SUBJECT: Consideration of Water Restrictions for Lawn Irrigation
Attached hereto, please find correspondence from the Water
System Manager regarding the above referenced subject. With your
concurrence, I will request this item be added to the Agenda for
the Council Meeting on January 12th. It is recommended that you
approve the suggested ban on lawn irrigation between the hours of
8:00 A.M. and 8:00 P.M. each day.

SUBJECT: Water Restrictions for Lawn irrigation •
DATE: January 10 , 1989
As you are aware , we have entered the dry season, which is
on us in full force . Once again our system is experiencing a
strain. We have not had any significant rainfall since
December 10 , 1988 . On that date we received . 56" . For the
entire month of December we only received 1 . 17" of rainfall .
So far for the month of January, rainfall is 0 . 0"
As before , we have been requesting voluntary restrictions .
In addition we have implemented in-house measures which
include reduced pressure for conservation. These first step
measures are not working and our storage tanks are
dangerously low. A severe strain caused by a fire or broken
water main could place our supply in serious jeopardy and
mandate an immediate ban on lawn irrigation altogether.
We cannot continue to count on Jupiter for additional backup
as they are experiencing similar difficulties . We already
have a deficit in purchased water of over 30 , 000 , 000 gallons .
At 1 . 5 mgd we should have purchased 243 , 000 , 000 to date .
Instead we have used 273 , 159, 000 gallons . Jupiter has
requested we maintain tighter control over our purchased
water due to this deficit .
Once our treatment plant expansion is completed the strain
will be relieved, but we cannot continue at this pace . I
would like to include in the agenda for the council meeting
of January 12 , 1989 the same recommendations of last April
1988 as approved by the Village Council . That being a ban on
lawn irrigation between the hours of 8 : 00 a.m. and 8 : 00 p.m.
seven days a week. I would like to continue this until the
plant expansion is completed and on line . Our customers
were cooperative before and we maintained measured success in
reduction of daily flows .
