SUBJECT: CR-707 Beautification Project; Agenda Item
Jim Pilz, President of the Beach Road Association, Tequesta
Downtown Development Task Force member and former member of the
Planning Commission has been working on the above-referenced
beautification plan for some time. Recently, Mr. Pilz secured pledges
of donations from each condominium within the Beach Road Association
in order to facilitate this Project. These donations will be
forthcoming and can be made payable to the Village of Tequesta to be
deposited within the appropriate Tequesta Beautification Fund
Account. A copy of the proposed Beautification Plan and a report from
Jim Pilz is attached for your review.
Mr. Pilz envisions this to be a Village of Tequesta Project.
It is his desire that the Village make a commitment to expend up to
$25,000 for this Project. The Project would be administered by the
Village utilizating appropriate bidding procedures. The Project could
proceed as follows:
o Village Council commitment of $25,000
o Receipt of all Beach Road Association Pledges
o Advertisement for Bids
o Village Council Bid Award
o Construction
It is recommended that the Village Council allocate an amount not
to exceed $25,000 for this Project to be derived from the
Undesignated Fund Balance of the General Fund which is currently
estimated at $450,000. It is envisioned that the Project will have
a positive benefit on the area in question while being a continuation
of the recent improvements along the eastern edge of U.S. Highway
One. Please note that certain approvals may be required from the
State, County and Town of Jupiter prior to proceeding. Additionally,
it is anticipated that the Village will be required to maintain the
new landscaping and as such, appropriate fund allocations for
maintenance may be necessary within the forthcoming Village Budget for
FY 1990.

SUBJECT: Beautification of land along S.R. 707
from U.S. #1 to the bridge
One of the final actions of the Tequesta Planning
Commission was to approve Phase II of improvements along S .R.
707 . This included an overall landscape plan , • a summary of
plantings and a cost estimate of the total project including
two water wells with an underground irrigation system. There
was communication with the Beach Road Association , as that
organization had expressed an interest in improvements on 707
leading to Jupiter Island , including the possibility of
participating with the Village in financing the project .
The final plan will be submitted to the Village Council.
at the meeting of June 8 , 1989 . The presentation will
include the landscape plan that was completed without cost or
obligation by Rood Landscape with cooperation by GBS&H
Architects on the proper selection of plantings . The
irrigation system was estimated by First Marine Irrigation
Systems . Cost for the total project is expected to be , and
can be , held to a maximum of $50,000.
The proposal to the Village comes from the work of the
Planning Commission (now defunct), but with the offer of
$25 ,000 maximum from the Beach Road Association on the
condition that the village would match this with $25 ,000.
The understanding is that this would be an official "Village
of Tequesta - Budgeted Project for 1989 . " This means the
Village would control the project from bidding to completion.
Approvals will be required from the County, Town of
Jupiter and the U.S . Government. I have offered my services
in this regard and for assistance in bid preparation if
desired by the Village.
