It is recommended that the Village Council authorize the Administration to utilize the planning services of JLH Associates (Jack Horniman) for completion of the Tequesta Comprehensive Development Plan. This recommendation is based upon Mr. Horniman's familiarity with the Village, his reputation and historical track record and the fairness of his rates to do the work desired. TGB/mk . Horniman, Planning Consultant - $75. 00/hour Traffic Engineer - $90. 00/hour Secretarial Service - $20. 00/hour My recommendation, as Comprehensive Planning Coordinator, would be to select a consultant who is first, familiar with the Village Plan and historical data; second, is cost effective; third, has the necessary professional and educational background; and fourth, can effectively work within the short time frame that remains to the Village in order to bring our plan to adoption and ultimate acceptance by the State of Florida. Based upon these four ( 4) criteria, I would rank the proposals in order of selection preference as follows: 5, 4, 3, 1, & 2. Please advise me of your determination regarding this very important Village matter in a timely manner as the clock is running of the final phases of our plan. Box 3273 \6 '• ' 4%‘ , • Tequesta, FL 33469 \ 1 '- a Dear Scott: JLH Associates, as you know, assisted the Village in reviewing and processing its Comprehensive Development Plan, as prepared by EMEC, Inc. , to meet the transmittal date (April 1, 1989) and requirements of the Local Government Comprehensive Plan and Land Development Regulation Act. At the time of that review, I expressed concerns to the •Village about providing a substantive review of the Plan. In any event, it was JLH Associates suggestion that the Village Council at least review the Goals, Objectives and Policies contained within the proposed Plan prior to transmittal. I think it was expressed by the Council that it expected to receive comments from the State, but that they would deal with those upon receipt from the State Department of Community Affairs (DCA) . This tact was taken to expedite the transmittal process, knowing full well that additional work on the Plan was a likely and probable course that the Village would have to undertake in the near future. Because JLH Associates is already under contract with the Village for planning and zoning consulting services and various special projects, it would make sense to coordinate efforts with the comprehensive planning program, as well. Therefore, I wish to request that the Village consider JLH Associates for the rendering of services to assist the Village Local Planning Agency (Village Council) in completing its Comprehensive Development Plan. Since the degree and depth of the work program is an unknown until the State' s review is received by the Village, projections of time and work program details are undeterminable at this time. FL 33401 (305) 655-0024 , :tea . 2 Mr. Scott Ladd, Building Official Village of Tequesta, Building Department Page 2 May 4, 1989 JLH Associates has already made preliminary contacts with DCA to discuss the possibility of being able to get additional time, if necessary, to make proper responses to DCA comments, objections and suggestions when they are received, due to the unique circumstance of a new consultant coming in at the "eleventh hour" to assist the Village in finalizing the Comprehensive Development Plan. 'Obviously, the new consultant will have the task of educating himself to the proposed Plan as prepared by another author, determine what direction to take at this point in time based on the DCA response to the Plan, while trying to assist the Village within an extremely tight time frame to complete the program. Although DCA cannot authorize additional time between receipt of their comments by the Village and the Adoption date, some additional time scheduling and program scheduling could be accomplished with DCA after the compliance review has been performed. i would be glad to discuss these alternatives and their potential ramifications with Council at their request. I hope you will give positive consideration to JLH Associates to assist the Village in the preparation of its Comprehensive Development Plan, and I look forward to a continued working relationship with the Village of Tequesta. Gee & Jenson has had considerable experience in preparation of comprehensive plans required by the 1985 Growth Management Act . We are familiar with the rules of the Department of Community Affairs (DCA) , the review and comment process and the requirements for final adoption of comprehensive plans by local governments. We would like very much to be of assistance to the Village of Tequesta in completing necessary work which may be indicated by DCA comments and the Village' s own needs prior to final adoption of the ' comprehensive plan in August. It is our understanding that the consultant you retained for preparation of the submitted draft is no longer under contract with the Village. • I would represent the firm in managing the project and offer my prior experience in completing the entire comprehensive plans for Satellite Beach . (Brevard County) and Highland Beach (Palm Beach County) as well as current, on-going work on the Atlantic Beach (Duval County) comprehensive plan, the Clewiston comprehensive plan and the housing element for the Indian River County comprehensive plan. The firm has also prepared the infrastructure element for the City of West" Palm Beach and Master Plans for the Port of Palm Beach and Port Canaveral in accordance with Chapter 9J-5, F.A.C. Gee & Jenson is in a position to involve its personnel with specialized experience required for the Traffic Circulation, Coastal Management, Conservation and Water/Sewer/Drainage/Solid Waste Elements. Ladd April 27 , 1989 -Page 2 In the absence of review comments by the Department of Community ' Affairs (DCA) , it would be difficult to identify a firm fee estimate for services which may be required to bring the draft plan to the point where it can be adopted and resubmitted to DCA. It is my impression that agency has tended to relax its rigid requirements following a contentious situation in Brevard County, the only County where the County itself and all municipalities opted for "early submittal". While my own review of your draft enabled me to identify numerous items that would have served as grounds for finding the plan "not in compliance" if the review were to meet the standards applied in Brevard County; DCA may have fewer comments today. Nevertheless, I believe the Village should expect to devote staff time and financial resources during the summer refining the comprehensive plan. 'Gee & Jenson offers to provide all technical services to the Village in accordance with its needs and desires on a "time and materials" basis. The hourly billing rate for my time (Senior Planner) (probably representing at least two-thirds of all billable hours) would be $75 per hour. Senior Engineers would be billed at the same rate. A junior level Planner or Engineer would be billed at $60 per hour, a Draftsman at $40 per hour and a Secretary at $25 per hour. Very limited billing by an officer or principal of the firm (rates higher than $75 per hour) is anticipated. Given the location of my home in the Town of Jupiter, I would hope to schedule meetings with you and the Village Manager to minimize travel expense (i.e. , beginning and end of working day) . Furthermore, due to my civic interest as a resident of the • Tequesta-Jupiter area, I would probably not bill all of my time for attendance at evening meetings at Village Hall. Before closing, let me summarize my qualifications by noting that I have a B.S. degree in Landscape Architecture and Planning from • Penn State University. How does a user of community planning and management services get a full range of services from one firm without having to deal with the personnel shuffle4that large firms frequently utilize? Orman, Ph. D. , AICP Managing Partner Richard G. Orman is the Managing Partner of the National Planning Partnership, a planning and management company with offices in Palm Beach Gardens, Florida. Dr. Orman earned a Master's Degree in Urban Planning and a Ph.D. in Urban Studies from the Syracuse University Maxwell School of Citizenship. He has over twenty-two years of experience in professional planning and management. He has served in several leadership positions, including Director, School of Public Administration at Florida Atlantic University; Vice-President, Barker, Osha and Anderson, Inc. ; and Director of Planning, Crandall Associates Architects. Dr. Orman served the City of Riviera Beach, Florida as Director of Planning for one year (1972 - 1973) and as City Manager from 1973 to 1976. He has completed numerous planning and management studies, including comprehensive plans for the City of Lake Worth and the Towns of Jupiter Island and Palm Beach Shores. In addition, Dr. Orman has presented a number of professional papers on the subjects of redevelopment and service delivery costs. Dr. Orman was a gubernatorial appointee to the board of the Treasure Coast Regional Planning Council. Murray, Jr. , AICP Partner Robert Murray, Jr. , has been associated with Dr. Orman since 1965 in various professional planning roles. Mr. Murray was educated at the Syracuse University Maxwell School, where he earned a Master's Degree in Public Administration. Mr. Murray has demonstrated expertise in the areas of housing and urban development. He has developed and owns several low/moderate-income housing projects and has successfully achieved funding for many others. He is intimately familiar with the study of housing, evaluation of housing conditions and the housing market. Mr. Murray also has demonstrated experience in downtown renewal and development, together with Federal grants programs. He has successfully developed Urban Development Action Grants programs for the New York cities of Albany and Norwich. He is former Director of Downtown Renewal for the City of Syracuse, New York, and also served as Director of Redevelopment for the City of Highland Park, Michigan. He co-authored with Dr. Orman the Inlet Harbor Redevelopment Strategy and Plan for the City of Riviera Beach, Florida. Mr. Murray has experience in the development of comprehensive plans, having developed "701"-funded comprehensive plans for numerous communities in New York and Vermont while serving as Director of Planning for the consulting firm of Crandell Associates. Miness, Associate. Planner Deborah Miness has worked for over a year as an associate planner with Robert K. Swarthout, Incorporated and with the National Planning Partnership. Her previous experience in planning included five years on the staff of the Chatham County-Savannah Metropolitan Planning Commission in Savannah, Georgia, where she was an administrative assistant to the Board and a planping technician in the Land Development Services Division. Her duties in administration of land development regulations included review of applications for development approval. While an employee of the planning commission, Ms. Miness drafted an archaeological protection ordinance for the City of Savannah, which has been adopted by the planning commission. Ms. Miness graduated summa cum laude with a Bachelor of Arts degree in History from Armstrong State College in Savannah, Georgia. She is a member of Phi Alpha Theta, a national history honor society. Upon her graduation, she earned the local chapter's annual book award for the highest grade point average of a graduating member. Her major concentration was in American History with minor coursework in planning, including urban planning and conservation of natural resources. Ms. Miness is currently enrolled in the Environmental Growth Management graduate program of the Florida Atlantic University School of Public Administration. In 1988, she was additionally honored with the receipt of the Bob Graham Fellow Award. In her capacity as associate planner with Robert K. Swarthout, Inc. , and with the National Planning Partnership, Ms. Miness has played a principal role in preparing comprehensive plan elements for a number of client communities in South Florida, including the Cities of Lake Worth and Riviera Beach, the Towns of Jupiter Island, Palm Beach Shores, Briny Breezes and Ocean Ridge and the Village of Miami Shores.
