Regular Council a STAFF MEMO Meeting: Regular Council -May 11 2023 Staff Contact: Marjorie Craig, Utilities Director Department: Utilities Consider Approval of Agreement with Public Utility Management and Planning Services, Inc. to Provide Water Service Line Materials Determination Data Collection Services and Mapping at a Cost of $34,950 4RY: The Village of Tequesta Utilities Department (UD) recommends approval of an agreement with Public Utility Management &Planning Services, Inc., (PUMPS), for $34,950 to provide data collection services for water line materials determination and mapping. PUMPS will coordinate with the Village's GIS consultants Florida Technical Consultants (FTC) and UD staff. The Environmental Protection Agency (EPA) published Lead and Copper Rule Revisions (LCRR) on December 16, 2021. The LCRR revised the 1991 Lead and Copper Rule, a part of the National Primary Drinking Water Regulations. The LCRR requires water purveyors to inventory all water service lines (village and customer side) within their service area by October 16, 2024. The information collected must also be made available to the public. PUMPS will develop and maintain a geographic information system (GIS) based model to house the field data to comply with the requirements of the revised Lead and Copper Rule. UD staff will perform all field verification of the service line pipe material and will collaborate with PUMPS. This agreement was procured through the Consultant's Competitive Negotiations Act (CCNA), FS287.055 and the contract threshold under FS287.017. The funds will be taken from Capital Outlay, account number 401-411-633.632 - Architecture & Engineering. Please see the attached budget summary table for more details. Box 221890 Hollywood, FL 33022-1890 SCOPE OF SERVICES Services Line Materials Determination and Mapping This is a Work Order, dated 20 , issued by the Village of Tequesta (the "City") to Public Utility Management and Planning, Inc. (the "Consultant") for requested utility services. This proposal is made for development of a GIS based model to identify materials for services lines in the Village of Tequesta. There are an estimated 5000 service lines. The purpose of this scope will be to develop and maintain a GIS database and management platform, accessible to Team (Stakeholders, Village, Consultants and Contractors), sufficient to satisfy EPA lead / copper requirements. Task 1: Provide Priority Areas for Field Verification • Coordinate with Project Manager to determine list of facilities to research • Coordinate with Village, County and Agencies • Assist data collection for critical facilities appropriate to Lead Copper • Provide data to project Manager • Add data to GIS Platform Task 2: Data Analysis and Platform Development • Create boundaries for common utility development areas o Sections / major roadways o Neighborhoods / plats o As -Built boundaries • Collect and review infrastructure age data o GIS Data o Hydraulic Model Data o Coordination with staff • Add age to boundaries • Post data to GIS Platform o Create GIS tool for flagging question areas o Review with Team Page 1809 of 2350 Agenda Item #28. o Collect feedback o Update as necessary Task 3: Service Line Replacement Data • Collect service line replacement data • Convert to GIS • Post to Platform • Compare and update boundary information as necessary Task 4: Review Work order Records • Collect records from Village • Post to platform • Review against boundaries • Provide level of effort for further processing if necessary Task 5: Create Field Verification Tool • Create template based on EPA guidelines • Review with Team • Provide guidance on contractor specs for GIS compatible data collection Task 6: List of Schools and Daycares to be prioritized • PUMPS will assist data collection • Data will be added to platform for review by Team Task 7: Lead Copper Database • PUMPS has created a Lead Copper database • PUMPS will provide scope for database development and management Deliverables PUMPS will provide: • Progress Reports outlining monthly activities and progress • GIS Platform developed on Village infrastructure • Geodatabase and Data updates loaded onto platform • Dashboards map program progress and quantities Assumptions • The Village will provide access to facilities, all relevant data, record drawings, CAD plans • The Village will provide field research on locations • The Village will provide staff for training PUMPS will subcontract all GIS work to Florida Technical Consultants.
