HomeMy WebLinkAboutDocumentation_Regular_Tab 6B_6/9/1988 RESOLUTION NO. 12-87/88 A RESOLUTION OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, OBJECTING TO THE PALM BEACH COUNTY LOCAL PLANNING AGENCY RECOMMENDATIONS TO WIDEN LOXAHATCHEE RIVER ROAD, EXTEND CENTRAL BOULEVARD TO ISLAND WAY, AND ESTABLISH A THIRD CORRIDOR BETWEEN LIMESTONE CREEK ROAD AND FLORIDA' S TURNPIKE UNTIL SUCH TIME AS A COORDINATED PLANNING EFFORT IS UNDERTAKEN BY MARTIN COUNTY TO PLAN FOR AND ULTIMATELY CONSTRUCT THE "CONNECTOR ROAD" IN SOUTHERN MARTIN COUNTY. WHEREAS, on May 25, 1988 the Palm Beach County Local Planning Agency adopted recommendations to amend the Palm Beach County Comprehensive Plan for traffic circulation and/or rights-of-way protection to provide for the widening of Loxahatchee River Road, extension of Central Boulevard north to Island Way in Martin County and establishment of a third westerly road corridor between Limestone Creek Road and Florida' s Turnpike; and WHEREAS, portions of the aforementioned roadway/rights- of way lie within Sections 26 and 27 westerly of the northwest fork of the Loxahatchee River, an area designated for future annexation by the Village of Tequesta; and WHEREAS, each of the proposed roadway/rights-of-way recommended by the Palm Beach County Local Planning Agency ties directly into Country Club Drive and the roadway network owned and operated by the Village of Tequesta, whose roadway system, particularly its arterials, are under increasing traffic pressures; and WHEREAS, in September, 1981, prior to the current unanticipated growth within northern Palm Beach County/southern Martin County, the Martin County Southern Connector Road Study Preliminary Report for the Martin County Board of County Commissioners, prepared by PRC Harris, in analyzing existing and future traffic considering existing and future problems associated therewith, in order to develop conceptual alternative corridor improvements best suited to the needs of this area, the Connector road was selected in the Study to be the recommended corridor improvement in that it provided a significant improvement and accessibility providing relief to neighborhood roads, including Country Club Drive and Tequesta Drive, being in conformance with regional/local plans and being economically justifiable; and WHEREAS, the South Martin County Volunteer Fire. Department, North County Ambulance and other public safety departments have indicated a need for the Connector Road for public safety purposes; and WHEREAS, the Village of Tequesta and the Loxahatchee Council of Governments have on numerous occasions requested consideration of the Connector Road by the applicable officials of Martin County to no avail. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA: Section 1. The Village Council of Tequesta, Florida objects to the recommendations of the Palm Beach County Local Planning Agency to amend the Palm Beach County Comprehensive Plan in order to provide for the roadway/right- of-way activities enumerated herein, until such time as appropriate planning action on the part of Martin County is undertaken which will provide for the necessary right-of-way and ultimate construction of the Connector Road in southern Martin County. Section 2. The Village Council of Tequesta strongly urges and recommends that the Board of County Commissioners for Palm Beach County reject the recommendations of the Palm Beach County Local Planning Agency providing for the aforementioned roadway/right-of-way improvements until such time as concurrent actions on the part of Martin County are undertaken to plan for and ultimately construct the Connector Road located in southern Martin County. Section 3. The Board of County Commissioners for Martin County are urged to accept the recommendations of its own Martin County Southern Connector Road Study prepared by PRC Harris in September, 1981, recommending the construction of the Connector Road and to plan for the same immediately to insure construction of the Connector Road will commence at the same time or prior to any construction activity which may ultimately occur by virtue of Palm Beach County acceptance of the recommendations of the Palm Beach County Local Planning Agency. Section 4. The Village Clerk is hereby directed to provide the Palm Beach County Board of County Commissioners and the Board of County Commissioners for Martin County with certified copies of this Resolution to be formally accepted at a regularly scheduled meeting of each body. THE FOREGOING RESOLUTION was offered by Councilmember , who moved its adoption. The Resolution was seconded by Councilmember and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINST ADOPTION The Mayor thereupon declared the Resolution duly passed and adopted this day of , A.D. , 1988.
