SUBJECT: Community Appearance Board Project Review
PROJECT: Gallery Square North Courtyard
Installation of an archway sign reading "The Courtyard",
attached to the existing brick posts at the south entrance
to the courtyard.
Tom, the Community Appearance Board reviewed the above referenced
project on August 23, 1989.
The following concerns were expressed by the Board regarding this
proposed project: none
Motion to approve the proposed project as submitted:
Vote on the motion: 3-0 to approve.
( Note: Member Coben abstained from voting due to his close ties
with Gallery Square North. )
Additional Board comments: None
Building Official comments: Recommend approval of sign subject to
applicant providing a hold harmless agreement, that all maintenance
and repairs be the responsibility of the applicant and that the
structure be covered by proper liability insurance provided by
Gallery Square North.

COMMUNITY APPEARANCE BOARD
MEETING MINUTES
AUGUST 2 3 , 1 9 8 9
I . The Tequesta Community Appearance Board held a meeting at the
Village Hall , 357 Tequesta Drive, Tequesta, Florida, on Wednesday,
August 23 , 1989 . The meeting was called to order by Paul Coben,
Vice Chairman at 9 : 35 A.M. Community Appearance Board members
present were: Paul Coben, James Coble, Claudette Dalack and William
Frank. Village Officials present were : Scott Ladd, Building
Official . Others present were: Norah Lind, of The South Pole at
• Gallery Square North ; Seana and Ted Cook , of Cobblestone Cafe; and
Richard MacGregor, of the Mole Hole.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III . NEW BUSINESS
A) Application from Norah H. Lind, The South Pole, 383-A Tequesta
Drive (Gallery Square North) , for the Installation of an
Archway Sign Reading "The Courtyard" , to be Attached to the
Existing Brick Posts at the Entrance to "The Courtyard" in
Gallery Square North. .
Norah Lind stated The South Pole is having a difficult time
with advertising because of no signage. She also pointed out
that many people have thought the courtyard was merely a
passageway rather than a shopping area. The proposed archway
sign would be cast aluminum with a wrought iron effect, done
in black , in keeping with the center. William Frank moved to
approve the sign as submitted. James Coble seconded the
motion . The vote was :

James Coble - for
Claudette Dalack - for
William Frank - for
the motion therefore passed and was adopted . •

V. ANY OTHER MATTERS
Mr . Coben reviewed with t ,. Aird thp f the iasT
meeting regarding a rrJnumE-r:r for the NCNB Bank -o be located ar
County Line Plaza . The Board explained to t.ho applicants at that
meeting that their basis for not approving the sign as submitted was
because it was in conflict with the Perkins sign already in
existence which was ground lit as opposed to internally lighted.
The Board therefore urged NCNB to come up with ground lighting. Mr.
Coben stated he had since discovered the Perkins sign was in fact
internally lighted and therefore suggested the Board was not in a
position to reject the sign on the above-mentioned basis since it
does fit with the standard fare of Perkins ' sign. Mr. Coben was
concerned that the NCNB could use this issue as an appeal item
before Council.. He did, however, still desire to see the NCNB sign
better match their building . Mr. Coble commented that the sign
still has to be aesthetically compatible and felt the rejection
should still hold on the basis of aesthetics . Mr. Frank suggested
the Board write a letter to Council explaining that internal
lighting would be acceptable , that the Board was lacking facts when
they voted on the sign, that the Board recognizes they do not have
as much grounds to object, but that they still strongly favor the
white sign with red lettering. Scott Ladd stated he would call NCNB
to ask what their decision was on their sign, whether they would
appeal to Council , and if so, to write him a letter explaining their
intentions , so it could be presented to Council . -
Mr. Coben brought up another subject of concern regarding Leslie
Cook ' s letter written to the CAB concerning the rails the FEC has
set on the right-of-way at the southwest corner of the Tequesta
Drive railroad crossing. Scott Ladd explained that with the
reconstruction of Tequesta Drive there will be a curb up to the
railroad right-of-way and on the other side and a sidewalk. He felt
there would be enough of a raised curb that cars would not be able
to fit through there . Mr. Coben stated he intended to attend the
next Council meeting and will ask Council to write to the railroad
company requesting that they remove those rails that are unsightly.

Subject: Community Appearance Board -
This letter is to confirm the action of the Village of
Tequesta Community Appearance Board at the August 23, 1989 meeting
approving your application for the installation of an archway sign
reading "The Courtyard" to be attached to the existing brick posts at
the entrance to "The Courtyard" in Gallery Square North. The proposed
archway sign is to be cast aluminum with a wrought iron effect, done
in black.
This proposed project requires Site Plan Review before the
Village Council and will be placed on the agenda for the Sept. 14,
1989 meeting which begins at 5: 30 P. M. You and/or your representative
must be in attendance at this meeting to present your application and
answer any questions the Council might have in regard to it. If a
representative is not present, your application will be tabled until a
future meeting.

Dear Trustees:
We how known for some t I me that we must find a way to he l p cus towers I oca to the
South Pole. The other businesses at Gallery Square North hove all had to point
out to searchers where we ore, sosetises coming out of their businesses onto the
sidewalk to do so, We have had many customers complain that it took them two
visits to the shopping center to find us.
In the last two merchant association meetings this problem was addressed, and
the members agreed that the two signage ideas enclosed herewith should go far to
alleviate the problem.
The first Is a South Pole sign similar to the one we hove now, but anchored
perpendicular to the building. wee requested such a mounting when we opened the
store, and we recognize now that It Is essential to our continuing in our
present location. lie cannot sell toys If customers cannot find them!
The_ second sign for your approval was developed by all the shops In what we call
The Courtyard.' It will be created by a reputable welder In rust-free
alumina. By naming the area 'The Courtyard' shapowners will be able to
describe their location easily. lie currently use In advertising, 'In the
Northwest corner of Gallery Square North' or 'In the crook of the L,' neither of
which has been effective.
In addition to clarifying our location to a simple, 'In The Courtyard,' the
attractive arch would define the area as more stopping. I as sun you will agree
that it is necessary for McKay and Richards to help the four (three occupied) in
The Courtyard by constructing such a sign. At the very least, It will .doe
renting your long-empty space next to us may feasible. Surprisingly, there are
many who travel to Gallery Square North who do not realize that the Courtyard
contains shops and a restaurant. Those people think it is only a service
passage way.
A tan commissioner mentioned to us that even If the signs are not exactly to
code, they should be approved as we are clearly 'a hardship case.'
You have not been In the merchant association meetings to see what a burden such
problems put on the entire shopping center, but in particular The Cobblestone
. Cafe, the Cricket Ship and the South Pole. Ile would welcome a visit fro. you to
show you the severity of the problem.

Dear Mr Lind •
This is in reply to your letter of July 22 regarding a per-
pendicular sign for the front of your building. I have con-
tacted the Trustees and they have agreed that you may pur-
chase and install a sign for The South Pole similar to the
drawing you submitted with your letter.
With regard to the archway sign designating your area as
'The Courtyard. " The Trustees thought it was an excellent
idea. Please have Mr Gwatkin proceed with the installation
and send us the bill. According to his proposal the charge
will be $350.00.
We hope this will call attention to your area of the shop- •
Ping center. Ms McKay is planning to visit the center one
day within the next two weeks. Hopefully you will be in and
she can talk with you in person.
