building area of
200,381 Square Feet of Gross Floor Area (GFA).
The purpose of this letter is to provide a comparison of the
trip generation potential of the current facility with that
analyzed in the "Traffic Impact Analysis for the Plaza at
Tequesta" dated October 15, 1986. The shopping center analyzed in
the October 1986 report contained 193,200 Square Feet of GFA.
This is approximately 7,200 Square Feet less than the center
currently proposed. In order to provide this comparison of trip
generation between the two facilities the same trip generation
rate data source will be utilized.
The October 1986 traffic report utilized the Institute of
Transportation Engineers', Trip Generation An Informational
Bert, Third Edition as the source for daily and peak hour trip
generation rates. Based on the ITE report the trip generation
rates and resultant trip generation comparisons are summarized on
the following page.
