Bradford, Village Manager <//� DATE: April 7, 1989 SUBJECT: Water Conservation Rates Attached hereto, please find information prepared by Gee & Jenson for your consideration relative to the Water Conservation Rate increase discussion scheduled for the Village Council Meeting of April 13, (Agenda Item V B) . The current rate is $1.05 per 1,000 gallons regardless of amount consumed. Gee & Jenson recommends that the threshold for Water Conservation Rates be established at the consumption level of 30,000 gallons per month. Box 24600 West Palm Beach, Florida 33416-4600 RE: Water Conservation Rate Increase Dear Richard: At the Village Council Meeting of March 30, 1989, the Village Council requested to have a Workshop Meeting prior to the Village Council Meeting scheduled for April 13, 1989, tentatively scheduled to commence at 9:00 of reviewing the specific recommendations. offor Geehe&purpose Jenson regarding the Water Conservation Step-Rate Increase. Therefore, please make arrangements to be in attendance at the aforementioned Village Council Meeting for the purstated. Specifically, you should be prepared to addresssthso e following: o Recommended threshold(s) upon which higher water rates would be effective. o Recommended water rate(s) to be effective at the recommended threshold(s) . I am in possession of your last correspondence in regard to the above matters. However, Tom Hall publicly stated that Gee & Jenson was undergoing further refinement of their previous recommendations. Therefore, should you desire to provide me with additional correspondence relative to recommendations, this information must be in m noby by 12:00 P.M. , Friday, April 7, 1989, for submissionewithnthe agenda packets which will be disseminated on that day. My review covers usage from January 1986 to the present (January 1989) . Water Usage The attached figuresgraphically depict the monthly water usage of the five "sub areas" within the service area of the water department. i have added a "trend line" to the graphs to depict generalized trends and to factor out monthly fluctuations. The two graphs for each subarea show monthly flows per meter and per capita water usage (gpcd) for all 5/8 inch meters. This master meter serves approximately 30 homes in Rolling Hills and approximately 40 homes on Jupiter Island. As a comparison to the above values, Rolling Hills per capita usage (averaged for 1988) last year was 584 gpcd, and Jupiter Island usage last year averaged 1282 gpcd. To put this in perspective, these 70 homes are using an average of over 5.5 million gallons of water per month. This is over 6% of the water sold by- the utility to less than 2% of the customers. Some action above and beyond step rate pricing is in order for this particular area. Perhaps ENCON could be approached to supply irrigation quality water to these 70 residences. IQ water could save the Vil1 qe up to 85% of the finished water flows presently supplied to t. Jupiter Martin Water Association (± 4.7 million gallons per month) . Also, leaks within the distribution system on the Association side of the master meter may be responsible for some water losses that the Association is being billed for. Except for the Jupiter Martin Water Association flows, water usage in Tequesta does not look too bad. The annual per capita flow recommended for system design parameters is 150 gpcd, based on 2.7 people per dwelling unit. Referring to the previous recap, or graphs, flows to Jupiter customers are actually below this value, while flows to customers in Palm Beach County and Tequesta residents are very close to the average value. Per capita flows to customers in Martin County and Jupiter Inlet Colony, however, are more than 50% above average and continuing to increase. If the Village implemented a step rate for flows exceeding 30,000 gallons per month (370 gpcd) very few customers in Jupiter, Palm Beach County and Tequesta proper would be affected. Most of the impact would be to customers in Martin County, Jupiter Inlet Colony, and of course the Jupiter Martin Water' Association. 30,000 gallons per month is the usage figure discussed at the water system workshop in January and a value we recommend at this time. This methodology does not apply, however, for a step rate intended to encourage customers to conserve water. Our approach to recommending a conservation mandated water rate for usage over 30,000 gallons per month is loosely based upon system costs to deliver peak flows. The American Water Works ' Association estimates that 85% of a water utilities system costs are for facilities to meet maximum day and peak hour water demands. In other words out of a $100,000 investment in capital faciltieis, only $15,000 is required for supplying average annual flows, while $85,000 is required for facilities to meet daily and hourly maximum demands. Any reduction in these peak flows (though conservation) could significantly impact the cost of future system expansions. The price "step up" for excessive usage (peak flows) for a water utility could, therefore, be at least 50% and as much as 85% of the total cost. per thousand gallons when the step rate kicks in. The base rate presently is at $1.05 per thousand gallons. We would recommend a "step" of between $1.50 and $2.00 per thousand gallons be added to the base rate of $1.05 per thousand gallons for all monthly water usage in excess of 30,000 gallons per dwelling unit. This represents a range of between 59% and 65% for the "step up" rate. • Implementation The step rate should be implemented as soon as NCR completes software modifications to allow the Village to separate multi- family units and commercial units for billing purposes. Tom Hall indicated this would occur within the next few months. I also recommend publicizing the new rate and explaining the need for conservation of water by residents.
