The Tequesta Village Council held a workshop meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Tuesday, December 8, 1987. The purpose of the workshop meeting was to review the provisions of Resolution No. 1- 87/88, providing for an Intergovernmental Agreement between Palm Beach County and the Village of Tequesta regarding roadway improvements and jurisdiction in the Tequesta area. The meeting was called to order by Mayor Carlton D. Stoddard at 7:00 P.M, and a roll call was taken by the Village Clerk. Councilmembers present were: Carlton D. Stoddard, Mayor; Edward C. Howell, Vice-Mayor; Councilmembers Earl L. Collings, Ron T. Mackail and Edwin J. Nelson. Village Officials present were: Thomas G. Bradford, Village Manager; John C. Randolph, Esq. , Village Attorney, Scott D. Ladd, Building Official; Wendy K. Harrison, Administrative Assistant; Kimberly R. Bodinizzo, Administrative Secretary; and Bill C. Kascavelis, Finance Director/Clerk. Mr. Haney Frakes, Assistant County Engineer, Palm Beach County, was also in attendance. II . Mayor Carlton D. Stoddard gave the invocation and led those in attendance to the Pledge of Allegiance to the American Flag. III . REVIEW AND DISCUSSION OF THE PROPOSED INTERGOVERNMENTAL AGREEMENT WITH PALM BEACH COUNTY A) Mr. Bradford reviewed the provisions of the proposed Intergovernmental Agreement and the concerns of the Village. (A copy of Resolution No. 1-87/88, and the proposed Intergovernmental Agreement are attached to these minutes for informational purposes. ) During the discussion Mayor Stoddard noted that the County Commission, earlier today, approved the extension of Central Boulevard to the Island Way Bridge. He emphasized the impact of traffic to be generated from the Central Boulevard Extension to Tequesta roads, namely Country Club Drive and Old Dixie Highway. The Mayor indicated cooperation between Palm Beach County and Martin County was necessary to adequately address the matter by expediting efforts to construct the North County loop road. Council Workshop Minutes December 8, 1987 Page 2- Mr. Haney Frakes reported that he had received a letter from the Martin County Commissioners indicating they would cooperate with Palm Beach County, regarding the intersection of Island Way Drive with Country Club Drive, necessary to accommodate traffic by virtue of the intended Central Boulevard Extension. Village Attorney Randolph recommended changing the language contained in Item VI of the Intergovernmental Agreement, necessary for the Village to be able to opt out of the Agreement at a later date if necessary. Upon completion of the review and discussion of the proposed Intergovernmental Agreement, it was the consensus of Council that the Village give consideration as requested by the County, to protect all future right-of-ways within the corporate limits of the Village in accordance with the official Thoroughfare Right-of-Way Protection Map of Palm Beach County. The Council also indicated a desire to maintain control of future plan improvements to Tequesta Drive and Country Club Drive, including the Tequesta Bridge, by maintaining the designation of such roads as Village roadways. The Village Manager was directed to incorporate such changes within the proposed Intergovernmental Agreement.
