SUBJECT: March 10th Village Council Meeting Agenda
Item VI-B; Designation of Village Councilmember
Representatives and Alternate Representatives
to Various Governmental Assemblies
At the reorganization meeting of March 10th, the Village
Council must designate its representatives and alternates to the
governmental assemblies appearing below. I have taken the
liberty of giving you a brief description of the functions of
each organization.
1 . Palm Beach County Municipal League: The objective of
this organization is to promote and advance the best
interests of the municipalities of Palm Beach County,
to study municipal problems and seek solutions to them
through cooperative effort and to encourage and work
for the welfare of the citizens of the respective .
communities of Palm Beach County. Regular and special
meetings of the membership may be held at such time and
place as the executive board shall designate, however,
historically, they have met on a monthly basis. The
Mayor of Tequesta has been the Village Council
representative to this organization and as such, the
Vice-Mayor automatically becomes the alternate
representative. The Village Council may choose to break.
with tradition and appoint any Village Councilmember as
the representative or alternate.
2. Loxahatchee Council of Governments: COG is a non
profit corporation established by agreement amongst its
members. COG was organized for the permanent
establishment of a forum for discussion and study of
area problems of mutual interest and concern to the
counties and cities of the Loxahatchee River area and
for the development of policy and action
recommendations. The purpose of COG is to study area
governmental problems as it deems appropriate
including, but not limited to, matters of health,

safety, welfare, education, economic conditions, and
area development; promote cooperative arrangements and
coordinate action among its members; and make
recommendations for review and action to the members
and other public agencies that perform local functions
and services within the area.
Again, the Village Council has historically nominated the
Mayor to be its representative to COG with the Vice-Mayor
automatically being the alternate representative. The Village
Council may pick its representative and alternate as it so
chooses. COG meets approximately once every month sometimes
more often.
3. Palm Beach Countywide Beaches and Shores Council: This
body was created by Interlocal Agreement between Palm
Beach County and all Palm Beach County coastal
communities. The Council was formed to be a forum for
information exchange and cooperative effort to assist
in fullfilling the interest of beach and shores
protection, preservation and restoration. The Beaches
and Shores Council meets approximately once per month.
Councilmember Earl Collings is the current Tequesta
representative and Councilmember Ed Nelson is the
alternate representative.
4. Loxahatchee River Management Coordinating Council :
This body meets on a quarterly basis to review matters
affecting and/or potentially affecting the condition of
the Loxahatchee. River. Councilmember Ed Nelson is the
current Tequesta representative to this body. Former
Councilmember Joe Yoder is the alternate
representative. Mr. Yoder has indicated a willingness
to continue to serve as the alternate representative if
needed but is somewhat ambivalent about being
reappointed perhaps feeling that an elected official
should take on this responsibility.
