Harrison /I Administrative Assistant to the Village Manager DATE: June 16, 1989 SUBJECT: Tequesta Drive Improvement Project Consideration of changing Construction Contract Conditions to Receive Cost Savings Agenda Item, June 22, 1989 Council Meeting This agenda item is a result of meetings between Hardrives of Delray, Gee & Jenson and myself to discuss potential savings to be realized by the Village through various means in the Construction of Tequesta Drive. The contractor's analysis found that the greatest saving could occur if the condition in the contract requiring at least one lane of through traffic in both directions at all times was negated in the area between the railroad crossing and Willow Road. Village Council direction is requested because of the extent to which residents would be inconvenienced with the change. To summarize, the contractor would reduce the construction price by $35, 500 if he is permitted to close Tequesta Drive in two sections for 30 days each. The two sections are: (1) from the FEC crossing to Cypress, and (2) from Cypress to Willow Road. Section 1 would be closed for an estimated 30 days in August, followed by Section 2 being closed for aproximately 30 days after Section 1 is opened. The contractor is aware that access to North Cypress Drive would need to be maintained at all times because of the residences there. You may wish to consider the following in reviewing this issue: o $35, 500 represents about 5.5 percent of the total roadway and drainage construction amount of $645, 540. o The end product of closing the road would be a better roadway in these sections. This is because the contractor would install new- subgrade base and pavement instead of overlaying certain sections. Memorandum to: Village Council June 16, 1989 Page 2 - o Even if the roadway is technically "open, " the conditions will likely be such that residents will avoid the construction area as a matter of course. o When FEC performs the RR crossing work, the road will be closed for 3 to 5 days. This work could probably be coordinated with the contractor's closing, if the Council decides to close the road to realize the savings. A representative from Hardrives will be in attendance at the meeting to answer questions of Village Councilmembers. WKH
