I. The Tequesta Local Planning Agency held a regularly scheduled
Workshop Meeting at the Village Hall, 357 Tequesta Drive,
Tequesta, Florida on Wednesday, March 8, 1989. The meeting was
called to order at 5:30 P.M. by Mayor Ron T. Mackail.
Councilmembers present were: William E. Burckart, Joseph N.
Capretta, and Mayor Ron T. Mackail. Village Officials present
were: Thomas G. Bradford, Village Manager; Scott D. Ladd,
Building Official; Carl R. Roderick, Police Chief; and Bill C.
Kascavelis, Finance Director/Village Clerk.
The Village Manager stated that the purpose of this evenings
meeting was to review the goals, objectives, and policy
statements of the "Land Use" and "Traffic" Elements of the
Village Comprehensive Development Plan Draft. Mr. Bradford
indicated that Councilmember Burckart was asked to review the
Land Use Elements and report any recommended changes; and both
Mayor, Ron T. Mackail and Councilmember William E. Burckart
were to review the Traffic Element for any recommended changes.
Councilmember Joseph N. Capretta stated that he reviewed
Chapter 9J-5 of the Florida Administrative Code which
establishes the minimum criteria required to be contained in
each Local Government Comprehensive Plan, and compared the
requirements of 9J-5 to the Village Comprehensive Plan. He
stated his review confirmed that the Village Planning
Consultant merely transferred the previous data contained in
the Village Comprehensive Development Plan completed during the
year 1986 and inserted the same data with slight modifications
necessary to conform with the minimum requirements of 9J-5. He
further noted that specific data that was inserted into the
Comprehensive Development Plan from the previous Plan should be
checked for accuracy. He also noted that any unique items and
specific goals and objectives which should be reported
utilizing measurable criteria were omitted from the
Comprehensive Development Plan.

Member Capretta stated that during the review process of the
Village Comprehensive Development Plan, the following questions
should be asked:
1. Does the Plan meet the requirements of 9J-5?
2. Is the data accurate?
3. Are there any specific goals and objectives
to be contained in the Plan?
The Comprehensive Development Plan prepared by the Village
Planning Consultant would apply to any municipality in Florida
since it does not contain any specific goals, objectives, or
policy statements of the Village of Tequesta. Member Capretta
also stated that he was not impressed with the quality of the
Comprehensive Development Plan prepared by the Village Planning
Consultant, Mr. Gene Caputo.
Considering his observations, Member Capretta concluded that
the Village Administration should be responsible for reviewing
the Compliance aspects of the Plan. The Village Department
Heads should be responsible for the verification of the data
presented within the plan associated to their respective
departments, and Council (Local Planning Agency) should
establish any specific goals, objectives, and policy statements
that they desire to commit the Village to undertaking.
Member Capretta asked, "Do we want to be more specific?"
Village Manager Bradford replied that specificity requires a
commitment of funding sources to be detailed in the
Comprehensive Improvement Element of the Plan. Member Capretta
stated that the Comprehensive Development Plan, as drafted,
only meets the minimum requirements of 9J-5. He indicated the
next process should consist of updating the data contained in
the Plan and the Local Planning Agency should make a
determination of its desire to be more specific in determining
the goals, objectives, and policy statements contained in the
Comprehensive Development Plan. The other Councilmembers
present concurred with Mr. Capretta's observations and his
recommendation.
Former Councilmember/Mayor Carlton D. Stoddard, addressed
Council and stated that the Comprehensive Development Plan must
be coordinated with the local ordinances and policies of the
Village.

He indicated the Village must maintain an updated and quality
Comprehensive Plan to insure that the County Planning Authority
does not usurp the authority of the Village concerning the
Village goals and objectives.
Mayor Mackail replied that the Village should consider the need
of seeking the assistance of a professional Planning and Zoning
Specialist to provide the services referred to by former Mayor
Stoddard.
II. FUTURE LAND USE ELEMENT REVIEW
The Village Manager reviewed the provisions of 9J-5.006 of the
Department of Community Affairs Division of Resource Planning
and Management, Florida Administrative Code requirements
pertaining to "Future Land Use Element" contained on pages 23
through page 28 of Chapter 9J-5, Florida Administrative Code.
Member Burckart stated that his review of the Land Use Element
of the Comprehensive Development Plan did not disclose any
significant problems with the elements as presented except for
clerical and grammatical corrections which should be made.
However, he did suggest that Council should give additional
consideration to increasing the density levels associated with
undeveloped land located in the eastern section of the Village,
since the infrastructure necessary to service such areas is
already in place. Former Mayor Stoddard supported
Burckart's proposal and cited development of Member

congregate living facility or multi-residential housing within
or near the C-2 commercial zoned districts would be beneficial
to the character of the Village.
Council and Staff reviewed and discussed in detail the Land Use
Elements contained in the Comprehensive Development Plan Draft.
During the discussion recommended changes were proposed for the
following elements: 1.2.0, 1.3.4, 1.3.5, 1.3.6, 1.3.8, 1.3.10,
and 1.6.8. (The proposed revisions are contained in the
attachment to these Minutes. ) Also, Member Burckart provided
the Village Staff with a copy of the Land Use Element detailing
his proposed revisions to the document. Member Burckart also
indicated the maps incorporated within the document are
inaccurate and are not legible and should be replaced with
accurate Land Use maps.

III. TRAFFIC ELEMENT
During the review and discussion of the Traffic Elements of the
Village Comprehensive Development Plan, Councilmember Burckart
raised the issue of properly designating Village roadways.
During a lengthy discussion, it was concluded that roads within
the Village should be properly classified to meet the proposed
traffic flows desired.
Revisions to the existing Traffic Circulation Analysis
contained on page 307 of the Plan were also recommended along
with changes addressing the new road located adjacent to County
Line Plaza, Old Dixie Highway, and the proposed Martin County
Connector Road. (These recommendations are also contained as
an enclosure to these Minutes. )
The Village Manager indicated he would review all of the
changes noted during the Workshop Meeting for incorporation
into the Village Comprehensive Development Plan.
Council also discussed the need to hire an In-House
Professional Planner, and upon completion of the discussion,
the Village Manager stated that he would provide Council with
his recommendations.
There being no other issues to be discussed concerning the
Elements on this agenda, the meeting was adjourned at 7:30 P.M.
