Dear Mr. Bradford:
Based upon previous Village Council action, followedby our discussions
regarding future annexation of Section 27, a portion of Section 26, and
other potential areas, it will be necessary to amend already completed
Comprehensive Plan documents and maps.
Under the terms and contract requirements of the Growth Management Act
of 1985, many of the elements of the Evaluation:& Alipraisal Report (EAR),
the Comprehensive Plan, and the base map series used throughout the
documents are either well underway or have been completed.
For many years, the policy of the VillagewIth'regard:to annexation has
been to maintain its existing geographical boundaries with limited "in-fill"
annexations of pocket areas. Certainly, the direction of the Village in
all of its previous planning programs has been to follow its natural
boundary area as set forth within the Village Charter.'
If it is now the position of the Village to expand beyond its previous
policies, then all relative elements of the current Comprehensive Plan
process must be -either readone or amended:' This will• consist -of the
following:
1. Complete re-drawing of, the base map series
2. Revision and re-write of the now completed EAR
3'. Amend completed portion bf the'emeifg' 'ComprehensIve Plan
4. Establish new levels of service for potential annexed areas
5 Pold necessary meetings and hearings to review Cpolicies
To accomplish all of this within the stringent time frames placed upon the
Village by the Department of Community Affairs (DCA), it will be,necessary
to amend our current contract,withthe Village and to begin the revision
process immediately.=. --?

To accomplish this within the 'DCA schedule, it is generally estimated
_ that this accelerated effort could cost the Village -an amount equal to
that which is currently contracted. If the Council directs us to .
proceed, a complete and detailed cost estimate and revised contract will
be presented to you. ., •.....;k••
