TEQUESTA DOWNTOWN DEVELOPMENT TASK FORCE MEETING MINUTES AUGUST 3 1 , 1 9 8 9 I . The Tequesta Downtown Task Force held a meeting at the Village Hall , 357 Tequesta Drive, Tequesta, Florida, on Thursday, August 31 , 1989 . The meeting was called to order at 9 : 40 A.M. by Carlton Stoddard, Chairman. Task Force members present were: Dr. Stanley Jacobs , Jim Pilz, and Jim Stergas . Edwin Nelson was out of town. Village Officials present were: Village Manager, Thomas G. Bradford; and Jack Horniman, Village Planning Consultant. II . APPROVAL OF AGENDA The Agenda was approved as submitted. III . APPROVAL OF MINUTES A) Task Force Meeting Minutes of August 18 , 1989 were approved as submitted. IV. REVIEW AND DISCUSSION OF PLANNING DETAILS FOR CHARRETTE SCHEDULED FOR SEPTEMBER 7 THROUGH 11 , 1989 AT LIGHTHOUSE GALLERY. Chairman Stoddard commended the Village Council on their cooperation regarding the planned Charrette and expressed the appreciation of the Task Force . Chairman Stoddard also commended Jack Horniman for his professionalism and his skill at organizing the Charrette . Mr . Horniman gave recognition and appreciation to Village Manager, Tom Bradford and Joann Manginello for their part in helping him to organize . Jack Horniman presented an Organizational Sheet and Agenda for the Charrette . He pointed out that the first two days of the Charrette would be a concerted effort to try to extract as much information from the different areas of interest that may have an effect on the Masterplan Design. The first day of the Charrette has the Task Force scheduled for interviews beginning at 1 : 00 p.m, allowing approximately 30-45 for that interview, after which the major Downtown Development Task Force Meeting Minutes ' August 31 , 1989 Page 2 points from that interview would be presented to the Design people . The same process would be used for interviewing Village Council members beginning at 2 : 00 p.m. , and major property owners at 3 : 00 p.m. Chairman Stoddard stated the Cypress Drive drainage problem ought not to be a divisive issue at the Charrette and only positive approaches should be made . Mr . Horniman assured Chairman Stoddard a positive approach would be taken . Mr . Stoddard asked Mr . Bradford if he would review for the Task Force what the drainage connections are across Tequesta Drive to the north and south . Mr . Bradford explained that in the right-of-way there are drainage lines with curb gutter from U. S . #1 to Old Dixie The drainage line takes a downhill turn at Jupiter/Tequesta National Bank. There is also runoff from Bridge Road down to Old Dixie, and there they either cascade or go into the drain lines and end up at Rinker . The drain line on the east side of Old Dixie makes a right angle under the road and railroad tracks and discharges into the ditch on the west side of the railroad tracks . That pipe frequently becomes clogged, causing ponding in the Rinker area . The railroad has lcng complained that their rail bed was threatened by washout . Drainage upgrading has taken place from the railroad tracks to Willow Road . Chairman Stoddard wondered if a second look ought to be taken at the drainage situation by Gee & Jensen and Village Manager Bradford now while that area is already torn up, before Tequesta Drive is re- paved. Mr . Horniman stated an analysis of the Village drainage areas was recently included as one of the elements of the Comprehensive Develpoment Plan. He stated he would have a table at the Charrette of reference materials and probably the drainage map from the analysis should be part of that. Chairman Stoddard felt one of the things that could be achieved in the Charrette plan is an upgrading of landscaping and rainfall retention at Lighthouse Plaza and Tequesta Plaza to accomplish what has been accomplished at Tequesta Shoppes and County . Line Plaza. Mr. Bradford stated one other option might be to do away with the Dover ditch by simply putting perculated pipe in that ditch and cover it over, which would accomplish two things : 1 ) it would put water back into the ground ; and 2 ) it would keep salt water from coming in from the Loxahatchee . Chairman Stoddard stated if out of the Charrette came a minimizing of the drainage problem as well as downtown beautification, Council and the community would be pleased. • r • Downtown, Development Task Force Meeting Minutes August 31 , 1989 Page 3 Mr . Stergas asked if there were any people on the list of Charrette participants who could bring some strong marketing data. and demographic information for the Tequesta area . Mr . Horniman answered that Land Research Management is trying to put together some demographics to bring to the Charrette . Mr . Horniman said he felt there may be a market that has not yet been tapped. Chairman Stoddard pointed out that Bob Horton of Horton Management Services , will be attending the Charrette . For. 20 years Mr . Horton has been the Housing Manager for Disney World and was responsible for management of the Polynesian and Contemporary Hotels , and Lake Buena Vista Hotel . Mr . Stoddard stated Mr . Horton had sent Village Manager Bradford a list of questions on demographics . Mr . Bradford has supplied a large compilation of valuable data. Mr . Pilz expressed concern that the public had not been invited to the opening session of the Charrette . He felt it was necessary to set the stage and inform everyone as to how the Charrette was going to work . Chairman Stoddard stated it was important to establish with the local public that, they are participants in this Charrette . Mr . Pilz felt a short press release right away to invite the public would be a. wise thing to do . Chairman Stoddard said that he would prepare an immedvate news release (mailed that afternoon ) . Mr . Stergas asked if it was possible for Image Network to do a demonstration of their computer imaging for the public on opening day. Mr . Bradford felt that was an excellent idea and stated the Agenda would be revised to reflect a coffee and donuts reception from 8 : 30 to 9 : 00 A .M. the opening day, Thursday, September 7 . At 9 : 00 A .M. the formal opening would begin with Image Network making their opening presentation . yr . Pilz also expressed concern regarding market development; that the Charrette planners should concentrate on creating an upscale marketplace that would attract quality shoppers . Mr. Stergas stated planners today are of the mindset that all communities should be developed as a local community and not try to draw people from 50 miles away. Mr . Pilz stated Bridge Road could possibly have some high-scale specialty shops . Mr . Bradford concurred that had a lot of potential . Dr . Jacobs suggested that since Mayor Capretta would not be able to attend the Charrette , perhaps he would want to submit his ideas by letter so that he might have a voice . Village Manager Bradford answered that. Mayor Capretta is strongly marketing oriented. The Mayor feels that marketing mistakes have been made in the past and Downtown Development Task Force Meeting Minutes August 31 , 1989 Page 4 doesn ' t want those mistakes repeated. The Mayor feels there may he a market for the ACLF or the senior retirement area and that housing , in general , may be one of the big keys to a better market . It was decided Chairman Stoddard would give the opening message to the Charrette , following a short welcome by Vice-Mayor Howell as a representative of the Village Council . Village Manager Bradford explained that the setup for the Charrette would take place the . night before the Charrette starts . Mr . Horniman stated that once the Charrette gets started, everything will fall into place . V. ANY OTHER MATTTERS There were no other matters before the Task Force . VI . ADJOURNMENT There being no further business before the Task Force, the meeting was adjourned at 11 : 15 A.M.
