Water Rates; Agenda Item IX-B The attached Ordinance increases water rates pursuant to your instructions at the last Village Council Meeting. In addition to consumption rates, this Ordinance also increases the Capital Connection Charges on Jupiter Island. This increase on Jupiter Island is necessitated by virtue of the additional lands purchased to expand Coral Cove Park and the resulting reduction in potential development. Lost development means fewer units to assess the extra capital costs associated with providing service to Jupiter Island. Additional information in this regard is provided within the Gee & Jenson letter addressed to me dated February 24, 1989, a copy of which is attached. Box 3273 Tequesta, FL 33458 Re: Capital Improvement Charges Jupiter Island Dear Tom: Attached is correspondence related to the establishment and modification of a per connection capital improvement charge for Jupiter Island customers. The present charge is based on an expected total of 460 connections and a total project cost of $446, 500.05. The $446,500.05 cost is for actual construction and permitting costs of the 1983 intra-coastal waterway crossing project. To date $196,977.25 has been collected by assessing this charge to new connections, leaving $249,523.25 to be collected from future connections. The State of Florida has recently purchased four tracts adjacent to Coral Cove Park through "Save Our Coast" funding thereby reducing the total number of developable units on the island by 196 (12 units per acre) . The six remaining undeveloped tracts on the island have the potential, at 12 units per acre to add a total of 108 connections to the water system when developed. Mr. Tom Bradford Village of Tequesta February 24, 1989 - Page Two • It would appear appropriate for the Village of Tequesta to raise the connection charge to $2, 310 based on 108 future dwelling units connecting to the system. This new charge would assure complete reimbursement of the remaining project costs of $249,523.25. The alternative of leaving rates unchanged ($1485) could result in unreimbursed costs to the Village of $89, 100 even after all 108 future units are connected to the system Please call if you have any questions. Applicable to all quantities of water shown by meter readings to have been delivered: (1) Commercial Accounts: $1.05 for each 1,000 gallons or fraction thereof. ( 2 ) Residential Accounts: $1.05 for each 1,000 gallons or fraction thereof up to $30 ,000 gallons delivered; $2 .80 for each 1 ,000 gallons or fraction thereof from 30,001 to 50 ,000 gallons delivered; $4 .80 for each 1, 000 gallons or fraction thereof for all quantities delivered above 50 , 000 gallons. Cp . (f ) Capital Improvement Charge. Each new connection to the water system after the effective date of this sub-section [December 1 , 1976] shall pay a capital improvement charge of four hundred dollars ( $400 . 00 ) for each 5/8-inch by 3/4-inch meter ram( r or equivalent thereof at the time of the application for a new connection. Such payments shall go into a capital improvement fund which shall be a separate fund to be used for capital improvements to the water system or for payment of debt service on the water revenue certificates, series 1976, or subsequent issues. In addition to the capital improvement charge set forth herein, each new connection to the water system located on that geographic area within the system known as Jupiter Island, shall pay a capital improvement charge of two thousand three hundred ten dollars ($2,310. 00). for each dwelling unit, at the time of the application for a new connection. Such payments shall go into a capital improvement fund, which shall be a separate fund to be used for capital improvements to the water system related to the improvements for the users on Jupiter Island. SECTION II If any provision of this Ordinance or the application thereof is held invalid, such invalidity shall not affect the other provisions or applications of this Ordinance which can be given effect without the invalid provisions or applications and to this end the provisions of this Ordinance are hereby declared severable. SECTION III This Ordinance shall be codified and made a part of the official Code of Ordinances of the Village of Tequesta. SECTION IV This Ordinance shall take effect immediately upon its passage and approval, as provided by law.
