Bradford, Village Manager SUBJECT: Proposal for Creation of a Village of Tequesta Newsletter DATE: March 17, 1988 It seems to me that one of the indications of the Planning Commissions Citizen Survey, although perhaps not direct, was that there is a need to disseminate useful information concerning the Village activities to the people. Possible items of public interest are indicated in the attached report. Our proposal is that such a newsletter be initially done on a quarterly basis. The estimated annual cost would be less than $2,200, but only approximately $1, 630 for the remainder of this fiscal year. As staff becomes more proficient in the production of the newsletter, we may propose to the Village Council that it be done on a monthly basis at a later date. Attached you will also find a copy of the format we intend to follow, however, we hope that our content will be more significant. Village Council approval of this request is recommended. Consideration of the same will be an agenda item at the Village Council Meeting of March 24, 1988. Harrisont iinistrative Assistant to the Village Manager SUBJECT: Village Newsletter DATE: March 9, 1988 As you requested, I have collected information from various sources regarding local government newsletters to residents. From this information, I have developed a potential format for the newsletter and an estimate of the costs per issue. Many area newsletters are single page, printed on both sides, and appear to be typed. Some municipalities use a more elaborate format with multiple pages, colored ink, graphics, and typeset text. I would suggest the simpler format for the Village at this time. Attached is a copy of the newsletter produced by the Town of Lake Clarke Shores. Subjects of newsletters include schedules of Council Meetings, dates of and information on upcoming community events, recreation program schedules and informational items of interest to residents. The Village of Tequesta's newsletter could contain the following: o Date and Time of next Village Council Meeting. o Titles of Ordinances and Resolutions adopted recently by Council. o Projects scheduled, e.g. : roadway and water system repairs anticipated. ---1>o Information regarding permit requirements and procedures, e.g. : garage sale and building permits. o Hurricane/Emergency information. o General news of Village operations, e.g. : installation of new E911 system. o Water conservation information when needed. —cloo Any other information Department Heads or the Village Manager wish to include. The costs are divided into three categories: drafting (or writing the text) , physical production (or printing, folding and labeling) and postage expense. Drafting Costs Total = $648.00/issue (*Note: Personnel costs include 33% for benefits. These are not out-of-pocket costs but represent the value of personnel time. ) o Schedules of Upcoming meeting/events Support Staff @ $15/hr. x 4 hrs. = $60 o Summary of recently adopted Ordinances/Resolutions Professional Staff @ $30/hr. x 4 hrs . = $120 Support Staff @ $15/hr. x 2 hrs. = 30 $150 o Articles/brief descriptions of upcoming projects, permit requirements, general information, etc. Village Manager, Department Heads and Staff Average $25/hr. x 4 hrs./article x 3 articles/issue = $300 o Coordinating drafting and physical production Village Manager staff @ $17/hr. x 8 hrs. = $138 Physical Production Costs The physical production of the newsletter can be accomplished by Village staff or by professional printers. The estimates of each are below: Village Staff: Total = $270/issue (one-time $60) o Printing mailing labels from Water Department Billing File Staff @ $20/hr. x 2 hrs. = $40 Materials = $25 o Adding names/addresses to billing file to account for condominiums $20/hr x 3 hrs. = $60 (one-time cost) V MEMORANDUM: Thomas G. Bradford March 9, 1988 Page 3- o Copying Xerox charges $.011 x 5000 (2 sides) = $ 55.00 Staff @ $15/hr. x 4 hrs. = 60.00 Paper @ $3/ream = 15.00 $130.00 o Folding and Labeling Staff @ $15/hr. x 5 hrs. = $ 75.00 Professional Printer: Total = $285.00 o Copying, Folding and Labeling (Village provides labels) 2500 8. 5 x 14" , four fold copies = $220.00 o Cost of labels (including labor) = 65.00 Postage Charge Total = $256. 64 o Annual 3rd Class permit fee $50.00/12 mos.= $4. 14/month 10.1 each (x 2500) =$252. 50 An optimum combination of resources might be to do the drafting in-house and contract for the production, since the total hours involved in both would be difficult to manage at the current level of staff. With this configuration, the total costs per issue would be: Drafting $ 648 (value of Village personnel time) Production $ 285 Postage $ 257 Total Real Costs $1, 190 Total Out-of-Pocket 542 I hope that this is helpful for you. AFRICAN MARIGOLDS ARE BEST SUITED FOR FALL, AS THEY GET MUCH TOO TALL IF GROWN IN THE SPRING. OF COURSE, THE SHORTER MULE MARIGOLDS AND FRENCH MARIGOLDS ARE DE- PENDABLE YEAR ROUND. START THE SEEDS INDOORS IN PEAT POTS OR PEAT PELLETS ; MOVE THEM OUT AS SOON AS THE SEEDLINGS BEGIN TO GROW. FEED WITH A LIQUID FERTILIZER, SUCH AS 20-20-20, EVERY WEEK UNTIL THE TRANSPLANTS ARE 3 TO 4 INCHES TALL AND READY TO SET IN THE GARDEN. CAMELLIAS - MOST OF THOSE GIANT JAPANESE CAMELLIA BLOSSOMS YOU SEE AT FLOWER SHOWS EVERY WINTER HAVE HAD HELP FROM THEIR GARDENERS. THE TECHNIQUE THEY USE IS CALLED DISBUDDING. THIS IS THE PROCESS WHERE ' ALL THE FLOWER BUDS ALONG A BRANCH EXCEPT THE ONE AT THE VERY END ARE REMOVED. THIS DIRECTS ALL THE ENERGY INTO PRODUCING ONE LARGE FLOWER, 1 INSTEAD OF MANY SMALLER ONES. HOWEVER, DISBUDDING ISN'T RECOMMENDED FOR SASANQUAS-ONLY THE JAPANESE CAMELLIAS THAT YOU WANT TO USE IN ' ARRANGEMENTS. HOUSEPLANTS - ANY OVERGROWN HOUSEPLANTS, SUCH AS WANDERING JEW, ARTILLERY PLANT, ALUMINUM PLANT, AND OTHER FAST GROWERS, SHOULD BE TRIMMED BACK NOW. REPOT IF ROOTBOUND AND FEED WITH A SOLUBLE FERTILIZER, SUCH AS 20-20-20, EVERY TWO TO FOUR WEEKS. PALMS - IF THE OLDER FRONDS ON PLAM TREES HAVE TURNED YELLOW, IT COULD BE FROM A LACK OF MAGNESIUM. THIS ELEMENT IS OFTEN ABSENT IN LIME- STONE AND SANDY SOIL. NITROGEN AND MAGNESIUM DEFICIENCY ALSO CAUSE LEAVES TO YELLOW, BUT IT FIRST SHOWS UP IN THE NEW FOLIAGE. TO CORRECT THE YELLOWING, SPRAY THE FRONDS WITH A SOLUTION OF MAGNESIUM SULFATE MIXED ACCORDING TO LABEL DIRECTIONS . ALSO ADD A SPREADER-STICKER TO THE SOLUTION TO HELP IT ADHERE TO ' HE FOLIAGE. . THE POLICE DEPARTMENT WILL BE ENFORCING THE SPEED LIMITS ON ALL OF THE TOWN'S STREETS. WE URGE ALL RESIDENTS TO DRIVE CAREFULLY AND TO OBEY THE SPEED LIMITS. WE REQUEST THAT RESIDENTS LIVING ON THE WATERWAYS THAT HAVE TREES OR SHRUBS HANGING INTO OR OVER THE WATER TO CUT THEM BACK. WE NEED TO CLEAR OUR WATERWAYS OF THIS GROWTH. WE REQUEST THAT ALL VACANT LOTS IN OUR TOWN BE CUT AND CLEANED UP AS SOON AS POSSIBLE.
