The Tequesta Village Council held a Workshop meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Tuesday, February 9, 1988. The meeting was called to order at 7:00 P.M. by Mayor Carlton D. Stoddard. A roll call was taken by the Finance Director/Clerk. Councilmembers present were: Carlton D. Stoddard, Mayor; Edward C. Howell, Vice-Mayor; Earl L. Collings, Ron T. Mackail and Edwin J. Nelson. Village Officials present were: Thomas G. Bradford, Village Manager; Bill C. Kascavelis, Finance Director/Clerk and Wendy K. Harrison, Administrative Assistant to the Village Manager. II. Councilmember Edwin J. Nelson gave the Invocation and led those in attendance to the Pledge of Allegiance to the American Flag. III. Approval of the Agenda. At the request of the Village Manager, the Village Council allowed Mrs. Hillary Donahue of 442 South Dover Road to address the Village Council regarding the location of the proposed Elementary School on Church Street in Jupiter. Councilmember Collings requested permission of the Village Council to discuss the construction trailer located in Bayview Terrace prior to the purpose of the Workshop Meeting. IV. A) Mrs. Hillary Donahue, 442 South Dover Road addressed the Village Council concerning the proposed location of a new Elementary School on Church Street in Jupiter. The Village Manager was requested by the Village Council to review the matter and report his findings to Council. B) Councilmember Collings presented a petition of homeowners within Bayview Terrace indicating the homeowners desire for the immediate removal of the over-sized trailer. Councilmember Collings also reviewed a copy of a Building Department memorandum indicating that apparent sufficient cause for revocation of the permit existed. Village Council Workshop Meeting February 9, 1988 Page 2 - C) Mayor Stoddard had several announcements for the public. D) Review of Village of Tequesta Citizen Survey. Dr. Stanley B. Jacobs, Chairman, Planning Commission reviewed the Village questionnaire which was sent out to residents and businesses in October 1987. Dr. Jacobs reviewed the contents of the packet presented to the Village Council including spread sheets, comments, summaries, statistics and the recommendations from the Planning Commission relative to the findings of the survey. Councilmember Collings indicated that his review of the report and surveys indicated there were four main concerns expressed by the Village residents being as follows: 1. Overall appearance of the Village. 2. Traffic 3. Sidewalks and pathways 4. Post Office and Police service. Mayor Stoddard commended the Planning Commission for the long hours and effort devoted to the comprehensive survey and recommendations to the Village Council. Councilmember Collings requested that a copy of the survey should be provided to the members of the Community Appearance Board. The Village Manager indicated that he would request comments from all Department Heads concerning the recommendations of the Planning Commission reviewing the data himself and ultimately making recommendations to the Village Council. Mr. Alfred DeMott, a member of the Planning Commission strongly recommended that the Village take action relative to fire rescue service in Tequesta. Mr. James Pilz noted that Police Chief Frank Flannery should be commended for the superior manner in which the Police Department has conducted itself as indicated in the high praise received by respondents to the Village survey. Village Council Workshop Meeting February 9, 1988 Page 3 - — - -- Councilmember Ron Mackail suggested that Village Council meetings be convened at 9:00 A.M. rather than 9:30 A.M.- as such time was more convenient for Councilmembers who worked. The Village Council gave unanimous consent to this suggestion. There being no further matters before the Village Council, the Workshop meeting was adjourned at 9:20 P.M.
