Dear Mr. Bradford:
On October 12, 1988, Palm Beach County's Department of Environmental
Resources Management sent copies of the Inventory of Native Ecosystems in
Palm Beach County to all municipalities within the county. Our intent was
to assist local municipalities in identifying these sites in their
comprehensive land use plans, so that measures could be developed to protect
these environmentally sensitive areas.
On June 27, 1989, the Board of County Commissioners considered various
measures for interim protection of sites on the Inventory until the County
sponsors a referendum in November of 1990. The Board voted unanimously to
direct the County Attorney's Office to prepare an ordinance that would place
a temporary moratorium on all development on these sites. The moratorium is
assumed to have countywide application unless individual municipalities
choose to opt out of its provisions. This ordinance is scheduled to be
considered by the Board in late July or early August.
The Board also directed County staff to continue exploring the
possibility of interim financing for the purchase of the sites expected to
have the most severe development pressure within the next 24. months. As
part of this effort, they asked staff to contact municipalities with sites
listed on the Inventory, to obtain additional information on the current
status of each site. The staff of the County's Environmental Resources
Management Department will schedule meetings with the planners of these
municipalities by July 7th to determine the following information for each
site: number of parcels, current zoning, future zoning as indicated in the
municipality's comprehensive land use plan, present and anticipated
development approvals for each site, and estimated value of the site (cost
of acquisition) , if known.

The Board of County Commissioners requests that the Council or Board of
your municipality consid-r at its next meeting whether it will join with the
County in the interim moratorium, and that the results of that vote be
provided to the County by July 17, 1989. If you have any questions
concerning the moratorium, or if you wish assistance from County staff in
presenting this request to your Council or Board, please contact Richard
Walesky, Director of the Environmental Resources Management Department, at
355-4011. Your response, either verbal or written, should be provided
either to Mr. Walesky or to Ms. Kathleen Brennan or Ms. Linda Gintoli of his
staff.
Your assistance in this effort is greatly appreciated. We look forward

Palm Beach County.
