Bradford, Village Manager DATE: April 7, 1989 SUBJECT: Recommendation Relative to Recording the Minutes Pursuant to the request of the Village Council at the Village Council Meeting of March 30, 1989, below, please find my recommendation relative to recording of minutes for various meetings. It is recommended that the Village utilize recording secretaries on a contractual basis. Utilization of a contractual recording secretary will free-up existing staff to concentrate on their functional specialities. For example, Scott Ladd is the " Technical Advisor to the Community Appearance Board. Usage of a recording secretary would allow him to concentrate on technical matters as opposed to minute details. This would also free Mr. Ladd and his staff from the responsibility of dictating and preparing minutes. These same benefits would accrue to Bill Kascavelis and his functional specialities. Your approval of this concept will allow the Village to perform this important function in a timely and efficient manner, avoiding provision of a full-time person for this function, thus, saving the cost of benefits in this regard. In regard to this concept, attached you will find a copy of a proposal that I have received for contractual recording secretarial services. This specific individual is available for all evening and nighttime Board Meetings. As of this writing, I have not had the time to locate individual(s) to perform this contractual service during working hours, but I am certain that persons can be found should you approve this concept in principle. �e L� Memorandum: Village Council April 7, 1989 Page - 2 It is recommended that the Village Council authorize the Village Manager to secure the services of recording secretaries on a contractual basis for the recording of minutes for Village Council Meetings, Village Council Committee Meetings, Board of Adjustment Meetings, Community Appearance Board Meetings,Meetings, Tequesta Downtown Development Task Force Meetings, and other meetings as may be appropriate, authorizing an appropriate budgetary amendment at a later date. TGB/jmm Attachment 3-27-89 PROPOSAL ' Title of Position: Recording Secretary Rate of Pay : $10. 00 per hour for preparation and meeting time. Bills submitted at the end of each month. Description: ( 1 ) Attend meetings (2) Record minutes of meetings ( 3) Type minutes (4) Supply copies of minutes within five ( 5) working days of meeting. Reference: LLoyd Brown, Board Secretary, ENCON (407) 746-2658 It is the responsibility of the Recording Secretary to supply the paper, notebooks, cassettes, and any other materials necessary to record the minutes, excluding a tape recorder.
