PUBLIC WORKS COMMITTEE MEETING FRIDAY, JUNE 9 , 1989 I . The Public Works Committee of the Village Council held a Committee Meeting on Friday, June 9 , 1989 , in the Village Hall , 357 Tequesta Drive, Tequesta, Florida. The meeting was called to order at 9 : 00 A.M. Public Works Committee members present were : Committee Chairman Edward C. Howell ; Co-Chairman Ron T . Mackail was absent due to a previous commitment . Staff members present were : Thomas G. Bradford, Village Manager; Wendy K. Harrison , Administrative Assistant to the Village Manager ; and Bill C . Kascavelis , Finance Director/Village Clerk . II . APPROVAL OF AGENDA The Agenda was approved as submitted. III . DISCUSSION RELATIVE TO WAYS AND MEANS OF ENHANCING RECREATION PROGRAMS Chairman Howell suggested that a written, detailed description of the responsibilities of the Public Works and Recreation Department, be submitted to determine whether more responsibilities , other than merely maintenance, could be handled by the Department and Gary Preston. IV. DISCUSSION RELATIVE TO PROVISION OF A TEQUESTA RECREATION CENTER Chairman Howell introduced the suggestion of expanding the current "youth summer program, " or perhaps even a recreational center, presented by the Village, to provide a productive, constructive recreational program for the Village ' s youth . His emphasis was on the fact that the Village needs to be identified with the promotion of parks and recreation. Village Manager Bradford suggested that a 10-question survey be submitted to the local community with the next Newsletter to receive feedback from them regarding this issue . Public Works Committee Meeting Minutes June 9, 1989 Page 2 V. DISCUSSION RELATIVE TO VILLAGE SPONSORSHIP OF VARIOUS CIVIC AND CULTURAL ACTIVITIES . Chairman Howell suggested that the Village ought to tie into a civic, patriotic-type occurrence , recognizing that there is a need to have something every year as a commemorative event , but something that' s fun as well -- a kind of ` flag-waving' day -- that would involve the youth as well as adults in bringing the community together, noting that there is no substitute for good communication. Village Manager Bradford suggested the Tequesta Park or Jupter-Tequesta Junior Citizens area, properly prepared, might be an ideal location. Finance Director, Bill Kascavelis , pointed out that a recreation center could be an expensive endeavor . Village Manager Bradford read a memorandum from Harry King , Planning Administrator, Martin County, regarding joint efforts between Martin County and the Village in use and costs for maintaining Tequesta Park . Mr. Kascavelis commended this idea and suggested it might allow financial freedom for a recreational center. Chairman Howell reminded the Committee that today' s youth are tomorrow' s 'leaders , and we need to plant some quality seeds now. He voiced the need of a plan, or at least an outline, for park and recreational needs for the next few years . VI . ANY OTHER MATTERS No other matters were brought before the Committee . VII .
