Bradford, Village Manager `7--- DATE: April 7, 1989 SUBJECT: Traffic Control Options Proposed by Fehlhaber Corporation Regarding Tequesta Drive Attached hereto, please find information regarding the above referenced received from McMahon Associates, Inc. , the engineering firm of the Fehlhaber Corporation, owners of Tequesta Plaza. Additionally, information has been attached indicating the response of Jim Collins, P.E. , of Gee & Jenson, regarding the proposed options. The proposed options are as follows: Alternate 1 - Installation of a flashing light Alternate 2 - Installation of a flashing light and close median to the east Alternate 3 - Remove barrier as a capital expenditure saving Should the Village Council be so inclined to compromise with the Fehlhaber Corporation, the following is suggested: o Remove the diamond in question o Close the eastern median opening o Consider requesting a flashing yellow light at the open intersection and, if denied by Palm Beach County, consider signage which would prohibit the undesirable east and westbound turning activity at this location. ti. Memorandum: Village Council April 7, 1989 Page - 2 In return for this compromise, the Village Council may wish to consider the following: o Agreement to settle the Tequesta Drive condemnation matter with Fehihaber Corporation in an amount not to exceed the appraised value of the property taken. o Provision of all information previously requested by Mayor Capretta in order to initiate the process of Publix relinquishing its lease-hold on its space within Tequesta Plaza. o Agreement to meet with the Village and other parties, including but not limited to the Tequesta Downtown Development Task Force, in order to actively participate in the desired redevelopment of this area of Tequesta. Box 3273 Tequesta, Florida 33469-6273 Re: Tequesta Drive Improvements Tequesta Plaza Access (Median Island Barrier) Response to McMahon Associates Inc. letter of 4-5-89 • Dear Tom: • We have received a copy of McMahon & Associates letter of April 5, 1989, concerning the proposed island barrier on Tequesta Drive in front of Tequesta Plaza. The following information should be considered in your review of the proposed alternatives presented in the 4-5-89 letter: Alternate &1 - InstaUlat on of a flashing fight In conferring with Palm Beach County Traffic Division, a flashing light does not reduce the number of accidents over the conven- • tional signing procedures in a business district. Ilex 3278 Tequesta, Florida 33489.0273 RE: Tequeeta Plaza Access to Tequeeta Drive - 8M89059.0 Dear Mr. Bradford: • On behalf of the Fehihaber Corporation, McMahon Associates would like to express appreciation for the time extension for final determination of Tequesta Drive traffic access to Tequesta DriYe between U.9.1 and Dixie Highway. During the additional four days, we , ' have reviewed the accident materials supplied to us by the Chief of Police, met with Glee & Janson engineers Richard Staudinger and Jim Collins, and more carefully reviewed the current proposed median opening locations and details. • The current plans were recently modified to include a median island which prohibits northbound and southbound thru and left-turn movements (exiting the shopping 'centers). The adjustment in access was implemented based' on accident history introduced by the Chief of Polies. Review of the accident history at the median opening in question (centrally located in front of Tequesta Plaza) revealed the need for _. protection of outbound thru and outbound left-turning movements. McMahon Associates believes that the proposed changes would simply • move the referenced outbound activity to the easternmost Tequesta Plaza access point. In so doing, we would anticipate that the accidents experienced at the current location would occur 'at the east median opening access point. After reviewing the materials noted above, McMahon Associates hay developed three alternatives for consideration by the Village of Tequesta. Closure of the east median opening would result in fewer turning movement activities in the general vicinity of the central access point. Reduction in that activity would help exiting drivers determine reasonable gaps heeded to exit the shopping centers. Further it would serve to collect exiting traffic at the central location, helping to solidify used fur a traffic Signal. • Atternativti Three - Prohibit outbound thru and left turns through posted signs rather than through capital expenditures on a channelized island and extension of the leading edge of the Tequesta Drive separators. The reinstatement of tltusd prohibited movements once traffic volumes permit installation of a traffic signal will be easier. In every scenario, the proposed solution assumes installation of a traffic signal as soon as the central location meets signal' warrants. We also propose lowering the speed limit from 30 MPH to 15_ MPH in order to increase the number of gaps required for safe entry onto Tequesta Drive, • On behalf of the shopping center owner, we request that this matter be added to the agenda for the next Villa Council Meeting, scheduled for Thursday, April 13th. Ws would further request that representatives of Gee & Jenson be in attendance in order that they might contribute to a successful resolution of this matter.
