SPECIAL COUNCIL MEETING MINUTES
MARCH 29, 1988
I. The Tequesta Village Council held a Special Council
meeting at the Village Hall, 357 Tequesta Drive,
Tequesta, Florida, on Tuesday, March 29, 1988. The
meeting was called to order at 9:30 A.M. by Mayor Ron T.
Mackail and a roll call was taken by the Village Clerk.
Councilmembers present were: Ron T. Mackail, Mayor;
Edward C. Howell, Vice-Mayor; William E. Burckart, and
Earl L. Collings. Councilmember Joseph N. Capretta was
absent from the meeting. Village officials present were:
Thomas G. Bradford, Village Manger; John C. Randolph,
Esq. , Village Attorney; Wendy K. Harrison, Administrative
Assistant; Department Heads, and Bill C. Kascavelis,
Finance Director/Clerk. Also in attendance was the
Village Planning Consultant, Mr. Eugene Caputo, Executive
Management & Engineering Consultants, Inc.
II. Mayor Mackail gave the Invocation and led those in
attendance to the Pledge of Allegiance to the American
Flag.
Former Mayor Carlton D. Stoddard presented a Proclamation
on behalf of the Tequesta Village Council to Dr. Stanley
B. Jacobs, President, Tequesta Country Club Community
Association, in appreciation of his leadership as a member
of the Tequesta Country Club Community Association for the
past nine (9 ) years including seven (7) years as President
of the Association.
III. Mr. Bradford, Village Manager reported that he has been
attending meetings with the City Managers of Northern Palm`
Beach County municipalities and County Commissioner Karen
T. Marcus to establish proposed Reserve Annexation areas
for the northern Palm Beach County municipalities in an
attempt to resolve any potential disputes with neighboring
municipalities concerning their proposed Reserve
Annexation areas.
Mr. Bradford identified the proposed "natural boundaries"
for the Village of Tequesta at the point beginning
southeasterly along the coast of the Atlantic Ocean at the
centerline of the Jupiter Inlet, extending westerly along
the centerline of the Loxahatchee River to the land west
of the "Country Club" peninsula identified as Section 27

to the Martin County Line, then northerly along Martin
County Line to include all of Section 22 approximately one
(1 ) mile north of Martin County Line, then easterly
including the northern boundaries of Section 22, Section
23, Section 24 and Section 19 to the Atlantic Ocean, then
southerly to the center of Jupiter Inlet. Mr. Bradford
noted that during discussions with the Northern Palm Beach
County City Managers that the Town of Jupiter has
considered Section 27 as a potential Reserve Annexation
area. The area lies in excess of one (1) mile from
Jupiter's northern most boundary. Mr. Bradford noted that
the area would more appropriately be within the "natural
boundaries" for Reserve Annexation by the Village.
IV. Mr. Eugene Caputo, Village Planning Consultant presented a
summary report reviewing Florida Statutes applicable to
annexations, Village Charter provisions for annexations, a
history of the growth of the Village by annexations,
recommendations for Village annexation goals, objectives
and planning recommendations, and a proposed agreement for
expanding the professional services for revision to the
Tequesta Comprehensive Development Plan. A Copy of the
report is attached and made a part of these minutes for
information purposes.
Mr. Caputo noted that the most recent goals established
two (2) years ago by Council provided for inclusion in
the Comprehensive Plan primarily of annexed pocket areas
and did not provide for annexation of other areas. He
indicated if the areas mentioned by Mr. Bradford are to be
included within the Village Comprehensive Plan, additional
work will be necessary to include those areas into the
Village Comprehensive Plan. He indicated the services to
be provided would not include a specific cost benefits
study; moreover, a demographic study of the area to
include the level of services desired and the capital
improvement elements necessary to service the proposed
annexation areas. He also noted that a five year review
of all Comprehensive Plans is required by State Statute.
Carlton D. Stoddard suggested a review of the issues with
Jupiter to eliminate the possibility of any future
conflicts concerning Section 27. He also noted that Palm

Beach County has already included the unincorporated area
on Beach Road to Martin County Line as future land to be
annexed to the Village.
Councilmember Collings stated that according to
professional marketing area standards, the area proposed
as reserve annexation to the Village would be considered
as one separate market area.
Councilmemember Howell and Dr. Stanley Jacobs questioned
the cost of $13, 500 required for planning services
necessary to include those areas within the Village
Comprehensive Plan. Mr. Caputo indicated that during the
past two (2) years, the Village has expended in excess of
$24,000 for services to prepare the Village Comprehensive
Plan. Village Manager Bradford indicated the current
operating budget includes the funding required for the
additional services should they be approved.
Upon completion of the review, Councilmember Collings,
moved, seconded by Vice-Mayor Howell, "to authorize the
Village Manager to execute an expanded service contract
with Executive Management & Engineering Consultants, Inc.
for the inclusion of the areas designated of Sections 26,
27, and 22 within the Village Comprehensive Plan. " The
vote on the motion was:

the motion therefore passed and was adopted.
There being no other business before the Council, the
meeting was adjourned at 10:25 A.M.
