I. The Public Works Committee of the Village Council held a
Committee Meeting on Wednesday, March 15, 1989 in the Village
Hall, 357 Tequesta Drive, Tequesta, Florida. The meeting was
called to order at 11:15 A.M. Public Works Committee members
present were Committee Chairman Edward C. Howell and Co-
Chairman Ron T. Mackail. Staff members present were Wendy
K. Harrison, Administrative Assistant to the Village Manager;
Carl R. Roderick, Chief of Police; Lieutenant Steve Allison,
and Marilou Kuper, Administrative Secretary. Also present
were James K. Collins, P.E. and Richard Staudinger of Gee &
Jenson.
II. Consideration of Design Improvements on Tequesta Drive.
The first item of business was to review the design of the
Tequesta Drive Improvement Project at Tequesta Plaza and
Lighthouse Plaza.
Chairman Howell requested the engineers' recommendation in
relation to the proposed design improvements at the plaza
access points on Tequesta Drive.
A plan was presented by James K. Collins and Richard
Staudinger of Gee & Jenson which consisted of a diamond
shaped island to prevent traffic across Tequesta Drive from
one plaza to the other and to preclude left turns when
exiting Tequesta Plaza and Lighthouse Plaza onto Tequesta
Drive. Gee & Jenson Engineers further explained the
following:
o Eastbound traffic on Tequesta Drive will be able to left
turn into Lighthouse Plaza via the .new turn lane and
will have entry to Tequesta Plaza via the existing right
turn entry.
o Westbound traffic , will be allowed a left turn into
Tequesta Plaza via a new turn lane, and will have right
turn entry to Lighthouse Plaza.
o Traffic will not be permitted to directly cross
Tequesta Drive at the intersection of the shopping center
entrance drives. Exiting traffic will be right turn
only from both Lighthouse Plaza and Tequesta Plaza onto
Tequesta Drive.

o U-Turns at the intersection will be permitted to reverse
travel as well as U-turns at the easternmost median break
to allow eastbound traffic to return west.
Chairman Howell asked if signage was needed, and was advised
by the engineers that signs on the proposed separator would be
provided as well as striping. It was also suggested by the
engineers that the area be sodded or low shrubbery planted,
so that the median would be noticeable but would not impair
visibility of traffic.
Following a lengthy discussion, Chairman Howell moved to
recommend that Village Council approve the , traffic control
diamond curb design as proposed in the Tequesta Drive
Improvement Project plans. Co-Chairman Mackail seconded the
motion; the vote was 2-0 in favor of the motion.
Chairman Howell stated that the Council 's primary concern is
the smooth and safe flow of traffic along Tequesta Drive.
Following discussion of the potential for increased traffic flow
at Station 19+50, it was moved by Chairman Howell, seconded by
Co-Chairman Mackail "to assign to staff the review of the median
opening at Station 19+50 in coordination with the Village
Engineer and Village Police Department. " The vote was 2-0 in
favor of the motion.
III. Determination of Name for New Road
Co-Chairman Mackail reviewed, the names of the New Road listed
and indicated his top names, but indicated that he was
dissatisfied with the list as a whole.
Chairman Howell provided staff with his top five names. The
Committee members agreed that Village Council should be given a
list of 4 or 5 names from which to choose.
At the conclusion of discussion, the Committee directed
Village staff to prepare four to five names using the criteria
of cultural significance and existing roadway naming
conventions, to be presented to the Village Council for
selection and.approval.
There ,being no further business before the Committee, the
meeting was adjourned at approximately 12: 10 A.M.
