SUBJECT: Tequesta Drive Landscaping and
Entrance Signs Conceptual Design
Attached hereto, please find a copy of the minutes of the
Workshop Meeting of the Community Appearance Board and Planning
Commission on November 21, 1988. These minutes will give you a
clearer understanding of the conceptual design of the sign to date.
The landscaping itself consists of Royal Palms and live oaks within
parkways. Medians will be upgraded to be more appealing. These
details will be presented to you. The minutes also show that the
conceptual design to be presented to you on March 9th coincides
with all instructions to date in accordance with the procedures
outlined by the Village Council in this regard.

MINUTES OF WORKSHOP MEETING
COMMUNITY APPEARANCE BOARD
AND PLANNING COMMISSION
NOVEMBER 21, 1988
The Community Appearance Board and Planning Commission
held a joint Workshop meeting on November 21, 1988 which
commenced at 9:30 A.M.
The purpose of the joint Workshop Meeting was to discuss
alternatives to the Tequesta Drive Entrance Signs at U.S. Highway
One. Community Appearance Board members present were: James
Coble, Paul Coben, Janet Gettig and Bill Frank. Planning
Commission members present were: Dr. Stan Jacobs, Jim Pilz, Jim
Stergas, Eloda Tangney, Mary Corr and Alfred S. DeMott. Village
Staff members present were: Scott D. Ladd, Building Official,
Wendy K. Harrison, Administrative Assistant to the Village
Manager and Thomas G. Bradford, Village Manager and Gee & Jenson
Consultant, Jim Park.
The initial discussion pertaining to the proposed entrance
signage entailed considerations relative to whether the signage
should be placed on the southwest and northwest corners of the
applicable intersection. Some attendees pointed out that the
corner signage would help screen the Step-Saver. Other attendees
pointed out that the location of a sign at the northwest corner
actually drew one's attention to the Step-Saver as opposed to
screening it, thereby recommending that the signage be placed in
the center median. After further discussion of the same with
particular emphasis to the fact that it was important that the
two Boards come to a consensus as opposed to forcing the sign
location issue at the Village Council level, it was the consensus
of both groups that the signage be placed at the northwest and
southwest corners of the intersection.
Thereafter, discussion followed relative to specifics of the
various alternatives provided by Gee & Jenson. The consensus of
the Workshop Meeting was as follows:
o Proposed Alternate No. 1 was the preference which was that
alternative providing a curved wall with columns on each
end.
o The Village logo is to be deleted.

o The lettering upon the wall is to be anodized aluminum
with a bronze finish.
o A light face type of lettering shall be utilized.
o The wall shall be of CBS construction with a coquina type
face.
o The words "Village of" are to be provided along with the
word "Tequesta" .
o The sign/wall shall be an off-white color.
o At least one additional presentation of the proposed final
design for the Tequesta Drive Landscape Project and
Signage shall be held at a joint Workshop meeting of the
Community Appearance Board and Planning Commission.
There being no further business to discuss, the Workshop
Meeting was adjourned at 10:45 A.M.

SUBJECT: Proposal for Engineering Services for Tequesta
Drive Streetscape
Please find attached a Proposal for engineering design services
for the above-referenced project. This project includes plans for
street trees, median plantings, the entrance wall sign: plantings,.
irrigation plans and specifications, and construction plans and
specifications for the wall signs. This contract also includes
electrical service plans and specifications for the irrigation system
and sign lighting. Attached for your reference are the preliminary
median and entrance wall sign designs approved by the Community
Appearance Board and Planning Commission.
This project was approved by the Council during the budget process,
and $8, 200 is allocated in the FY 89 Capital Improvement Program for
the design. As you will notice, the total fees in this contract are
$10,000, which is $1, 800 more than anticipated. Enclosed for your
information is a letter from Gee & Jenson explaining the variance.
We are satisfied - with this Proposal, in that it was the result
of much negotiation between the Village and the Planner. I believe I
speak for Mr. Bradford in saying that the Village Administration
recommends that you approve this Proposal. There is also a timing
consideration, as we wish to include the irrigation and electrical
specifications in the bid documents for the Tequesta Drive Improvement
Project, and we expect these bid documents to be prepared in March.
The end product of this contract will be presented to the Village
Council or appropriate subcommittee thereof for final approval.

Gentlemen:
We are pleased to submit the following proposal for professional
services in connection with landscape and entrance sign wall
design for Tequesta Drive.
Gee & Jenson Engineers-Architects-Planners, Inc. , hereinafter
referred to as the Planner, proposes to furnish professional
services for The Village of Tequesta, hereinafter referred to as
the Client of the scope outlined below for the fees stipulated herein.
Scope of Services
The Planner will perform the following:
1. Prepare landscape plans and specifications for Tequesta
Drive. Plan will include street trees, median plantings
and entrance sign wall plantings. Project limits will be
within the Tequesta Drive right-of-way from U.S. Highway
One to Fiesta Avenue.
2. Prepare irrigation distribution plans and specifications
for proposed landscaping.
3. Prepare sign wall and construction plans and specifications
for two (2) identical illuminated sign walls located at
Tequesta Drive and U.S. Highway One.
4. Prepare electrical service plans and specifications for
irrigation system and sign wall lighting.

Items to be Furnished by Client
At No Expense to the Planner
Assist Planner by furnishing, at no cost to the Planner, all available
pertinent information including previous reports and any other
data relative to performance of the above services for the project.
Designate in writing a person to act as the Client's representative
with respect to the services to be performed under this Agreement.
Such person shall have complete authority to transmit instructions,
receive information, interpret and define the Client's policies
and decisions with respect to materials, equipment, elements and
systems pertinent to the Planner's services.
Please note special conditions for invoicing items necessary to
perform the services, that are ordered or purchased by the
Planner which should be furnished by the Client under section
"Fees to be Paid".
Time of Performance
Items 1 through 4 of the Scope of Services will be completed on
or before March 15, 1989, or in conjunction with the construction
documents for Tequesta Drive, whichever is sooner.
Fees to be Paid
For Items 1 through 4 of the Scope of Services the Planner shall
be paid a lump sum fee of $10,000.
Invoices for services rendered are prepared monthly and are due
and payable within twenty-one (21) days from date of invoice.
• Payments which are not received within sixty (60) calendar days
from the date of invoice will be considered sufficient cause for
Planner to discontinue performing and providing services until
payment in full is received. If Planner is required to take
action to collect past due invoices the Client will pay all legal
fees and costs. Should a court decide upon payment of these invoices
the prevailing party shall receive payment of the Attorney's fees.

This contract shall be governed by the laws of the State of
Florida, and the appropriate venue for any actions arising out of
the agreement would be West Palm Beach, Florida.
If there are items that must be sublet, confirmed, certified or
updated, the Planner shall order the work with the Client's
. approval, and the subcontractor shall bill the Client directly.
The Client must make payments in accordance with the terms on the
invoice in order not to stop the work. If the Planner is
directed by the Client to handle the subcontract for the Client there
will be a fifteen (15) percent charge for handling. The invoice
must be paid within ten (10) days.
Termination
This Agreement may be terminated by either party by giving thirty
(30) days advance written notice. The Planner shall be paid for
services rendered to the date of termination on the basis of a
reasonable estimate of the portion of services completed prior to
termination and shall be paid for all reasonable expenses
resulting from such termination and for any unpaid reimbursable
expenses.

Acceptance
Acceptance of this proposal may be indicated by the signature of
a duly authorized official of the Client in the space provided
below. One signed copy of this proposal returned to the Planner
will serve as an Agreement between the two parties and as Notice
to Proceed. This contract will be binding on the parties hereto
and the parties' successors and assigns. Should this proposal
not be accepted within a period of thirty (30) days from the above
date, it shall become null and void.

Dear Tom:
Wendy Harrison asked me to provide you with a written justification
for the variance between the amount you had budgeted for the
above referenced project ($8,200 hourly charges plus reimbursable
expenses) and the final contract amount ($10 ,000 lump sum,
including expenses) .
The original estimate was done quickly last August before we were
able to completely detail the scope of services, the amount of
construction involved in the irrigation system and the electrical
system to the sign wall along Tequesta Drive. Subsequent to our
verbal estimate to you in August, we" internally generated a
written scope and fee for the services and discovered the verbal
quote did not include enough to design an irrigation system ($500
increase) or the electrical system ($600) . Also, the original
estimate did not include reimbursables which we estimate to be $700.
The sum of these two items totals $1800 which covers the noted
difference.
I hope this information gives you what you need. If you have any
questions or require any additional information please do not
